    Organizational Forms in Professional Cycling – Efficiency Issues of the UCI Pro Tour Luca Rebeggiani§ * Davide Tondani DISCUSSION PAPER NO. 345 First Version: August 2006 This Version: July 2007 ISSN: 0949–9962 ABSTRACT: This paper gives a first economic approach to pro cycling and analyses the changes induced by the newly introduced UCI Pro Tour on the racing teams’ behaviour. We develop an oligopolistic model starting from the well known Cournot framework to analyse if the actual setting of the UCI Pro Tour leads to a partially unmeant behaviour of the racing teams. In particular, we show that the blamed regional concentration of their race participation depends on a lack of incentives stemming from the licence assignation procedure. Our theo- retical results are supported by empirical data concerning the performance of the racing teams in 2005 and 2006. As a recommendation for future improvements, we derive from the model the need for a relegation system for racing teams. ZUSAMMENFASSUNG: Der Aufsatz stellt die erste ökonomische Analyse des professionellen Radsports dar. Er analysiert insbesondere die Anreizwirkungen der neuen UCI Pro Tour auf Teams und Fahrer. Ausgehend von dem bekannten Cournot-Ansatz entwickeln wir ein einfaches Oligopol-Modell, um zu untersuchen, ob die der- zeitige Pro Tour-Organisation zu einem unerwünschten Verhalten der Teilnehmer führt. Wir zeigen, dass insbe- sondere das Problem der geographischen Konzentration der Rennteilnahmen der Teams von den mangelnden Anreizen abhängt, die vom jetzigen Lizenzvergabesystem ausgehen. The process is fraught with as much risk as that of a space launch. Luckily, Richard Kent of Mickley Stud possesses the pedigree, experience and nous which have helped him guide the first three seasons of Heeraat toward lift-off, the son of Dark Angel due to have his first runners next spring, The process is also aided by Heeraat himself, a talented sprinter from a fast family, and by a sire who is establishing himself as a dominant force in the breed. “It has taken 25 years to try and understand how to get a stallion’s career going and to develop the confidence to do it,” confides the Cork-born Kent who runs the stud in Shropshire with his partner Claire Lloyd. “I spoke to Tony O’Callaghan about how he had achieved success with Danetime, Kodiac, and now Society Rock and he said you just have to keep working away, even though you can be unlucky and get average horses until one day the good ones come along.” Danetime and Kodiac began life at similar fees to the £4,000 that Heeraat has stood at for his first three seasons.

    odern horse racing in Japan had its beginnings in racing events that were organized by foreign residents of Yokohama in 1862. In 1861, when Japan was about to move from the feudal system into the Meiji Restoration, foreign residents living in Yokohama, predominantly British, introduced the first Western-style horse racing by establishing the Yokohama Race Club to Japan. Western style horse racing was held in foreign enclaves, and hence, unfortunately, very little is known or recorded about initial era in Japan’s modern horse racing history. At about the same time that the name of the Japanese central city was changed from Edo to Tokyo, Western-style horse racing began to be found in the major metropolitan cities across the country. In 1906, the government embarked on a policy which tacitly allowed to bet. This led to the introduction of modern horse racing featuring sales of betting tickets in Tokyo, Kyoto, Osaka and other metropolitan cities, from which most racing operations benefited. However, this profitable system was short lived; two years later, the government prohibited betting and instituted a system of paying direct subsidies for prize money and other horse racing expenses. During this subsequent period of government-subsidized horse racing, prominent legislators, businessmen, as well as breeders, began active efforts to introduce a horse racing law. Eventually the government began to take proactive position to promote horse racing in order to expand breeding in Japan and to improve quality of the Japanese horses. In 1923, horse racing legislation, so greatly desired by the horse racing industry, was enacted and led to the formation of 11 racing clubs.
