Ces services sont généralement édités par d’autres personnes que le distribu- teur, mais ces deux fonctions se confondent de plus en plus, bous- culant la chaîne de valeur traditionnelle. Le distributeur de services joue un rôle fondamental dans l’accès du public à l’offre de SMA. Le distributeur est aussi un vecteur in- contournable pour un nombre croissant d’éditeurs. En pratique, la Dominique Vosters distribution de SMA constitue autant un enjeu démocratique et Président du Conseil supérieur culturel qu’un enjeu économique. Ceci justifie pleinement la régu- de l’audiovisuel lation de ce secteur dans un cadre fixé par les législateurs belges et européen.     Alternative Francophone vol.1, 5(2012): 55-66 http://ejournals.library.ualberta.ca/index.php/af Les médias francophones en Belgique : enjeux identitaires Marc Lits Observatoire du récit médiatique Université catholique de Louvain Il peut être étrange, vu de Belgique, de parler des médias écrits en français, en tant que représentants d’une minorité, dans la mesure où, si en termes démographiques, les francophones constituent moins de 50 % de la population belge, ils ne sont cependant pas dans une situation où leur communauté linguistique est menacée dans le maintien de sa langue. La situation est donc très différente de celle des médias francophones dans l’Ouest canadien, par exemple, ou de médias de minorités ethniques dont l’assimilation progressive menace la survie même de leur langue d’origine. Cependant, la situation belge est intéressante, dans la mesure où les tensions politiques qui divisent le pays ont un impact sur des formes de replis identitaires et linguistiques, qui se manifestent dans une indifférence grandissante des médias de chaque communauté pour l’autre communauté, à la fois très proche géographiquement, et toujours plus différente culturellement. Il est ainsi significatif que lors de la dernière élection présidentielle française, en mai 2012, la première chaîne de la radio publique a retransmis en direct et en intégralité le débat opposant les deux prétendants, alors que, dans le même temps, cette radio ne s’intéresse quasiment pas à ce qui se passe au parlement flamand, qui se trouve pourtant dans le même pays. La question centrale de cet article porte donc sur la manière dont des médias, qui ne sont plus nationaux mais communautaires, négocient des identités en conflit entre une minorité francophone et une majorité flamande.
