CONTRIBUTION TO : Directly contributes to achieving protection and restoration goals established by the 2009 Executive Order 13508 and the 2014 Chesapeake Bay Program Agreement by restoring clean water, recovering habitat, and sustaining fish and wildlife.

BACKGROUND: The Paint Branch Fish Passage and Restoration Project is located in the River watershed in Prince George’s County, Maryland. The project area is located in the southern portion of the Paint Branch sub-watershed and is bounded by State Route 193 (University Boulevard/Greenbelt Road) to the north, U.S. Route 1 (Baltimore Avenue) to the south and east, and Paint Branch Drive to the west.

The goal of the proposed project is to create a stable stream condition under the given flow and sediment regime and provide habitat for resident and migratory aquatic resources, with minimal armor or maintenance. The project addresses known fish blockages in Paint Branch and provides additional spawning habitat for river herring along a six mile stretch of Paint Branch and Little Paint Branch.

The watershed has been identified by the Chesapeake Bay Program as one of three priorities for restoration in the Chesapeake Bay watershed. In recognition of this priority, the governor of the State of Maryland, the mayor of Washington D.C., and the county executives for both Montgomery and Prince George’s Counties in Maryland, signed the Anacostia Watershed Restoration Agreement (AWRA) in 1987, which outlines a six-point-action plan for restoring the Anacostia River watershed. The primary objectives include 1) reduction of pollution loads, 2) restoration of ecological integrity, 3) improvement of fish passage, 4) increase in wetland acreage, 5) expansion of forest coverage, and 6) increase in public and private participation and stewardship. The Project Partnership Agreement for the Paint Branch project, which supports the AWRA, was executed in September 2008.

Project repairs have been completed from the August 2014 storms; however, additional erosion occurred prior to the final walk through and turn-over of the project to the non-federal sponsor. The

Additionally, the Project Partnership Agreement (PPA) was amended and executed per sponsor’s request in order for the sponsor to request additional funds to complete the project.

STATUS: Construction contract was awarded in February of 2019 and work completed in February of 2020 for the Amendment II of the Design and Implementation phase. In January 2021, PDT has been negotiating a contract modification to address additional deficiencies not originally included in the scope. This work is anticipated to be completed by end of 2nd quarter FY 2021.

SCHEDULE:

FY 2020 Completed Work: Construction contract was awarded in February of 2019 and work completed in February of 2020 for the Amendment II of the Design and Implementation phase. The Baltimore District PDT negotiated contract modification work for contract deficiencies not originally included in the scope.

FY 2021 Scheduled Work: Complete work to address contract deficiencies not originally included in the scope.

COMPLETION: With the completion of remaining tasks, the Design and Implementation phase can be completed by the end of 2nd quarter FY 2021.
