Proposed replacement of the existing Wills Terrace footbridge
RECOMMENDATION That it be a recommendation to Council: That this report be noted
1. BACKGROUND
Brief History of the Wills Terrace footbridge
Permanent settlement of the east side of Alice Springs began at the end of 1945. From that time the citizens of the East Side were subject to the vagaries of the Todd River. When the Todd flooded people were completely cut off from the main town and almost all its services. A causeway was provided in one form or another and various schemes to overpass the river proposed. In the early 1950's it was finally decided to construct a footbridge next to the causeway. Construction, by Collins & Son of Queenstown S.A. (South Australia), began in 1956. The work was completed in November 1957, finally ending over a decade of • isolation.
The Wills Terrace Causeway Footbridge was nominated to the Heritage Register on 3/11/1994 and after its assessment the Heritage Council decided not to recommend it for heritage listing. However ten years has now lapsed and it can be re-nominated if someone so desires.
The footbridge is listed on the National trust
The Technical Service Department was requested to estimate the cost to replace the existing Wills Terrace footbridge
2. DISCUSSION
The Wills Terrace Footbridge was repaired and repainted about 10 Years ago Consulting Engineers Acer Forrester carried out the assessment of the bridge and organised its repairs
Please note: Estimated cost for pier footings, • Pier footings maybe several meters deep depending how deep solid ground can be found, • Each pier will have large amount of concrete to ensure it can withstand fast flowing water • Estimated cost for each pier is $8,000

Estimated cost 50 Piers @ $8,000ea including foundations $400,000.00 Cost of bridge/m = $2000 x 230m $460,000.00 Engineering and Design $50,000.00 Other concrete works $20,000.00 Building permit and certification $5,000.00 Project Management $50,000.00 Traffic Management $80,000.00 Crain and heavy equipment $50,000.00 Removal of old footbridge $90,000.00
Total $1,205,000.00
It was also requested from the Technical Service Department the cost to relocate the existing Wills Terrace footbridge at another location along the Todd River The new location to be determined by Council
Please Note: It would not be possible to use the existing piers from the Wills Terrace footbridge

5. SOCIAL IMPACTS
Depending on the weather several times a year the Wills Terrace Causeway may be closed to foot traffic due to the Todd River flowing which forces pedestrians to use the footbridge or go down stream and cross the Stott's Terrace Bridge The Wills Terrace footbridge is utilized by the general public all year round as it is a safe way to cross the Todd River it separates pedestrians from Vehicles.

The bridge restricts the natural flow of the Todd River and can cause beaver damming (build-up of trees and debris)
7. PUBLIC RELATIONS
Council would have to carry out public consultation and seek planning approval before the project could commence
