Located on the banks of the Rock River, Rockford is the county seat of Winnebago County (a small portion of the city is located in Ogle County). During the second half of the 20th century, Rockford struggled alongside many Rust Belt cities. Since the late 1990s, efforts in economic diversification have led to growth of automotive, aerospace, and healthcare industries, as well as the undertaking of various tourism and downtown revitalization efforts.Nicknamed the Forest City, Rockford is presently known for various venues of cultural or historical significance, including Anderson Japanese Gardens, Klehm Arboretum, Tinker Swiss Cottage, the BMO Harris Bank Center, the Coronado Theatre, the Laurent House, and the Burpee Museum of Natural History. Its contributions to music are noted in the Mendelssohn Club, the oldest music club in the nation, and performers such as Phantom Regiment and Cheap Trick. The twenty-first century has marked a period of economic challenges for the Rockford region. With its economy predominately based on manufacturing, the city has been affected by the deindustrialization of the Rust Belt. In the early 2000’s efforts began to reverse urban blight of the downtown Rockford area which began as early as the 1960’s. Prior to the onset of the Great Recession housing in Rockford was affected by catastrophic weather events. Keith Creek saw detrimental flooding events that damaged hundreds of older homes in the area which many, to this day, remain as greenspace as the creek is reconstructed.

The attached report presents the results of our research, analysis, findings, and conclusions and recommendations, and is intended to assist the City in evaluating the viability of the facility. The analyses presented in this report are based on estimates, assumptions, and other information developed from industry research, data provided by the City, the RPCC, and others, interviews with local and industry stakeholders, and analysis of other facilities and markets. The sources of information and the basis of assumptions, estimates, and forecasts are stated in this report. Some assumptions inevitably will not materialize and unanticipated events and circumstances may occur. Therefore, actual results achieved will vary from those described and the variations may be material. The findings presented are based on analysis of present and near-term conditions in the Rapid City area, as well as existing interest levels by potential users for a new arena at the RPCC. Any significant changes in the characteristics of the local community, such as change in population, corporate inventory, and/or competitive facilities, could materially impact conclusions and recommendations developed in this study. As in all studies of this type, the estimated results are based on competent and efficient management of the potential facility and assume that no significant changes in the event markets or assumed immediate and local area market conditions will occur beyond those set forth in this report.

Our proposal is submitted as an alternative option to the unsolicited proposal recently submitted by the consortium led by Jay Patel for your consideration. SMG believes that limited investment in the Pensacola Bay Center provides a better, more affordable solution for the County, while preserving a significant community asset. Our proposed capital improvements not only take steps to modernize the facility, but they also address the specific capital requirements needed to accommodate an NBA G-League franchise – which we know is something that has been of great interest to the community. In an effort to provide the County with maximum flexibility, SMG has put forth two (2) separate proposal scenarios for your consideration. Neither of these options require any capital investment, debt issuance, guarantee of debt, or credit facility by the County: Scenario 1: $10 million capital improvement program funded through the use of ‘Triumph Funds’, with focus on facility infrastructure and enhancements, as well as improvements necessary to meet the NBA G-League requirements.
