Green European Journal: From the perspective of the Greens (Verdes Equo), what are the key political issues facing Spain in 2021? Inés Sabanés: The pandemic has reset political priorities at both the Spanish and European levels. Three fundamental issues stick out; they were important during the 2021 Madrid elections and are present throughout our daily political life. First is the economic and social recovery: in response to the crisis caused by the pandemic but also in connection to the climate emergency. The distribution of projects arising from European funds needs to bring us out of this crisis through a fundamental structural change to the way our country works. Spain today is too susceptible to crises – our economy is overdependent on tourism for example – and needs to build its future on a more solid, productive, and better developed economic model. The second major issue is the rise of the far right. Frequent elections have been a fundamental error and a lack of consensus between parties in government has led to a rise in the number of far-right members of parliament.

DISTINGUISHING BETWEEN THE WEIGHT OF ELECTORATES AND THE ELECTORAL WEIGHT OF PARLIAMENTARY GROUPS The Fondation pour l’innovation politique wished to reflect on the European elections in May 2019 by assessing the weight of electorates across the European constituency independently of the electoral weight represented by the parliamentary groups comprised post-election. For example, we have reconstructed a right-wing Eurosceptic electorate by aggregating the votes in favour of right-wing national lists whose discourses are hostile to the European Union. In this case, for instance, this methodology has led us to assign those who voted for Fidesz not to the European People’s Party (EPP) group but rather to an electorate which we describe as the “populist right and extreme right” in which we also include those who voted for the Italian Lega, the French National Rally, the Austrian FPÖ and the Sweden Democrats. Likewise, Slovak SMER voters were detached from the Progressive Alliance of Socialists and Democrats (S&D) Group and instead categorised as part of an electorate which we describe as the “populist left and extreme left”. A. The data collected The electoral results were collected list by list, country by country 1, from the websites of the national parliaments and governments of each of the States of the Union.     Chapter 1 Green Parties and Elections, 1979–2019 Green parties and elections to the European Parliament, 1979–2019 Wolfgang Rüdig Introduction The history of green parties in Europe is closely intertwined with the history of elections to the European Parliament. When the first direct elections to the European Parliament took place in June 1979, the development of green parties in Europe was still in its infancy. Only in Belgium and the UK had green parties been formed that took part in these elections; but ecological lists, which were the pre- decessors of green parties, competed in other countries. Despite not winning representation, the German Greens were particularly influ- enced by the 1979 European elections. Five years later, most partic- ipating countries had seen the formation of national green parties, and the first Green MEPs from Belgium and Germany were elected. Green parties have been represented continuously in the European Parliament since 1984. Subsequent years saw Greens from many other countries joining their Belgian and German colleagues in the Euro- pean Parliament. European elections continued to be important for party formation in new EU member countries. In the 1980s it was the South European countries (Greece, Portugal and Spain), following 4 GREENS FOR A BETTER EUROPE their successful transition to democracies, that became members. Green parties did not have a strong role in their national party systems, and European elections became an important focus for party develop- ment. General satisfaction with the government is up since June to 54%. The Liberals continue to lead in vote over the Conservatives. Today, INNOVATIVE is releasing results from our July 2021 Canada This Month survey. This online survey was in field from July 17th to August 4th, 2021 with a weighted sample size of 1,500. Detailed methodology is provided in the appendix. This report covers key results on government satisfaction, approval of the federal government on COVID-19 and vote choice. Missing from this new agenda, however, is an understanding of the ‘cognitive constraints’ on actors, and how actors respond: i.e. the shape of the EU ‘political space’ and the location of social groups and competition between actors within this space. Without underestimating the significance of security and conflict within the structure of the Israeli state, in this thesis the Arab–Jewish relationship is viewed as just one important cleavage within the Israeli state. Instead of focusing on this single cleavage, this thesis explores the complex structure of cleavages at the heart of the Israeli political system. It introduces the concept of a ‘cleavage pyramid’, whereby divisions are of different saliency to different groups. At the top of the pyramid is division between Arabs and Jews, but one rung down from this are the intra-Jewish divisions, be they religious, ethnic or political in nature. In the case of Shas, the religious and ethnic elements are the most salient. The secular–religious divide is a key fault line in Israel and one in which ultra-orthodox parties like Shas are at the forefront. They and their politically secular counterparts form a key division in Israel, and an exploration of Shas is an insightful means of exploring this division further, its history and causes, and how these groups interact politically.
