1. Introduction 1.1 30 Hours Extended Entitlement

In December 2015 the Department for Education (DfE) released the Childcare Bill detailing the government’s intentions to double the existing 15 hours per week of funded childcare (570 hours per year) for working parents of three and four year olds to 30 hours per week (1140 hours per year). This extended childcare entitlement aims to “help families by reducing the cost of childcare and will support parents to work more hours, should they wish to do so”1.

As a Local Authority, is committed to delivering this extended entitlement in September 2017. However, it is pivotal that feedback is received from local Early Years providers and parents in Somerset to ensure that the correct measures are in place to achieve a successful roll-out of the extended entitlement next September. This report will discuss and detail the public consultations undertaken by the Early Years Commissioning team to gather feedback on the needs and demands for the 30 hours, and to provide information relating to any barriers that may affect a successful delivery.

2. Public Consultations: information 2.1 Preparation

The Early Years Commissioning team works closely with local Early Years providers in Somerset to deliver a high standard of childcare across the county. In addition, it is dedicated to providing support and advice for local families and delivering detailed information on the types of childcare that is available. Therefore the first stage to prepare for the delivery of 30 hours was to receive direct responses from Early Years providers and parents across Somerset. This feedback is pivotal to the local authority and provides information that can be utilised to ensure 30 hours is accessible for eligible families and providers. In addition, it raises awareness of any existing issues and feedback which can be utilised to deliver improvements across the sector.

The local authority has consulted Early Years providers and parents in Somerset to gather views, opinions, and challenges on existing childcare provisions and the extended entitlement. Two respective online consultations were created for providers and parents. The following section will detail each respective consultation and display data of the responses received.

2.2 Provider survey: methodology and marketing The provider survey was created using Somerset County Council’s official public consultation platform via www.somersetconsults.co.uk, and received approval from the Strategic Commissioner for Educational Outcomes through a non-key decision

The consultation consisted of twenty four questions2 covering existing childcare facilities, capacity to offer 30 hours, and the impact and effects 30 hours may have.

The consultation was open to Early Years providers in Somerset between 23 May 2016 and 20th July 2016. Providers were required to leave the name of their provision and district in which their provision operates from so as to obtain accurate data from each division of the county.

The link to the provider consultation was advertised via posters sent to Early Years providers to display in their settings, internal communications from Early Years Commissioning team officers, a press release in the Somerset County Gazette, and a post on the official Childcare in Somerset Facebook page. Providers were also directed to the consultation by members of Support Services for Education’s Early Years and Schools Improvement team officers during scheduled setting visits.

2.3 Parent survey: methodology and marketing The parent survey was created using Somerset County Council’s official public consultation platform via www.somersetconsults.co.uk, and received approval from the Strategic Commissioner for Educational Outcomes through a non-key decision paper, detailing the local authority’s decision and necessity for conducting the consultation.

The consultation consisted of fifteen questions3 covering parent’s employment situation, current use of childcare, and the impact and effects 30 hours may have. The consultation was open to parents in Somerset between 23 May 2016 and 20th July 2016. Parents were required to leave their postcode and district in which they live so as to obtain accurate data from each division of the county.

The link to the parent consultation was advertised via posters sent to Early Years providers and local coffee shops for display, a press release in the Somerset County Gazette, and posts on the official Somerset County Council and Childcare in Somerset Facebook pages.

3. Public Consultation: results This section will provide an in-depth data analysis of the parent and provider consultations which closed on the 20th July 2016. Responses will be anonymous and organised by geographical location. For the provider consultation data, responses will be organised by district and grouped into Somerset County Council getset reach areas. (Data is available at a deeper getset reach level on request). For the parent consultation data, responses will be organised by district and ward.

3.1 Provider survey: results A total of 160 providers across Somerset participated in the survey. Incomplete answers were omitted from the final data analysis, and in the instances of multiple responses from participants, the first submitted response was utilised.

3.2 Parent survey results A total of 574 eligible families in Somerset participated in the survey. Incomplete answers or out-of-county responses (responses from bordering counties) were omitted from this total and final data analysis, and in the instances of multiple responses from participants, the first submitted response was utilised. An additional 148 two-parent families were in a situation where only one parent works more than 16 hours per week. Whilst these families would not be eligible for 30 hours, it is useful to establish whether families would increase their working hours, or indeed return to work, if it were to make them eligible for the entitlement in September 2017. These responses will be displayed for each district of Somerset.

3.2.1 Taunton Deane 55 families residing in Taunton Deane were a two-parent family where only one parent works more than 16 hours per week.

4. Public Consultation: analysis

This section will briefly summarise the results of the consultations. The information will provide an insight into the needs of local childcare providers and parents, as well as highlighting any issues surrounding barriers to delivery of 30 hours. The results of the consultations will ultimately inform the Local Authority to generate a strategy for the delivery of 30 hours in September 2017.

4.1 Provider survey: analysis A total number of 160 childcare providers responded to the survey. 34 providers were from the Mendip area, 26 were from Sedgemoor, 59 from South Somerset, 28 from Taunton Deane, and 13 from West Somerset. From these 160 providers, 19 stated that as at summer 2016 they provide funded places only via the stretched offer, with 63 stating that they offer funded places both term time and stretched. 73 providers stated that they would have the capacity to offer 30 hours, with 87 stating that they would not at present be able to offer the extended entitlement. The three top reasons for providers not being able to offer 30 hours was more money, additional staff, and a 50/50 split between requiring an extension/refurbishment of existing premises, or needing a relocation to bigger premises. 58 providers said that they would be happy to work in partnership with surrounding providers in order to offer the 30 hours, with 51 stating that they were not sure.

4.2 Parent survey: analysis A total of 696 parents responded to the consultation. 236 parents resided in Taunton Deane, with 153 from South Somerset. 125 were from the Mendip area, 107 from Sedgemoor, and 75 from West Somerset. Out of the 696 respondents, 501 would be eligible for the entitlement as they were a two-parent family where both parents are currently working more than 16 hours per week. 134 were a two-parent family where only one parent is currently working more than 16 hours per week (therefore deeming them ineligible for the offer). Overall, 379 parents revealed that they currently use a day nursery, with 162 using informal childcare such as relatives. 160 parents use a pre-school or playgroup, with 105 choosing to send their child/ren to a childminder. Overall, 653 parents stated that they would take up the 30 hours if their family was eligible, and 33 parents said they were not sure if they would take up the 30 hours. 295 parents stated that they would increase their working hours if they were eligible for 30 hours, with 197 revealing that neither they nor their partner would increase their working hours if 30 hours was available to them. 80 parents stated that they would return to work so they could utilise the 30 hours (this may include a number of the 134 two-parent families who revealed that only one parent is currently working more than 16 hours per week). 567 parents stated that they would access the 30 hours during term time Monday to Friday, with 317 parents saying they would use the 30 hours during the school holidays Monday to Friday.

4.2.1 Taunton Deane family eligibility: getset reaches A total of 55 families within the Taunton Deane area were a two-parent family with only one parent working over 16 hours per week, therefore being ineligible for 30 hours. At the time of the consultation closing, there were 11 eligible two-parent families residing in Bishop’s Lydeard. 24 eligible families (two-parent and single- parent families) resided in Taunton East, with 38 eligible two-parent and single- parent families situated in Taunton North. For Taunton South, there were 38 eligible two-parent and single-parent families, and 54 two-parent and single-parent eligible families residing in Taunton West. 27 eligible two-parent and single-parent families live in West Taunton Deane.

4.2.2 South Somerset family eligibility: getset reaches 29 families residing in South Somerset were ineligible for 30 hours at the time of the consultation closing. 30 two-parent and single-parent families were from South Somerset Central, with 10 eligible two-parent families residing in South Somerset East. Only six eligible two-parent families were from South Somerset North, and 46 eligible two-parent and single-parent families came from South Somerset West. In the Wincanton Contract Area, there were 26 eligible two-parent and single-parent families. 8 eligible two-parent families were from the Yeovil.

4.2.3 Mendip family eligibility: getset reaches 26 families residing in Mendip were ineligible for 30 hours. 6 eligible two-parent families resided in Mendip North East, with 17 being from Mendip South East. For Mendip West there were a total of 21 eligible two-parent families. 30 eligible two- parent and single-parent families resided in Frome North, and 33 from Frome South.

4.2.4 Sedgemoor family eligibility: getset reaches

A total of 29 families from South Somerset were ineligible for the 30 hours. 20 eligible two-parent and single-parent families resided in Sedgemoor Central. 18 eligible two-parent and single-parent families came from Sedgemoor East, with 12 eligible two-parent families residing in Sedgemoor North. 12 eligible two-parent and single parent families were from Sedgemoor South. In Sedgemoor West there were 15 eligible two-parent families.

4.2.5 West Somerset family eligibility: getset reaches 8 families from West Somerset were ineligible for 30 hours. 37 eligible two-parent and single-parent families reside in West Coast and Exmoor. In Quantock East, there are 4 eligible two-parent families, with 13 eligible two-parent and single-parent families coming from Quantock West.

5. Conclusion Upon analysis of the consultation results, it is evident that there will be remarkably high demand for 30 hours across Somerset. 30 hours will offer significant financial help to working families, many of whom are on low incomes. It is important to note that many providers in the county do not feel that they have the capacity to offer the entitlement at present and that a significant amount of providers will need to relocate or develop and extend their existing premises, hire more staff, and will require more money in order to efficiently offer 30 hours in September 2017. This will have major impact on the Local Authority, and with a statutory duty to provide sufficient Early Years places across Somerset the Early Years Commissioning team must ensure that they plan strategically for financially supporting providers over the next 12 months. Quality is still as important as ever, and it is vital to support good child outcomes, particularly the least advantaged families. Providers need to balance what families want and need with what is possible in order to keep delivering high quality and sustainable services; therefore good and on-going business planning is essential. Key issues surrounding 30 hours include thinking about each individual provider and what other providers are doing locally, present and future demand for childcare places, options for delivery of 30 hours, marketing and communication of 30 hours, and managing finances for 30 hours.

The majority of parents across Somerset stated that they would use the 30 hours if it was available to them; therefore the Early Years Commissioning team needs to ensure that local providers are able to deliver 30 hours effectively and if not, must ensure that there are a sufficient number of funded Early Years Entitlement places across the county. In addition, it is apparent that at present there are not a sufficient number of providers who have the capacity to offer the high amount of 30 hours places that will be required, and therefore it is pivotal that the Local Authority develop a plan to recruit more Early Years Providers, most notably childminders, with a particular focus on rural areas.

It is pivotal that the Local Authority deliberate new models and ideas that may arise (such as new collaborations and new configurations of hours offered) and therefore the strategy for implementation of 30 hours may be reconfigured before December 2017.
