If you are applying for a secondment please ensure you discuss this with your Line Manager first and obtain their approval. 2 *SENIOR FLOOD AND WATER MANAGEMENT TECHNICAL ADVISOR Salary: £34,728 to £38,890 per annum 37 hours per week Taunton, TA1 4DY A bit about us Somerset County Council are a Lead Local Flood Authority (LLFA) as defined by the Flood and Water Management Act 2010 and the Flood Risk Regulations 2009. We are responsible for local flood risks, involving flooding from surface water, ‘ordinary watercourses’, groundwater, canals, lakes and small reservoirs. We have several statutory functions, but we also work to develop partnerships and ensure effective working between authorities that have control over flood risk in Somerset. We are entering an exciting time as an authority, working collaboratively with our five district authorities to publish the Somerset Climate Emergency Strategy. We are due to comprehensively update our Local Flood Risk Management Strategy in 2021, to align with the Environment Agency’s ambitious National FCERM strategy, as well as support the delivery of the water workstream of the Somerset Climate Emergency Strategy. Furthermore, due to unique arrangements in Somerset, we will work with other risk management authorities to support the aims and objectives of the Somerset Rivers Authority (SRA). Here's what you can expect to be doing As part of a small, but dedicated team within a changing organisation, you can expect to be involved in a broad range of activities, beyond simply flood and water management. So, you’ll be expected to apply your understanding of the broader context of our work, keen to push the bounds of your role, and a demonstrate the desire to collaborate with others to deliver at pace. As Senior Flood and Water Management Technical Advisor your primary role will be to support the Service Manager in handling the day to day operational management of the team. With your technical leadership skills, you’ll ensuring the smooth delivery of our statutory functions, by managing current flood and water management projects, and helping the team with more complex workload, queries, and prioritisation. Through your work you will identify and deliver ways in which the team can improve the service we provide which make the best use of our people and resources. As technical lead, you will be keen to share your passion to motivate, mentor, and develop technical skills within the team. You can expect to be instrumental in the development of the Local Flood Risk Management Strategy and planning the delivery of actions. With members of the team, Commercial and Procurement representatives, and our partners you’ll develop detailed briefs and technical specifications for flood risk management activities – identifying and securing funding and any additional resource as we implement our strategy. You will be working closely with the Service Manager, internal teams, and partners to align programmes wherever possible and identify key milestones. You’ll also work with the Service Manager to inform the strategic picture, horizon scanning for issues and opportunities, such as corporate or legislative change, which could affect the service. You’ll also look for ways to develop, improve and more readily utilise the data and information we hold to inform our decision making. As the senior technical lead, you will represent the team in a range of technical and/or project groups (e.g. Somerset Rivers Authority Technical Group) and may be asked to deputise for the Service Manager in a range of circumstances. A few things about you You will be a confident and proactive flood risk or water management technical professional, ideally with some experience of supervising or managing a team – either in a line or task management capacity. You will have excellent interpersonal skills and be able to demonstrate a positive attitude towards your work. 3 You will have some experience of leading or managing projects or programmes, ideally within flood risk management or a related discipline. You will have a good understanding of our statutory role in the planning system and have the core technical skills required to review complex flood risk assessments, drainage designs and method statements. You will have a strong knowledge of sustainable drainage principles and natural flood management and be able to demonstrate how you apply them through your work. Experience of working in a local authority, risk management authority or engineering consultancy in a flood or water related field is anticipated. You will ideally have experience of scoping and delivering a range of flood risk/ water management/ environmental studies and/ or schemes. You will have good IT skills, ideally including data management and GIS capability to ensure the effective use, and improvement, of the information we hold to support evidence-based decision making. You will have some experience managing or working with consultants and contractors. A thorough understanding of the Health and Safety implications of our work, and acts as a role model in this respect. Knowledge of CDM through experience / accreditation is welcomed but not essential. You will ideally have some knowledge of the key funding mechanisms for flood risk management activities. You will have a good understanding of the opportunities and challenges associated within flood risk management sector and have excellent communication and partnership development skills.     This document is part of the Taunton Area Transport Strategy Review, which covers transportation issues in Wellington, Taunton & Bridgwater. As you may know, Wellington will experience a significant amount of housing and economic growth between now and 2026. Ensuring the transport network is sufficient to cope with this growth is a key part of our work and this document gives suggestions about the range of transport improvements that could be made to support future development. Good transport links to, in and around Wellington, are fundamental to its economic and social vitality. However, congestion and its associated knock-on effects have been a concern for a number of years. Somerset County Council has been working on gathering evidence and assessing current and future traffic trends to feed into a long-term action plan to address transport issues from the present until 2026. While this may seem a long time period, it should be recognised that transport projects often take many years to plan, fund and build so it is sensible to plan this far ahead.
