Sweden and Ecological Governance lundqvist jkt 1/20/04 11:52 AM Page 1 ISSUES IN ENVIRONMENTAL POLITICS Sweden is seen as a forerunner in environmental and ecological policy. Sweden andecologicalgovernance Sweden and ecological governance is about policies and strategies for Sweden and ecologically rational governance, and uses the Swedish case study to ask whether or not it is possible to move from a traditional environmental ecological governance policy to a broad, integrated pursuit of sustainable development, as illustrated through the ‘Sustainable Sweden’ programme. Straddling the fence The study begins by looking at the spatial dimensions of ecological governance, and goes on to consider the integration and effectiveness of sustainable development policies. It analyses the tension between democracy and sustainable development, which has a broader relevance beyond the Swedish model, to other nation states as well as the European Union as a whole. In this book the author offers the latest word in advanced implementation of sustainable development by a front-runner in environmental and ecological policy. It will be useful for students of environmental politics and sustainable development researchers. Lennart J. In some sense my work on this subject began more than a generation ago, when I wrote my dissertation on the emergence of modern environmental administration in Sweden. Some years later I did a comparative study of clean air policies in Sweden and the US. I was overwhelmed by the wide and generous reception of The Hare and the Tortoise, and had great plans for continuing to do work within the area of compar- ative environmental policy. Life took another turn, however, and a decade of work in comparative housing policy came to pass before I returned to the environmental issue. By now, the field had grown immensely. The number of scholars and sub-fields was such as to make the earlier comprehensive overview well nigh impossible. The object of study had changed. Gone was the rather clear-cut sectoral environmen- tal policy dealing with identifiable sources of pollution to specified media. Centre stage began to be crowded with problems of diffuse sources of environmental disturbances across sectors and scales not amenable to action by single jurisdictions. Gro Harlem Brundtland and her international group set the direction for the future discourse by bringing sustainable development to the political agenda, thus also providing a global framework for the comparative study of environmental and ecological politics and policies. In these new waters, I was lucky to be guided by skilled and inspiring pilots. When my Norwegian colleague in environmental 2579Prelims 12/8/03 11:43 AM Page viii viii Preface policy research, Alf-Inge Jansen, invited me to a 1992 Drøbak workshop on comparative environmental policies in Europe, it was the beginning of a very stimulating friendship. We soon joined with others in a comparative Nordic project, subsequently reported in the volume Governing the Environment: Politics, Policy, and Organisation in the Nordic Countries (1996). During that project, and in the subsequent incisive encounters over the final report from the Drøbak meeting, he never tired of discussing and elaborating how one should really approach the political study of what was then increasingly known as ecological modernisation. Participation in the EU-sponsored concerted action Towards the Ecological State further emphasised the need for new schol- arly perspectives on ecologically relevant political action, and gave new insights into different national responses. In the inter- national joint research project Governance for Sustainable Development: Addressing a Need for New Approaches and More Effective Mechanisms I have enjoyed the immensely stimulating discussions with the project co-ordinator William Lafferty and the other participants. Not the least have these encounters made me quite apprehensive as to the different national preconditions and conceptions of environmental, ecological, and sustainable development policies and measures, and the ways in which these differences can be fruitfully approached in comparative studies. Why then confine this study to one single nation? My choice of Sweden as the case for an empirical study of how political systems try to govern so as to ‘value democracy and individual autonomy and still retain the integrity of the commons’ rests on two general and one special argument. The first general argument is consciously heuristic. Sweden is viewed in much of recent schol- arly debate as a forerunner in environmental and ecological policy. The Swedish government’s launching of the programme for ‘Sustainable Sweden’ seemed to provide a critical case. If any country has at all come anywhere near meeting such criteria for ecologically rational government as the ones I have set out for this study, Sweden might be that country. The second general argu- ment is

A Non-Technical Summary of the Literature Summary Environmental regulation in the United States stands accused of causing a broad array of undesirable economic consequences. It is said that environmental regulation is too expensive, reduces economic growth, hurts international competitiveness, and causes widespread layoffs and plant closures. Sometimes, it is said, it even forces businesses to flee to more accommodating countries. The view that environmental regulation seriously harms the U.S. economy is so firmly established that it has become the centerpiece in the series of attempts over the last few years to roll back the very rules that have produced such dramatic improvements in environmental quality.

  • Fredrik Reinfeldt
2014 Press release 03 June 2014 Prime Minister's Office REMINDER: German Chancellor Angela Merkel, British Prime Minister David Cameron and Dutch Prime Minister Mark Rutte to Harpsund On Monday and Tuesday 9-10 June, Prime Minister Fredrik Reinfeldt will host a high-level meeting with German Chancellor Angela Merkel, British Prime Minister David Cameron and Dutch Prime Minister Mark Rutte at Harpsund. The European Union needs to improve job creation and growth now that the EU is gradually recovering from the economic crisis. At the same time, the EU is facing institutional changes with a new European Parliament and a new European Commission taking office in the autumn. Sweden, Germany, the UK and the Netherlands are all reform and growth-oriented countries. As far as Sweden is concerned, it will be important to emphasise structural reforms to boost EU competitiveness, strengthen the Single Market, increase trade relations and promote free movement. These issues will be at the centre of the discussions at Harpsund. Germany, the UK and the Netherlands, like Sweden, are on the World Economic Forum's list of the world's ten most competitive countries. It is natural, therefore, for these countries to come together to compare experiences and discuss EU reform. Programme points: Monday 9 June 18.30 Chancellor Merkel, PM Cameron and PM Rutte arrive at Harpsund; outdoor photo opportunity/door step. Tuesday 10 June 10.30 Joint concluding press conference. Possible further photo opportunities will be announced later. Accreditation is required through the MFA International Press Centre. Applications close on 4 June at 18.00.

According to many estimates, consumption of the world’s natural resources is far higher than the earth can tolerate, while others maintain that shortages will drive the development of new technology. Regardless of where you stand, it is fair to say that the demand for various natural resources in the world is constantly increasing, not least because of the growth of new economies such as China and India. This applies to both renewable and finite resources, for energy transformation as well as manufacturing products.

  • The Ecology of Power in Sweden's Environmental Governance
Implementation from Above: The Ecology of Power in Sweden’s Environmental Governance LENNART J. LUNDQVIST* This paper seeks to assess the tenability of Rhodes’ view of the “new gover- nance” as “governing without government,” as well as the validity of Pierre and Peters’ assertions that the state is still at the center of structures and processes of governance. The case used for analysis is Sweden’s ecologi- cal modernization and the implementation of Local Investment Programs for Sustainable Development. This case provides a crucial test of the contra- dictory propositions of Rhodes and Pierre and Peters. Contrary to Rhodes’ assertions, central government held the initiative in the process of imple- menting Sweden’s ecological modernization. In line with the arguments of Pierre and Peters, central government created new structures and processes of governance to keep its initiative over constitutionally independent expert agencies and municipal governments—exactly those actors that, in Rhodes’ view, could make central governmental steering well nigh impossible. As the paper illustrates, what government gains in direct control over the process, it may well lose in terms of the end results. The case of “new governance” analyzed here thus directs attention to the critical interplay between structure, process, and end results, and to government’s role in governance. FROM GOVERNING TO GOVERNANCE: CHANGING ECOLOGY OF POWER? The political landscape no longer seems familiar. Accepted notions such as “hierarchy,” “regulation,” and even “government” are held inade- quate to describe how society is governed. Instead, we are urged to use such concepts as “networks,” “mutual adjustment,” and “cooperative management” to outline and understand the structures and processes of governance.

Worse, the most widely used oxygenate, methyl tertiary butyl ether ("MTBE") has been linked to widespread water contamination.9 In the state of Michigan alone, some 500 wells are contaminated with MTBE.

INTRODUCTION A history of inefficient industrialization in Eastern Europe, 1 guided by the region's centralized political leadership, is chiefly re sponsible for a long inventory of environmental disasters. One result of the region's industrialization is pernicious, long-term ecological contamination. 2 As the policies of perestroika and glasnost threat ened the Communists' control of Eastern Europe, the effects of environmental contamination became more obvious to the Western world. The enthusiasm surrounding the emancipation of the East Euro peans from communist rule, however, quickly turned to bewilder ment as reports of severe environmental contamination flooded the Western media. To reverse the negative environmental effects of four decades of Cold War industrialization,3 many East European governments have initiated reforms of their political processes, gov- • Cynthia B.
