As Senior Flood and Water Management Technical Advisor your primary role will be to support the Service Manager in handling the day to day operational management of the team. With your technical leadership skills, you’ll ensuring the smooth delivery of our statutory functions, by managing current flood and water management projects, and helping the team with more complex workload, queries, and prioritisation. Through your work you will identify and deliver ways in which the team can improve the service we provide which make the best use of our people and resources. As technical lead, you will be keen to share your passion to motivate, mentor, and develop technical skills within the team. You can expect to be instrumental in the development of the Local Flood Risk Management Strategy and planning the delivery of actions. With members of the team, Commercial and Procurement representatives, and our partners you’ll develop detailed briefs and technical specifications for flood risk management activities – identifying and securing funding and any additional resource as we implement our strategy. You will be working closely with the Service Manager, internal teams, and partners to align programmes wherever possible and identify key milestones. You’ll also work with the Service Manager to inform the strategic picture, horizon scanning for issues and opportunities, such as corporate or legislative change, which could affect the service. You’ll also look for ways to develop, improve and more readily utilise the data and information we hold to inform our decision making. As the senior technical lead, you will represent the team in a range of technical and/or project groups (e.g. Somerset Rivers Authority Technical Group) and may be asked to deputise for the Service Manager in a range of circumstances. A few things about you You will be a confident and proactive flood risk or water management technical professional, ideally with some experience of supervising or managing a team – either in a line or task management capacity. You will have excellent interpersonal skills and be able to demonstrate a positive attitude towards your work.

You will have some experience of leading or managing projects or programmes, ideally within flood risk management or a related discipline. You will have a good understanding of our statutory role in the planning system and have the core technical skills required to review complex flood risk assessments, drainage designs and method statements. You will have a strong knowledge of sustainable drainage principles and natural flood management and be able to demonstrate how you apply them through your work. Experience of working in a local authority, risk management authority or engineering consultancy in a flood or water related field is anticipated. You will ideally have experience of scoping and delivering a range of flood risk/ water management/ environmental studies and/ or schemes. You will have good IT skills, ideally including data management and GIS capability to ensure the effective use, and improvement, of the information we hold to support evidence-based decision making. You will have some experience managing or working with consultants and contractors. A thorough understanding of the Health and Safety implications of our work, and acts as a role model in this respect. The LLFA are a statutory consultee in the planning process, so you can expect to review flood risk assessments and drainage designs for ‘Major’ planning applications, providing technical advice to the Local Planning Authority. You’ll work with developers and their consultants, championing sustainable development principles, to ensure planning applications meet the requirements of local and national policies. In addition, you will undertake technical review of Land Drainage Consent applications for works to ordinary watercourses. As part of this work you will identify and manage issues associated with unconsented activities, with an important role in raising awareness of riparian rights and responsibilities and undertaking enforcement action where necessary. You will work collaboratively with colleagues across the team and wider organisation to respond to a range of queries and requests for information from the public, partners, stakeholders, and Members, which may require attending site visits and external meetings. Working closely with the Senior Flood and Water Management Advisor you’ll scope, lead or support projects within the Flood and Water Management programme, to deliver on actions within our Local Flood Risk Management Strategy. You’ll been keen to learn as well as share your passion and expertise with the team, mentoring junior members, and work effectively with consultants and contractors.
