Lynn Afendoulis, from the 73rd District, offered the following invocation: “However you pray, I join my heart to yours as I pray in the name of the Father, the Son and the Holy Spirit. Let us bow our heads. Almighty God, Who has given me the honor of being a member of this body to serve with men and women of dedication and of diverse background, thought and experience, help me to seek to learn from them and to understand; to act with them, not against them, and to act out of love and concern for my fellow man. Help us to learn from those with whom we disagree and to be respectful. Let us act with the humility that comes from knowing that You love each of us equally. Let us prove ourselves worthy of the honor and responsibility of public service by acting with integrity, wisdom and compassion. Keep us from pride and arrogance, and from every evil. Bless our state with fruitful industry, opportunity for all, peace in our neighborhoods and sound leadership. Help us find relief for those who suffer, feed those who hunger, shelter the homeless and offer dignity to the less fortunate by giving them our confidence, not our pity. Let us offer charity to those who need it and opportunity to the rest. Help us to be sound stewards of this beautiful state and her abundant resources and let us use and protect them to Your glory. Bless our leaders with the compassion, wisdom and courage to do what’s right. Help them make the tough decisions that would please You. Finally, Lord, let us assume the best in each other. Let us be interested in the other’s success as we are in our own and, in doing so, create good for all. Let us lead by example and act as though our children are watching. They are. And let us seek to please You, for You are a good and merciful God who loves mankind. And to You we give the glory, in the name of the Father, the Son and the Holy Spirit. Amen.” ______ Rep. Rabhi moved that Reps. Pagan and Whitsett be excused from today’s session. The motion prevailed. Motions and Resolutions Reps. Eisen, O’Malley, Paquette, Green, Berman, Steven Johnson, Meerman, LaFave, Markkanen, Wozniak, Bellino, Rendon, Lightner, Allor and Crawford offered the following resolution: House Resolution No. 219. A resolution to declare Michigan a Second Amendment sanctuary state and fully affirm its support of the rights ensured and protected by the constitutions of the United States and Michigan, including the rights of law-abiding citizens to keep and bear arms. Whereas, The members of the Michigan House of Representatives have taken an oath to defend and uphold the constitutions of the United States and Michigan; and Whereas, The Second Amendment to the Constitution of the United States reads: A well-regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed. ; and Whereas, Article I, Section 6 of the Constitution of the State of Michigan of 1963 reads: Every person has a right to keep and bear arms for the defense of himself and the state. ; and Whereas, The House is concerned that legislation pending in the Michigan Legislature and U.S. Congress, if passed, could infringe upon rights guaranteed by the Second Amendment to the Constitution of the United States and Article I, Section 6 of the Constitution of the State of Michigan of 1963; and Whereas, Upholding the oath of office in Michigan requires public servants to refuse to participate in the enforcement of unconstitutional restrictions on the Second Amendment and attempt to defend individuals from unlawful enforcement of such restrictions; now, therefore, be it Resolved by the House of Representatives, That we declare Michigan a Second Amendment sanctuary state and fully affirm its support of the rights ensured and protected by the constitutions of the United States and Michigan, including the rights of law-abiding citizens to keep and bear arms; and be it further No. 6] [January 21, 2020] JOURNAL OF THE HOUSE 71 Resolved, That we urge the United States Congress as well as state and federal agencies to vigilantly preserve and protect those rights by rejecting any provision, law, or regulation that may infringe, have the tendency to infringe, or place any additional burdens on the right of law-abiding citizens to keep and bear arms; and be it further Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation. The resolution was referred to the Committee on Government Operations. Rep. Afendoulis offered the following concurrent resolution: House Concurrent Resolution No. 13. A concurrent resolution to urge Michigan’s United States Senators to vote to find President Trump not guilty of the charges contained in both Articles of Impeachment. Whereas, On December 18, 2019, the United States House of Representatives approved two Articles of Impeachment against President Donald Trump for abuse of power and obstruction of Congress. Pursuant to Article I, Section 3 of the Constitution of the United States, the United States Senate is responsible for conducting a trial and determining whether to convict President Trump of the charges outlined in the Articles of Impeachment; and Whereas, The evidence presented to the House of Representatives and contained in the Articles of Impeachment does not support impeachment. It is extremely limited and comes from second-hand sources who were not direct witnesses to the alleged conduct. The House of Representatives has drawn conclusions about the President’s behavior based on characterizations made by people who were not present for important events. A fair-minded reading of the limited evidence does not support the accusations that President Trump acted corruptly during his work related to Ukraine; and Whereas, The effort to impeach President Trump is politically motivated. Opponents of the President have been talking about impeaching President Trump since his election. They have been searching for justifications to launch investigations and each time an investigation has failed to generate a pretext for impeachment, they have quickly shifted focus, demonstrating that their intent is impeachment itself; and Whereas, The effort to impeach President Trump is an attempt to subvert the will of the people, not enforce an abuse of power or violation of the public trust. Opponents are increasingly worried that he will be re-elected by the people in 2020. Concerns that the American people will support a second term for President Trump have moved the House of Representatives to launch a misguided and divisive impeachment effort that is not based in fact; and Whereas, Michigan’s senators have a responsibility to uphold the constitution and act in the best interests of the people of Michigan. Convicting President Trump on these charges and removing him from office would be detrimental to the well-being of the people of Michigan and the health of our republic; now, therefore, be it Resolved by the House of Representatives (the Senate concurring), That we urge Michigan’s United States Senators to vote to find President Donald Trump not guilty of the charges contained in the two Articles of Impeachment approved by the United States House of Representatives on December 18, 2019; and be it further Resolved, That copies of this resolution be transmitted to Michigan’s United States Senators. The concurrent resolution was referred to the Committee on Government Operations.
