    CCHA Report, 6(1938-39), 51-66 Francis Collins First Catholic Journalist in Upper Canada BY THE REV. BROTHER ALFRED, F.S.C., LL.D. Francis Collins, the first Catholic Journalist in, Upper Canada,1 friend of liberty and free institutions, advocate of responsible government, founder, proprietor and editor of the “Canadian Freeman,” was born at Newry,2 County Down, Ireland, in 1801. He was endowed by nature with a keen mind and he enjoyed the benefits of a fair education in the Irish schools of the day. On the close of the Napoleonic wars, British sailing vessels were released for trans-Atlantic service, with the result that an ever-rising tide of Irish emigration set in. Following its current, which had already carried many of his oppressed countrymen to larger opportunities and brighter prospects in the new world, Francis Collins sailed for America in 1818. Destiny led him to Upper Canada to the town of York,3 whose foundations had been laid by Lt. Gov. John Graves Simcoe a quarter of a century before, in the year 1796. Already men of Irish blood were making their presence felt on the banks of the Don. After the failure in Ireland of the rebellion of 1798 and the dispersion of the “ United Irishmen,” many members of that organization and their sympathizers fled to America. Not a few found their way to Upper Canada, where, in York, they immediately set up an active agitation for the reform of the government of the province of Upper Canada. They were the real founders of the Reform Party.

Cessante ratione 4 cessat ipsa lex. ' The Canadian Judges not being called upon to attend any other House, there was no reason in law why they should not be elected to the House of Assembly. In Lower Canada, which had precisely the same Constitution as Upper Canada, the Judges from the very beginning took an active interest in politics and were elected to the House of As- sembly. This in the first decade of the nineteenth century created much dissatisfaction amongst the French Canadian por- tion of the community, as the Judges were all opposed to the majority of the House and their views of government by the peo- ple.

In May, 1793, Lieutenant-Governor John Graves Simcoe, first Governor of Upper Canada, resident, at the time, at Navy Hall, Niagara, despatched a young man of great promise to make for him and for the Governor in Chief, Lord Dorchester, a survey of Toronto1 Harbor, where it had been decided to found a new city, as a permanent capital for the recently erected province of Upper Canada. That young man was Joseph Bouchette, a youth of only 19 summers. He was to take measurements, make soundings of the bay, and report to Simcoe. There were several competent surveyors of wide experience in Upper Canada, above all in the Toronto and Niagara districts, about that time. We have their names: Augustus Jones, Gother Mann, John Collins, Robert Pilkington, Alexander Aitkin, Smith, Chewett, etc. We know what they did; and it is rather a remarkable thing that Simcoe should have passed them all over and chosen so young a man for such an important mission. The entry to Toronto harbor, today known as the “ western gap”, was apparently, in Simcoe’s time, difficult to navigate. Before Bouchette’s survey, no boat of any size entered the harbor, which was neither marked nor buoyed, unless Jean Baptiste Rousseau, who had operated, with his father, for 25 years, a counter for the trade of peltries at the mouth of the Humber River,2 and who knew every foot of the channel, was at the helm.3 Bouchette, by his labours, was to open the channel and the bay to future navigators and lake captains.

An account of the ecclesiastical career of John Farrell, first Bishop of Hamilton, has already appeared in the Annual Report of this Association.1 The purpose of the present paper, however, is not to retell the story of Bishop Farrell’s establishment of the diocese of Hamilton, but rather to situate the Bishop in the general political background of mid-nineteenth century Ontario history. The hope is that this approach will afford some insight into the condition of the Catholic Church in Upper Canada at the time, as well as a more comprehensive picture of the political situation in the province. On Pentecost Sunday, May 11, 1856, the Rt. Rev. John Farrell was consecrated first Bishop of Hamilton. Officiating at the ceremony, the first of its kind to take place in Kingston, Ontario, was the Rt. Rev. Patrick Phelan, Coadjutor Bishop of Kingston, assisted by Bishops Charbonnel of Toronto and Guigues of Ottawa. The man elevated to head the newly established diocese of Hamilton was by any standards an imposing figure. Standing six feet four inches in height, the thirty-five year old Irish born ecclesiastic was described in appearance, perhaps more accurately than was often the case with the florid nineteenth century journalistic style, as “the ideal Melchisedech or High Priest of God.”2 Born in Armagh on June 2, 1820, John Farrell had emigrated to Canada with his whole family in 1832.

Introduction By the Constitutional Act of 1791,1 it was provided2 that “ the Governor, Lieutenant Governor or Person administering His Majesty’s Government within the said provinces [Upper and Lower Canada] respectively” might be authorized “ to issue a proclamation dividing such province into Districts, or Counties, or Circles and Towns or Townships and appointing the Limits thereof and declaring and appointing the Number of Representatives to be chosen by each of such Districts, or Counties, or Circles and Towns or Townships.”3 Under the authority of this enactment, John Graves Simcoe, Lieutenant Governor of Upper Canada, issued a proclamation, dated July 16th, 1792, providing, among other things, as follows: “ That the first of the said Counties be hereafter called by the name of the County of Glengarry: which County is to be bounded, on the East by the Lines that divide Upper from Lower Canada, on the South by the River St. Lawrence, and Westerly by the Easter-most boundary of the late Township of Cornwall, running North Twenty-four Degrees West until it intersects the Ottawa or Grand River, thence descending the said River until it meets the divisional line aforesaid.
