The Applicant has applied for new mining lease for five years. The mining plan is submitted. The mining plan has been approved vide letter no. MA/MP/170III/2017 on dated 4/04/2018 for a production capacity of 51938 MTPA which is valid at present.

2.3 Need for the Project and Its Importance to the Country or Region The said project plays a significant role in the construction achieving a huge infrastructure as being envisaged by Government of particularly in road basic building materials. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is available only from such mining.

2.4 Demands-Supply Gap There is large demand of Basalt to the nearby markets and stone crusher units. The crushed material of stone crusher units is used in infrastructure projects. This mineral is also used as infrastructure. Presently, maximum infrastructure projects are in operation hence this project will be viable.

2.5 Imports vs. Indigenous Production Indigenous Production: The demand for Basalt is ever growing. The mineral is used in infrastructure sector. Therefore there is always a good demand of the mineral in the domestic market. Export Market: There is no possibility of export of the mineral.

2.6 Export Possibility There is no proposal to export the mineral.

2.7 Domestic/ Export Markets A) Domestic Market The mineral excavated will be directly sold to nearby market and may further transport to Stone Crusher Zone. B) Export Market There is no possibility of export of the mineral except the Domestic Market.

2.8 Employment Generation (Direct and indirect) due to the project Project will create direct & indirect employment within the surrounding region. Unit will use good faith efforts to employ local people from nearby villages depending upon the availability of skilled and unskilled man-power surrounding the project site. In operational phase, the proposed expansion required 40 persons. In addition to that functions like supply of explosive preparation and amendment of plans etc. will also require professionals. This project operation will provide livelihood to the poorest section of the society.

3.3 Details of Alternate Sites Mining of Basalt Stone is site specific project and it cannot be shifted to one place to another due to specific availability of mineral resources. Hence, no alternate site is considered.

3.4 Size or Magnitude of Operation It is proposed to produce annual production of 51938 MTPA Basalt Stone over a 2.06 ha area.

3.5 Project Description with Process Details Method of Mining It is a mining project of Basalt over an area 2.06 ha situated Near Vill. Chopanrit, Tehsil Bhadrawati, District- Chandrapur, Maharashtra with annual production capacity of 51938 MTPA The method of mining is Opencast manual. The mining operation will be done in single shift only and excavation will be done by simple hand tools. Drilling& Blasting: Drilling will be done by shot holes by compressor operated jack hammer drill machine 30mm

Loading: The material excavated from mine by drilling and blasting will be loaded into Trucks and Tractor Trolly by steel ghamelas then transported to the market. Transport:

The market for this Basalt is in nearby areas. Maximum stone is transported in trucks and tractor trollies.

3.7 Resource Optimization/ Recycling and Reuse Minerals are depleting asset once mined; they cannot be replenished like agriculture, vegetation thus a scientific approch will be taken up in exploitation of mineral with systematic method. Thus, resource optimization/ recycling and reuse are not envisaged in this project.

3.8 Availability of Water, its Source, Energy/ Power Requirement and Source 3.8.1 Water Requirement The daily water required at the mine for drinking and domestic purpose which is being met from nearby villages. The water for other purpose will be obtained from water tankers.

3.8.2 Power All the activities will be carried out in a manual manner. notification 2006 and 01.07.2016. Therefore EIA study and Public consulation is not required in this mining project. It requires only appraisal by DEAC/DEIAA Chandrapur Maharashtra based on Form IM, PFR and Mining Plan.

4.3 Physiography The lease area as per survey is Flat with slop on Western side. The Highest RL is 199 MRL & Lowest 178 MRL. The Lease Area is almost flat topped plateau with an elevation of 3.0 m above the general ground level and strike is in N-S direction.

Geography: The area covers part of Chandrapur of Maharashtra. . The The area area falls falls in in sub tropical zone with an avg rain fall of less than 950mm 4.4 Existing Land Use Pattern and shortest distances from Forests, Water bodies, Eco sensitive areas, etc This is an existing mine and present production capacity of the mine is 51938 MTPA. The Basalt is mostly exposed in the allotted area. No agricultural land falls in the allotted area. The mine area is Pvt land. There is no forest land in the mine area.

4.5 Existing Infrastructure There is no existing infrastructure is available in the mining area. All necessary infrastructures will be developed before mining operation commenced. Site service as per Mines Rules 1956 will be developed. First Aid station with all necessary medical facilities, Toilets as per provision of Mines Rules will be developed.

1.6 Geology: 1.6.1 Regional Geology Geologically the area falls under Basaltic terrain. Hard, Compact basalt after an overburden of avg 3 to 10 m is encountered. The overburden consist of soil and ba salt. The murrum after separation of soil can be used as road metal

The basalt of this area belongs to Mesozoic to cretaceous. The trap i.e. basalt have been divided in to three groups, upper, middle and lower with infratrappean and lametas at their base. The basalt of this area belongs to lower group. Structurally the basalt area in general is flat in nature. These basaltic formations are intruded by dykes and sills at places. No major faulting is noticed

in basaltic terrain.

1.6.2 Local Geology:

The area which is under development has varying geological composition that too in basalt. Along N & S portion of area, Soil Cover and murrum is more but fractured basalt, forming boulder formation followed by hard, compact basalt is available. While Sothern & Northern block have 30m and 3.0 m soil and murrum respectively followed by hard basalt. This south portion of lease area is having another 29-30m of soil and weathered basalt. While north area is encountering hard, massive basalt after 3.0 m of overburden up to 30.0 m continuously. As such the lease area having different configuration of basalt formation

4.7 Environmental Settings (Secondary Sources) a) Physiography & Drainage: The lease area as per survey is Flat with slop on Western side. The Highest RL is 199 MRL & Lowest 178 MRL. b) Climatic condition The area has sub tropical type of climate. Average rainfall remains between 950 mm per year. The o o maximum & minimum temperature of the area is 45 C and 10 C, respectively c) Administrative set-up Chandrapur district comprises 15 talukas, namely Chandrapur, , , Bhadravati, Bhadrawati, , Nagbhid , , , Mul, Sawali, Gondpipri, , and . The district has six Vidhan Sabha (legislative assembly) constituencies: Rajura, Chandrapur, Ballarpur, Bhadrawati, Brahmapuri and Chimur. Rajura, Chandrapur, Ballarpur and Bhadrawati are part of Chandrapur Lok Sabha constituency. Brahmapuri and Chimur are part of -Chimur Lok Sabha constituency.

d) Economy There is no source of income other than agriculture in the nearby area and thus the employment

Hunam settlements is in kucha and puckka houses. e) Demography According to the 2011 census Chandrapur district had a population of 2,194,262, roughly equal th to the nation of Latvia or the US state of New Mexico This gives it ranking of 207 in India (out of a total of 640). The district has a population density of Inhabitants per square kilometre (500/sq m). Its population grow th rate over the decade 2001–2011 was 5. 95%. Chandrapur has a sex ratio of 959 females for every 1000 males and a literacy rate of 81.35%.

g) Biological Environment The land under mining lease is Pvt. Land and no vegitation in the area. However, outside the boundary of the area trees of babool, neem is grown. The area is almost devoid of any wild animals, through foxes and rabbits area sometime sighted. Average fauna is poor. 5.0 PLANNING BRIEF 5.1 Planning Concept Opencast manual method of mining is in the lease area. Production will be carried out by means of manual, after drilling and blasting of the rock. Drilling and blasting shall be required to dislodge the mineral. Blasting will be done in sceintific and controled manner. Loading of stone will be done manually as well as by hydraulic loader. Basalt Stone will be sold to the nearby market. 5.2 Population Projection Man power requirement for the proposed mining project is 40. Most of the employees will be recruited from neighboring village depending upon the availability of skilled & unskilled people. Migration of highly educated and skilled person will take place but it will be temporary basis. So there will be no permanent migration of people, Hence there will be no population

5.3 Assessment Of Infrastructure Demand (Physical & Social) Adequate infrastructure facilities are available in the vicinity of mine contract area and due to the mining activities; no extra infrastructure over and above the existing infrastructure is required except for the creation of approach road from mining lease area to link roads.

5.4 Amenities/Facilities Mines Office, Workshop etc. Proper site services such as First Aid, Rest Shelter, and Drinking Water will be provided to the mine workers. Rest Shelter Rest shelter along with first-aid station complying with all the provisions of Mines Rules shall be provided by the project proponent. Water Supply Water will be supplied for human consumption, dust suppression and for plantation. Power Supply The mine will be worked in single shift in day light hours only, so no lighting arrangement will be required, but electricity of 220 volt and 440 volts is available along the tar road nearby the lease area. Transport of Men and Material Employee will report to the duty on own means. The material from the mine will be transported by trucks / tippers / tractor trollies. Communication Mobile phones shall be used for communication. Security Arrangements Appropriate security arrangement shall be made. 6.0 PROPOSED INFRASTRUCTURE Infrastructure will be develop as per requirment. 6.1 Industrial Area (Processing Area) No industrial area is proposed.

6.2 Residential Area (Non Processing Area) No residential colonies are existing in the lease area as the workers are deployed from nearby villages that will commute to the lease area. 6.3 Green Belt The green belt shall be developed as per approved eco-friendly mine lease plan and as per CPCB guidelines. The greenbelt shall be developed by planting saplings per year. Indigenous species with the consultation of the State Forest Department shall be planted and maintained. The project proponent shall also develop greenbelt in the premises of the schools, hospitals and also carry out the avenue plantation in the vacant areas along roads.The area available for plantation will be as follows: A) Along the main haul & approach roads B) Along the 7.5m lease periphery C) On undisturbed area 6.4 Social infrastructure • Road facility (existing roads will be maintained regularly) • Employment opportunity • Medical camps • Social awareness camps, • Donations to schools • Secondary employment opportunities • Formation of self help groups for the women in nearby villages 6.5 Connectivity Warora Railway Station (Approx 5.9 in NW direction), SH-233 Approx 5.8 Km towards WSH- 264 Approx 3.5 Km towards W. 6.7 Sewerage System No sewerage system is proposed. However for sanitation purpose portable toilets will be made available.

6.8 Industrial Waste Management Not applicable. 6.9 Solid Waste management The waste material in basalt gravel for infrastructural engineering works. Generation of waste is very minimal as small boulders can also be itilized to produce crushed basalt. This consist maily weathered materila and 2.0 meter of top soil & murrum cover soil components is minimual and this will be used for plantation

Dumping proposals are suggested in 7.5 mts zone 90 % Of the materail excavated from the mining lease will be used effectively for different purposes.Top soil and murroom will be used for plantation in this plan period, will be stacked separetely in as marked in the production and development plan.

6.10 Power Requirement & Supply/Source All the activities will be carried out in a mechanized manner with diesel operated machinery. The operation will be done only from sun rise to sun set. Hence there is no power requirement for the proposed activity. 7.0 REHABILITATION AND RESETTLEMENT (R&R) PLAN There is no human settlement within the mine lease area. No human settlement will be disturbed due to the mining activity. So, no Rehabilitation and resettlement is proposed.

8.0 PROJECT SCHEDULE & COST ESTIMATES 8.1 Likely date of start of construction and likely date of completion The mine will start after obtaining all Clearances & consent from the competent authority

8.2 Estimated project cost along with analysis in terms of economic viability ofProject The Capital cost of the proposed Project is approximately 20.0 Lacs. Due to huge demad of material the project is viable for mining of Basalt Stone .

9.0 ENVIRONMENTAL MANAGEMENT PLAN Environmental Management Plan details the environmental quality control measures which are proposed for this project to achieve the annual production capacity of 51938 MTPA of Basalt Stone . 9.2 Temporary Storage, Utilization of topsoil and Reclamation of land affected  No Separate soil is located on proposed mining site.  The soil may come across is very thin layer in small patches.  It is proposed to scrape the soil and stacked separately to be used for plantation.  The restoration and reclamation is not proposed in this Mine Plan as the life of mine may increase at the end of 5 years by excavation of stone and its continuity in depth.  The reclamation and restoration proposals will be provide at the time of end of the mining in this lease area.

9.3 Air Pollution Control  Sharp drill bits are used and the drilling machine is kept leakage proof Dust extractor will be provided in drill machine.  Controlled blasting is proposed only on hire requirement after taking the permission from DGMS and the other local authorities. Water Sprinklers provided over haul road to control the fly of dust.  All the haul roads will be kept wide, leveled and compact. If dust exceed than permissible level water Sprinklers shoul be done on approach road from tar road once in a day during peak transpiration time.  The proposed plantation along both sides of haul road from tar road will also check the spread of dust in near by area.  The loading of stone will be in form of lumps thus dust will not create. 9.4 Water Pollution Control 9.4.1 Surface & Ground Water Management There is no surface water body within the mining lease area. Thus, there is no localized /concentrated contamination of water from the mining in area.  The proposed working are far above the general ground water table. No toxic minerals substances and tailing pond located in the area. Thus quality of ground water will not pollute.

 The mining does not have any impact on topography and natural drainage of surrounding area.

9.4.2 Waste Water Management

 No waste water is generated from the mining activity of minerals as the project only involves lifting of stone.

9.4.3 Domestic Sewage Water Management  Domestic sewage water will be disposed in soak pits via septic tank 9.5 Noise Pollution Control  The adequate silrncers will be provided in diesel operated mine machineries including trucks and tractors.

 Compact and leveled haul road are proposed for smooth running of transport vehicles.  The transport vehicles should be filled up to rated capacity of the vehicle to mininmize the noise.  The shrubs and busHes located in the area and proposed plantation will check the propagation of noise.  The approach roads will kept wide and smooth. 9.6 Solid waste Management The waste material in basalt gravel for infrastructural engineering works. Generation of waste is very minimal as small boulders can also be itilized to produce crushed basalt. This consist maily weathered materila and 2.0 meter of top soil & murrum cover soil components is minimual and this will be used for plantation

Dumping proposals are suggested in 7.5 mts zone 90% Of the materail excavated from the mining lease will be used effectively for different purposes.Top soil and murroom will be used for plantation in this plan period, will be stacked separetely in as marked in the production and development plan.

9.7 Socio Economic Improvement It is proposed that the lessee shall spend for social development of the local residents. Under social development of the area, the lessee will donate part of his profit to provide drinking water facility, books to the poor student of the local school and medicines in the local hospital for treatment of the poor people and other social work.  In the recruitment process of the organization, local people will be given preference.  Most of the deserving candidates have already been absorbed.  The management will recruit the skilled & semiskilled workers from the nearby villages thus increasing the social status of the villagers.  The management will contribute for the overall economy and social development of the area. 9.8 Health and Safety Plan To prevent the occupational disease / Health hazards, suitable measures are proposed in drilling & excavation operations. This will prevent the inhalation of the dust by the workers. The

workers will be periodically medically examined under Rule 29(b) of Mines Rule. If any worker found to have contracted with any occupational disease, He will be immediately removed from the affected area and will be provided with proper medical care as per provision of Mines Rule. In case of any injury to the worker during work, the following measures will be taken:  The workers will be immediately provided the first aid by a trained worker.  For safety practices during mining, the workers will be provided proper safety wearing and equipments such as hand gloves, safety boots, Helmets, earplugs and life jackets etc.  A first Aid Box will always be provided to the mining mate/ mines foreman, to attend minor injuries.  All the workers will be given vocational training every year on safety aspects in mining by the trained Vocational Training Officers.Apart from this all safety precaution will be taken as per Act, Rules, Regulation and Byelaws made there under.  Protective respiratory devices will be provided to personnel working in dusty areas with adequate training.  A watchman is proposed for ward and watch duty in discontinuance and continues period of operation.  The safe working are proposed in the supervision of technical and certified, qualified supervisory staff. Safety measure will be provided as per Mines Act. 9.9 Plantation Presently no big tree is observed in the lease area. The seasonal shrubs and bushes are observed in the applied lease area. Total 600 trees will be planted at 0.67 ha. Area which is covers the 33% of total lease area. Plantation will be done along the 7.5 m safety barrier of the mining lease area, Haul & Approach roads and undisturbed area. It has been proposed that around 300 trees will be planted each year considering the target of production. Proper protection devices for survival of trees will be provided. There will be separate watering arrangement. The dead plants will be replaced by fresh one in next monsoon.

10.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)  Project will create direct & indirect employment opportunities within the surrounding region. Unit will use good faith efforts to employ local people from the nearby villages depending upon the availability of skilled & un-skilled man-power surrounding the project site.  In this proposed mining project workforce of non-technical and technical persons are required. Migration of highly education and skilled experience will result in increase of literacy in the surrounding villages.  Assessment of the potential socioeconomic benefits during mining focused primarily on work force requirements, acquisition of supplies, and the temporary increased demand for services related to the mining project like food, housing, communications, law enforcement, medical care, local transportation etc. Due to these, additional revenue to local suppliers for required products and services related to the construction and operation phases of the project will generate.  Thus, mining activities will provide numerous new, although temporary, work opportunities for both skilled and unskilled labor, as well as contribute significantly to the local economy.  Additional government revenue expected from royalty, taxes, duties and other fees.  An added benefit to the proposed project will result in considerable growth of stimulating the industrial and commercial activities in the state. Small and medium scale industries may be further developed as a consequence.
