IRAN EXECUTIVE SUMMARY the Islamic Republic of Iran
IRAN EXECUTIVE SUMMARY The Islamic Republic of Iran is a constitutional, theocratic republic in which Shia Muslim clergy and political leaders vetted by the clergy dominate the key power structures. Government legitimacy is based on the twin pillars of popular sovereignty--albeit restricted--and the rule of the supreme leader of the Islamic Revolution. The current supreme leader, Ayatollah Ali Khamenei, was chosen by a directly elected body of religious leaders, the Assembly of Experts, in 1989. Khamenei’s writ dominates the legislative, executive, and judicial branches of government. He directly controls the armed forces and indirectly controls internal security forces, the judiciary, and other key institutions. The legislative branch is the popularly elected 290-seat Islamic Consultative Assembly, or Majlis. The unelected 12-member Guardian Council reviews all legislation the Majlis passes to ensure adherence to Islamic and constitutional principles; it also screens presidential and Majlis candidates for eligibility. Mahmoud Ahmadinejad was reelected president in June 2009 in a multiparty election that was generally considered neither free nor fair. There were numerous instances in which elements of the security forces acted independently of civilian control. Demonstrations by opposition groups, university students, and others increased during the first few months of the year, inspired in part by events of the Arab Spring. In February hundreds of protesters throughout the country staged rallies to show solidarity with protesters in Tunisia and Egypt. The government responded harshly to protesters and critics, arresting, torturing, and prosecuting them for their dissent. As part of its crackdown, the government increased its oppression of media and the arts, arresting and imprisoning dozens of journalists, bloggers, poets, actors, filmmakers, and artists throughout the year. -

On this Nowruz we want to remember several courageous prisoners of conscience and prisoners held for politically motivated reasons in Iran with Nowruz greetings. We ask you to send cards with simple Nowruz greetings You can say “thinking of you at Nowruz time” or نوروز مبارک ”such as “Nowruz mobarak “hoping you are well.” You may send a greeting in either English or Farsi (Persian) but please do not mention Amnesty International or specifics of the recipient’s case. Please also refrain from mentioning the political situation, human rights or U.S.-Iran relations. We suggest sending cards with pictures of landscapes, spring flowers or the like, in keeping with the spirit of the holiday and the message of hope and renewal. Please do not choose cards that have pictures of people, and please do not use cards that depict bottles of wine or other alcoholic beverages or gambling. Traditional Nowruz celebrations include the preparation of a Haft Sin table which literally means the seven s’s. Seven items beginning with the Persian letter Sin (equivalent to the English s) and which represent spring time are set out. To honor this tradition, this year Amnesty International has selected seven cases, prisoners of conscience and prisoners held for politically motivated reasons, who have been identified by Amnesty International as “individuals at risk” and are therefore targeted for intensified campaigning. -

Hassan Information Research Specialist Knowledge Services Group Iran: Ethnic and Religious Minorities Summary Iran is home to approximately 70.5 million people who are ethnically, religiously, and linguistically diverse. The central authority is dominated by Persians who constitute 51% of Iran’s population. Iranians speak diverse Indo-Iranian, Semitic, Armenian, and Turkic languages. The state religion is Shia, Islam. After installation by Ayatollah Khomeini of an Islamic regime in February 1979, treatment of ethnic and religious minorities grew worse. By summer of 1979, initial violent conflicts erupted between the central authority and members of several tribal, regional, and ethnic minority groups. This initial conflict dashed the hope and expectation of these minorities who were hoping for greater cultural autonomy under the newly created Islamic State. The U.S. State Department’s 2008 Annual Report on International Religious Freedom, released September 19, 2008, cited Iran for widespread serious abuses, including unjust executions, politically motivated abductions by security forces, torture, arbitrary arrest and detention, and arrests of women’s rights activists. According to the State Department’s 2007 Country Report on Human Rights (released on March 11, 2008), Iran’s poor human rights record worsened, and it continued to commit numerous, serious abuses. The government placed severe restrictions on freedom of religion. The report also cited violence and legal and societal discrimination against women, ethnic and religious minorities. Incitement to anti-Semitism also remained a problem. Members of the country’s non-Muslim religious minorities, particularly Baha’is, reported imprisonment, harassment, and intimidation based on their religious beliefs. -

IRAN 2019 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Islamic Republic of Iran is an authoritarian theocratic republic with a Shia Islamic political system based on velayat-e faqih (guardianship of the jurist). Shia clergy, most notably the rahbar (supreme leader), and political leaders vetted by the clergy dominate key power structures. The supreme leader is the head of state. The members of the Assembly of Experts are nominally directly elected in popular elections. The assembly selects and may dismiss the supreme leader. The candidates for the Assembly of Experts, however, are vetted by the Guardian Council (see below) and are therefore selected indirectly by the supreme leader himself. Ayatollah Ali Khamenei has held the position since 1989. He has direct or indirect control over the legislative and executive branches of government through unelected councils under his authority. The supreme leader holds constitutional authority over the judiciary, government-run media, and other key institutions. While mechanisms for popular election exist for the president, who is head of government, and for the Islamic Consultative Assembly (parliament or majles), the unelected Guardian Council vets candidates, routinely disqualifying them based on political or other considerations, and controls the election process. The supreme leader appoints half of the 12-member Guardian Council, while the head of the judiciary (who is appointed by the supreme leader) appoints the other half. Parliamentary elections held in 2016 and presidential elections held in 2017 were not considered free and fair. The supreme leader holds ultimate authority over all security agencies. Several agencies share responsibility for law enforcement and maintaining order, including the Ministry of Intelligence and Security and law enforcement forces under the Interior Ministry, which report to the president, and the Islamic Revolutionary Guard Corps (IRGC), which reports directly to the supreme leader. -

INDIVIDUAL BRIEFING Dr Ahmad Reza Djalali Islamic Republic of Iran Name: Ahmad Reza Djalali Nationality: Iranian, with Swedish residency Date of birth: 15 September 1971 Charges: Espionage; “Spreading Corruption on Earth” Dr. Djali is a Swedish-Iranian academic and researcher in disaster medicine who was sentenced to death in Iran on false charges of espionage. In 2016 he was arrested and charged while he was in Iran attending a series of academic workshops. During his imprisonment, he has been subjected to intense physcological torture and forced to sign statements under threats of execution. He has also repeatedly been denied access to his lawyer. Timeline April 2016. Dr. Djalali travelled to Iran after being invited to attend academic workshops by the University of Tehran and Shiraz University. Three days before he was due to return to Sweden, he was arrested without a warrant. He was held in an unknown location for a week before being transferred to Evin Prison, which is under the control of the Ministry of Intelligence. The brief provides a framework for identifying such questions. It identifies several disruptive dynamics in the information ecosystem. It then looks at the psychology of decision making and asks when during the arc of a crisis the information ecosystem might have significant detrimental influence.
