Leeton is the heart of the Western , being the birthplace of the Murrumbidgee Irrigation Area. We are the second-largest regional centre outside of Griffith, covering 1,167 square kilometres. Leeton Shire LEETON SHIRE IS ONE OF THE MOST INNOVATIVE, INCLUSIVE AND PROGRESSIVE PLACES IN REGIONAL AUSTRALIA. Leeton is the birthplace of the Murrumbidgee Irrigation Area and was purposely built as part of the Murrumbidgee Irrigation Scheme.

Leeton’s design was influenced by Sir Walter Burley Griffin – who also designed the national capital Canberra. 35 buildings in the town are listed with the Australian Institute of Architects’ Register of Significant 20th Century Buildings, including the landmark Roxy Theatre, which has been screening movies since the 1930s.

Living in the Leeton Shire

Leeton is located in the country of the Wiradjuri nation. As the birthplace of the Murrumbidgee Irrigation Scheme, Leeton is a major hub for agribusiness and is the home of Australia’s rice industry. The offices of the Water Corporation & Irrigation Commission (WC & IC), the Roxy Theatre and the Hydro Hotel all developed during the 1920s and ‘30s position Leeton as the Art Deco centre it is today.

This beautiful Shire is a 6-hour drive from Sydney, 5-hour drive from Melbourne, 4-hour drive from Canberra, a quick 50 minutes to Griffith and an 80-minute drive to Wagga Wagga. Easily accessible by road, air, bus, and rail from regional centres and capital cities, with Regional Express Airlines (REX) operating daily return flights to Sydney from the Leeton-Narrandera Airport and Rex and Qantas flying from the . Leeton Shire is home to a number of regional and national parks as well as the Murrumbidgee River. The parks contain elements and remnants of wetlands, river red gum forests as well as woodlands and grasslands. Visitors to the parks may camp free of charge, picnic and BBQ in all national parks in the Leeton area.

The Gross Regional Product for 2016 in the Western Riverina is estimated at an impressive $2.6 billion. There is also cutting-edge research and development underway in the Shire at the Yanco Agricultural Institute (NSW Department of Primary Industries). Employing over 100 staff, the Institute has investments of approx. $30 million in research currently underway from both the commercial sector as well as government. We are also an education centre, with six primary schools and three high schools, employing more than 450 staff.

The area’s agricultural prowess is complemented by a range of significant, well-known food manufacturers, many with their head offices located in the Shire. Major food industry brands include SunRice, Walnuts Australia, Southern Cotton, Berri Juice, Pacific Fresh, Arnotts, Milbrae Quarries, Malmet and JBS Riverina Beef, to name just a few.

LIFE STYLE Families, children, youth, and retirees are all well catered for with good quality health services, excellent schooling, post school education pathways, a wide range of sporting facilities including a golf course in the centre of town, and good community facilities. Leeton has its own Country Universities Centre to support distance learning.

Leeton is the regional art deco capital of Australia and was designed, in part, by Sir Walter Burley Griffin. Its commitment to culture and the arts is embodied in the grand Roxy Theatre, Henry Lawson’s Cottage, The Historic Hydro Motor Inn, a modern and welcoming library and a new museum and art gallery in the former water commission building.

Leeton has a semi-arid climate with hot dry summers and cool winters. The maximum average summer temperate is 32 degrees Celsius and the maximum average winter temperature is 15 degrees Celsius. The average annual rainfall is 457mm.

Leeton is one of the region’s leaders when it comes to community events. It is rare to find a weekend in town when there isn’t something taking place. Whether it be a small town fete, a monthly market or a big community event, Leeton provides locals with ample opportunity to enjoy the friendly community atmosphere.

Located in the heart of Leeton on Palm Avenue, the town’s sporting precinct consists of a 50m, 10 lane solar heated Olympic sized swimming pool (recently upgraded), children’s wading pools and water slilde, large sporting ovals, indoor sports stadium, a golf course and a state-of-the-art skate park.

EVENTS LIGHT UP LEETON — annual Christmas carnival and community concert ,which sees local homes and businesses join together to celebrate the festive season. Following the carnival like festivities in Mountford Park, locals and visitors alike are invited to take a drive to see 200 or more homes lit up to celebrate the start of the season.

LEETON SUNRICE FESTIVAL — held biennially at Easter during the rice harvest. The festival celebrates the importance of the rice industry to the community. The five-day event provides entertainment and family activities. Events include Leeton’s Longest Lunch, the street parade, Festival on Mountford, Balloon Glow, skate championships, busking and street performers.

CHILL ‘N GRILL — part of Taste Riverina, Leeton’s event celebrates the region’s food producers, local diversity and other industry champions by creating mouth-watering delicacies in a festival environment.

ART DECO FESTIVAL — A major destinational event celebrating Leeton’s built environment and the fun filled life and times of the 1920s.

THE ROLE

You need to be able to work with the Executive Leadership Team and across the whole organisation as a key leader and influencer and inspire change and process improvement wherever possible in order to continue to improve our performance and reputation as an employer of choice and a high performing Council for the Leeton community.

THE PERSON Our Manager People and Organisation Development will play a major role in building the human capabilities of the Council and to foster a high performing culture whilst continuing to look for process improvement opportunities in the team and across the organisation in relation to People and Organisation Development functions wherever possible.

SKILLS AND ATTRIBUTES

ESSENTIAL 01 Degree qualification/s in organisation development, or equivalent professional knowledge gained through significant experience working as an Organisation Development specialist or as a Human Resources generalist with an organisation development focus.

02 Demonstrated up-to-date knowledge of Human Resources practices in a Government or highly diverse workforce with at least 5 - 10 years relevant work experience.

03 Must possess and maintain at least a Class C driving licence. Failure to retain such licence may be grounds for dismissal.

DESIRABLE 04 Demonstrated organisation development and change agent ability in a complex and highly diverse workforce organisation with a focus on continuous improvement and developing a positive organisational culture.

05 Proven track record in delivering successful organisation development projects and supporting major organisational change; including influencing, building and sustaining relationships in order to achieve results.

06 Excellent written and verbal communication including the ability to represent Council formally at meetings, events, functions and also prepare reports, grant applications, acquittals, sponsorship proposals, newsletters and other correspondence.

07 A proven team player who is flexible, adaptable, pragmatic and solution-orientated, while being consistent at gaining and maintaining peer respect and holding people’s confidence.

Package

Remuneration is grade 18 within Council’s salary system between $96,314 - $107,874 pa, depending on qualifications and experience, plus superannuation.

Council also offers staff a 19 working day month, with one working day off (RDO) per month available.

PRIMARY PURPOSE OF POSITION

1. To partner with all areas of the Council to lead people development initiatives, organisation development and well-being programs that assist Council to be a high performing organisation that is resilient to external influences wherever possible and agile enough to be responsive to a constantly changing environment.

2. To deliver Human Resource Industrial Relations and Organisation Development expertise, advice and guidance to provide best practice solutions aligned with Leeton Shire Council’s strategic direction and assist to drive continuous improvement throughout the organisation.

3. To lead workforce planning and facilitate organisational change initiatives that contribute to driving a collaborative culture aligned with Council’s core values

This document describes the main responsibilities of the position and is not designed to be prescriptive. The staff member can expect to undertake other duties in addition to those described in this document. POSITION ACCOUNTABILITES AND RESPONSIBILITIES Finance: 4. Prepare and review annual operational budgets. 5. Prepare and review capital expenditure budgets. 6. Monitor budget income and expenditure and complete quarterly budget reviews. 7. Identify opportunities for cost savings and external funding sources including grants. 8. Develop and implement appropriate fee structures.

Strategy: 9. Identify risks, issues and opportunities related to the performance of existing (soft) infrastructure. 10. Develop long term plans and strategies that meet the future needs of the Council and Community. 11. Proactively manage the Council’s legislative and legal obligations to ensure overall compliance and take steps to manage the Council’s reputational risk. 12. Ensure Operational Plans are in place and regularly reviewed to ensure alignment with Delivery Program, Annual Operational Plan and levels of service. 13. Develop Council policy that reflects LSC’s philosophy and approach.

Customer/Stakeholder: 14. Provide a range of high-quality services and facilities to meet customer needs. 15. Develop and maintain strong working relationships with key external and internal stakeholders to enable delivery of established LSC objectives. 16. Represent the Council on relevant committees, groups and forums. 17. Provide effective advice and recommendations to customers and stakeholders. 18. People Management: 20. Ensure Training plans are in place to comply with legislative requirements to maintain required skills. 21. Allocate project roles and responsibilities across the team. 22. Develop a work force resource plan that recognises current and future skill requirements. 24. Proactively manage resourcing of teams including recruitment and selection for all relevant roles.

Operations: 25. Be an energiser who fosters and motivates a positive workplace environment and routinely communicates and models the LSC’s staff mission and values to all staff. 26. Advise the General Manager and Senior Management Team in relation to complex or contentious matters, undertaking appropriate research or investigation to come to an informed position where required. 27. Establish reporting and communication systems and processes across the organisation to ensure achievement of workforce targets and outcomes in four-year delivery plan and one-year operational plan. 28. Devise and implement plans to manage identified operational and environmental risks, including but not limited to workforce planning priorities such as succession planning, aging workforce planning and organisation planning. 29. Ensure that operational efficiency and effectiveness is maintained or improved through identifying, evaluating and implementing opportunities for innovation and business improvement across Council that support best practice, as well as conducting reviews following completion of projects to ensure delivery of project objectives. 30. Establish and administer benchmarks to ensure that HR related operational activities are being performed in line with comparable Councils and best practice. 31. Lead, manage and contribute to continuous improvements involving internal systems of work across the entire organisation. 32. Lead the continued development of a learning environment at LSC, including but not limited to partnering with management to develop and facilitate quality and timely opportunities for staff development and coaching, comprehensive staff induction, leadership development and team development. 33. Develop, implement and maintain relevant HR policies, procedures, practices and guidelines that inform consistent, legislatively compliant and equitable HR decision making within Council, including the keeping of accurate and complete HR records in Council’s corporate system. 34. Develop and maintain positive and consultative relationships with internal and external stakeholders, to enable collaborative partnerships, including with WHS in relation to injury prevention and injury management. 35. Develop, implement and monitor employee engagement and customer satisfaction surveys with indicators that allow trending analysis over time. 36. Manage industrial relations matters, including engagement with relevant stakeholders when required.
