  • Connectivity and Savings Propensity Among Odisha Tribals
Preprints (www.preprints.org) | NOT PEER-REVIEWED | Posted: 2 December 2020 doi:10.20944/preprints202012.0057.v1 Article Connectivity and Savings Propensity among Odisha Tribals P.V. Viswanath 1,* 1 Lubin School of Business, Pace University, 1 Pace Plaza, New York, NY 10038; [email protected] * Correspondence: [email protected] Abstract: Economic sustainability of rural areas is a concern given the increasing trend towards urbanization globally and in India. Self-reliant strategies, including increased savings and investment are more valuable in this regard than external interventions. This paper uses the results of a survey to examine the factors affecting saving in a rural part of Odisha populated primarily by tribals. Our tentative findings are that savings propensity is determined partly by the extent to which individuals feel connected to the broader economy, and partly by cultural factors. One implication of these findings is that connecting rural areas to other, possibly urban, locations could elicit greater saving and this could lead to greater development, employment possibilities, economic betterment and all the consequent social welfare implications. This paper relates savings propensity to new sociological population characteristics, such as perceived connectivity and food consumption patterns, and hence provides hitherto unexplored clues for policy initiatives to increase savings. Keywords: Savings Propensity; Household Finance; Development; Tribals; Connectivity; Rural; Culture; India 1. Introduction Market access and connectivity are very important, particularly in developing economies. If a village lacks market access, then it will arguably be less able to develop its resource endowment (see [1] for evidence on transportation access and connectivity to local economic outcomes). As a result, inhabitants may end up remaining in poverty, and consequently lack basic necessities such as water, electricity and schools.

It is impossible to mention all, and to those who have been unknowingly or for lack of space been left out, I express my gratitude – including those, who years ago came up with the idea to develop a pictorial treatment card for neo/non-literate DOT Providers in tribal areas of Orissa. The intervention started with the teams involved in the baseline studies in 2004, whose principal investigators are all authors in this volume; DTOs from all tribal districts of Orissa took part in a workshop to discuss and develop the intervention in December 2004. The core group who initially met to develop the intervention consisted of Dr B. Mohanty, CDMO (Malkangiri), Dr. R.P.Mohahatra DTO (Malkangiri), S.Mohanty (LEPRA, Bhubaneswar) and Gopal Rao, STS (KORALEP), Tushar Ray, Santa Raye and G. Mallick, DANTB. The two NGOs, LEPRA India and Asha Kiran contributed to and supported the intervention in important ways throughout the process. Collector and CDMO, Malkangiri, graced the occasion of launching the intervention on 31 March 2005. G.Mallick, Sabitri Rout and Aruna Bhattacharya, DANTB, who traveled on many

  • Connectivity and Savings Propensity Among Odisha Tribals
sustainability Article Connectivity and Savings Propensity among Odisha Tribals P.V. Viswanath Lubin School of Business, Pace University, New York, NY 10038, USA; [email protected] Abstract: Tribal areas are some of the poorest regions of India. An increase in local savings is an important tool in fostering sustainable growth in these areas. This paper uses the results of a survey to examine the factors affecting saving in a rural part of Odisha state populated primarily by tribals. We find that an important determinant of savings propensity is connectivity, which we interpret as a measure of the extent to which individuals feel connected to the broader economy, and an indication of their economic optimism. This interpretation is buttressed by the relationship between savings propensity and variables such as food consumption patterns and asset ownership that may also reflect attitudinal factors. One implication of these findings is that connecting rural areas to other, possibly urban, locations could elicit greater savings and thus lead to greater income growth. By relating savings behavior to new sociological population characteristics, such as perceived connectivity and food consumption patterns, this paper provides hitherto unexplored clues for policy initiatives to increase savings. Keywords: savings propensity; household finance; development; tribals; connectivity; rural; cul- ture; India 1. Introduction It is universally agreed that savings are important for growth, particularly in develop- ing countries [1–3]. This is arguably even more true at the local level, where local savings Citation: Viswanath, P.V. can be used to promote local investment more effectively and more sustainably than out- Connectivity and Savings Propensity side intervention.
