AGENDA

1: Opening a) Welcome and opening remarks from the Chair b) Apologies for absence c) Members’ declarations of pecuniary and non-pecuniary interest d) Consideration of requests for dispensations.

2: Public Forum 15-minute session. Maximum 3 minutes per person. Members of the public should not be involved in the decision-making of the Council in subsequent agenda items unless expressly invited to do so by the Chairman. If members of the public wish to speak they are advised to inform the Town Council Manager in advance to ensure that they are given the opportunity within the videoconference platform. The use of the “raise hand” icon should be used to notify the chair that you wish to speak.

3: Minutes To approve minutes of the Planning Advisory Committee meeting on Tuesday 12th January 2021.

5: The Hadleigh Society To note The Hadleigh Society’s response to Planning Application Response DC/20/05634 Proposal: Full Planning Application - Erection of 1No. dwelling (C3) following demolition of 1No. commercial building (Sui Generis). Location: The White Horse, Stone Street, Hadleigh, Suffolk IP7 6DN

6: Resident Concerns - To consider whether we can support residents’ concerns regarding the Flooding balancing pond on Emma Girling Close and whether we should contact relevant agencies.

7: Whatfield To note that Council is undertaking a Consultation on Neighbourhood Plan the draft Whatfield Neighbourhood Plan.

8: Future Meetings The next Planning Advisory Committee meeting will be on Tuesday 9th February 2021 by video conference.

Agenda Item 6: Residents’ Concerns – Flooding

Email received from local resident:

‘I am very concerned about the levels of water in the existing development balancing pond as well as the pond on the new development. I have attached photos.

The existing estate balancing pond, at the end of Emma Girling Close, is the fullest it has ever been in the 7 years we have lived here. We recently have been faced with a completely waterlogged field and also water running down the main road (Ellen Aldous Avenue) and the new balancing pond appears over full which is creating the pressure on the existing estate pond and the situation with water running down the road. I wonder if you would look into this and perhaps consider how to reduce the risks of this happening in future - does there need to be additional drainage added if Persimmon continue with a planning application for their next development.

I’m really very concerned that as more building work and road laying takes place on the new development, that this problem will worsen further. In addition, I noticed that the site workers have now fenced off the pond on the building estate, yet for residents on the existing estate, we have been requesting for years to have the pond fully fenced off and this has still not happened. You will see from the photos that it is now incredibly deep and given the additional pressure that the new building work on the estate will add, I again request that you could aiders adding further safety fencing in order to help protect existing residents as well as future residents. Today I have noticed persimmons appear to be pumping water from the balance pond in the new development into the road drains on Ellen Aldous Avenue. This will increase the pressure on the original balance pond on the first Weavers Meadow estate. It appears that when this balance pond is full it causes the drain on Lady Lane opposite the Londis garage to overflow and run down towards the town.’
