Introduction 1.1 30 Hours Extended Entitlement In December 2015 the Department for Education (DfE) released the Childcare Bill detailing the government’s intentions to double the existing 15 hours per week of funded childcare (570 hours per year) for working parents of three and four year olds to 30 hours per week (1140 hours per year). This extended childcare entitlement aims to “help families by reducing the cost of childcare and will support parents to work more hours, should they wish to do so”1. As a Local Authority, Somerset County Council is committed to delivering this extended entitlement in September 2017. However, it is pivotal that feedback is received from local Early Years providers and parents in Somerset to ensure that the correct measures are in place to achieve a successful roll-out of the extended entitlement next September. This report will discuss and detail the public consultations undertaken by the Early Years Commissioning team to gather feedback on the needs and demands for the 30 hours, and to provide information relating to any barriers that may affect a successful delivery. 2. Public Consultations: information 2.1 Preparation The Early Years Commissioning team works closely with local Early Years providers in Somerset to deliver a high standard of childcare across the county. In addition, it is dedicated to providing support and advice for local families and delivering detailed information on the types of childcare that is available. Therefore the first stage to prepare for the delivery of 30 hours was to receive direct responses from Early Years providers and parents across Somerset. This feedback is pivotal to the local authority and provides information that can be utilised to ensure 30 hours is accessible for eligible families and providers. In addition, it raises awareness of any existing issues and feedback which can be utilised to deliver improvements across the sector. The local authority has consulted Early Years providers and parents in Somerset to gather views, opinions, and challenges on existing childcare provisions and the extended entitlement. Two respective online consultations were created for providers and parents. The following section will detail each respective consultation and display data of the responses received. 2.2 Provider survey: methodology and marketing The provider survey was created using Somerset County Council’s official public consultation platform via www.somersetconsults.co.uk, and received approval from the Strategic Commissioner for Educational Outcomes through a non-key decision 1 Department for Education (2015), Childcare Bill: policy statement, pg. 4 4 paper, detailing the local authority’s decision and necessity for conducting the consultation. The consultation consisted of twenty four questions2 covering existing childcare facilities, capacity to offer 30 hours, and the impact and effects 30 hours may have. The consultation was open to Early Years providers in Somerset between 23 May 2016 and 20th July 2016. Providers were required to leave the name of their provision and district in which their provision operates from so as to obtain accurate data from each division of the county. The link to the provider consultation was advertised via posters sent to Early Years providers to display in their settings, internal communications from Early Years Commissioning team officers, a press release in the Somerset County Gazette, and a post on the official Childcare in Somerset Facebook page. Providers were also directed to the consultation by members of Support Services for Education’s Early Years and Schools Improvement team officers during scheduled setting visits. 2.3 Parent survey: methodology and marketing The parent survey was created using Somerset County Council’s official public consultation platform via www.somersetconsults.co.uk, and received approval from the Strategic Commissioner for Educational Outcomes through a non-key decision paper, detailing the local authority’s decision and necessity for conducting the consultation. The consultation consisted of fifteen questions3 covering parent’s employment situation, current use of childcare, and the impact and effects 30 hours may have. The consultation was open to parents in Somerset between 23 May 2016 and 20th July 2016. Parents were required to leave their postcode and district in which they live so as to obtain accurate data from each division of the county. The link to the parent consultation was advertised via posters sent to Early Years providers and local coffee shops for display, a press release in the Somerset County Gazette, and posts on the official Somerset County Council and Childcare in Somerset Facebook pages. 3. Public Consultation: results This section will provide an in-depth data analysis of the parent and provider consultations which closed on the 20th July 2016. Responses will be anonymous and organised by geographical location. For the provider consultation data, responses will be organised by district and grouped into Somerset County Council getset reach areas. (Data is available at a deeper getset reach level on request). For the parent consultation data, responses will be organised by district and ward. 2 See appendices 3 See appendices 5 3.1 Provider survey: results A total of 160 providers across Somerset participated in the survey.
