Introduction

Fairhurst have been appointed to undertake a Flood Risk Assessment (FRA) and Drainage Strategy (DS) in support of the proposed development of a new Lidl store in Kendal. The proposal is to convert the existing Homebase store in Kendal to provide a new Lidl store; the location of the site is provided in Figure 1.

Figure 1 - Site Location The aim of this report is to evaluate the current proposals with regard to flood risk and identify potential flood risk to and from the development site. Fairhurst have carried out the following: i. Assessment of the redevelopment potential of the site with regards to flood risk in line with the National Planning Policy Framework (NPPF) and Flood Risk and Coastal Change Planning Practice Guidance (PPG). ii. An assessment of the surface water runoff. iii. An assessment of the foul water flows.

Legislative Framework

2.1 National Planning Policy

One of the key aims of the National Planning Policy Framework (NPPF) and Planning Policy Guidance (PPG) is to ensure that flood risk is taken into account at all stages in the planning process to avoid inappropriate development in areas at risk of flooding, and to direct development away from areas at highest risk. Where new development is, exceptionally, necessary in such areas, policy aims to make it safe without increasing flood risk elsewhere and where possible, reducing flood risk overall.

A risk-based approach should be adopted at all levels of planning. Applying the source pathway-receptor model to planning for development in areas of flood risk requires:

 a strategic approach which avoids adding to the causes or “sources” of flood risk, by such means as avoiding inappropriate development in flood risk areas and minimising run-off from new development onto adjacent and other downstream property, and into the river systems;

 managing flood “pathways” to reduce the likelihood of flooding by ensuring that the design and location of the development maximises the use of SuDS, and takes account of its susceptibility to flooding, the performance and processes of river/coastal systems and appropriate flood defence infrastructure, and of the likely routes and storage of floodwater, and its influence on flood risk downstream; and

 reducing the adverse consequences of flooding on the “receptors” (i.e. people, property, infrastructure, habitats and statutory sites) by avoiding inappropriate development in areas at risk of flooding.

A FRA should be carried out to the appropriate degree at all levels of the planning process, to assess the risks of all forms of flooding to and from development taking climate change into account. The Sequential Test is required for this development which is classified as a major development and located within Flood Zone 3.

In areas at risk of river or sea flooding, preference should be given to locating new development in Flood Zone 1. If there is no reasonably available site in Flood Zone 1, the flood vulnerability of the proposed development can be taken into account in locating development in Flood Zone 2 and then Flood Zone 3. Within each Flood Zone new development should be directed to sites at the lowest probability of flooding from all sources.

Flood risk has been categorised as High, Medium and Low based on the probability of inundation. Extracts from Tables 1, 2 and 3 of the Flood Risk and Coastal Change PPG are provided below, which highlights the likely response to planning applications within each Flood Zone.

Commercial development is categorised as “less vulnerable” and therefore should only take place within Flood Zones 1, 2 or 3a provided suitable mitigation measures have been undertaken. Table 1 - Extract from the Flood Risk and Coastal Change Planning Practice Guidance

Zone 1 Low Probability Definition This zone comprises land assessed as having a less than 1 in 1000 annual probability of river or sea flooding in any year (<0.1%).

Appropriate uses All uses of land are appropriate in this zone.

Flood risk assessment requirements For development proposals on sites comprising one hectare or above the vulnerability to flooding from other sources as well as from river and sea flooding, and the potential to increase flood risk elsewhere through the addition of hard surfaces and the effect of the new development on surface water run-off, should be incorporated in a flood risk assessment. This need only be brief unless the factors above or other local considerations require particular attention.

Policy aims In this zone, developers and local authorities should seek opportunities to reduce the overall level of flood risk in the area and beyond through the layout and form of the development, and the appropriate application of sustainable drainage systems.

Zone 2 Medium Probability Definition This zone comprises land assessed as having between a 1 in 100 and 1 in 1000 annual probability of river flooding (1% – 0.1%) or between a 1 in 200 and 1 in 1000 annual probability of sea flooding (0.5% – 0.1%) in any year.

Appropriate uses Essential infrastructure and the water-compatible, less vulnerable and more vulnerable uses, as set out in table 2, are appropriate in this zone. The highly vulnerable uses are only appropriate in this zone if the Exception Test is passed.

Flood risk assessment requirements All development proposals in this zone should be accompanied by a flood risk assessment.

Policy aims In this zone, developers and local authorities should seek opportunities to reduce the overall level of flood risk in the area through the layout and form of the development, and the appropriate application of sustainable drainage techniques.

Zone 3a High Probability Definition This zone comprises land assessed as having a 1 in 100 or greater annual probability of river flooding (>1%) or a 1 in 200 or greater annual probability of flooding from the sea (>0.5%) in any year.

Appropriate uses The water-compatible and less vulnerable uses of land (table 2) are appropriate in this zone. The highly vulnerable uses should not be permitted in this zone.

The more vulnerable uses and essential infrastructure should only be permitted in this zone if the Exception Test is passed. Essential infrastructure permitted in this zone should be designed and constructed to remain operational and safe for users in times of flood.

Flood risk assessment requirements All development proposals in this zone should be accompanied by a flood risk assessment.

Policy aims In this zone, developers and local authorities should seek opportunities to:

 reduce the overall level of flood risk in the area through the layout and form of the development and the appropriate application of sustainable drainage techniques;

 relocate existing development to land in zones with a lower probability of flooding; and create space for flooding to occur by restoring functional floodplain and flood flow pathways and by identifying, allocating and safeguarding open space for flood storage. Zone 3b The Functional Floodplain Definition Local planning authorities should identify in their Strategic Flood Risk Assessments areas of functional floodplain and its boundaries accordingly, in agreement with the Environment Agency. The identification of functional floodplain should take account of local circumstances and not be defined solely on rigid probability parameters. But land which would flood with an annual probability of 1 in 20 (5%) or greater in any year, or is designed to flood in an extreme (0.1%) flood, should provide a starting point for consideration and discussions to identify the functional floodplain.

Appropriate uses Only the water-compatible uses and the essential infrastructure listed in Table 2 that has to be there should be permitted in this zone. It should be designed and constructed to:

 remain operational and safe for users in times of flood;

 result in no net loss of floodplain storage;  not impede water flows; and  not increase flood risk elsewhere.

Essential infrastructure in this zone should pass the Exception Test. Flood risk assessment requirements All development proposals in this zone should be accompanied by a flood risk assessment.

Policy aims In this zone, developers and local authorities should seek opportunities to:

 reduce the overall level of flood risk in the area through the layout and form of the development and the appropriate application of sustainable drainage techniques; and relocate existing development to land with a lower probability of flooding. Where required an exception test must be passed in order for developments of that nature to be justified within the Flood Zone. For the Exception Test to be passed the following must be demonstrated: a) the development would provide wider sustainability benefits to the community that outweigh the flood risk; and b) the development will be safe for its lifetime taking account of the vulnerability of its users, without increasing flood risk elsewhere, and, where possible, will reduce flood risk overall. The site is located entirely within Flood Zone 3 but is classified as ‘less vulnerable’ and as such the exception test is not required.  Essential transport infrastructure (including mass evacuation routes) which has to cross the area at risk.

 Non–residential uses for health services, nurseries and educational establishments.  Landfill and sites used for waste management facilities for hazardous waste.

 Sites used for holiday or short-let caravans and camping, subject to a specific warning and evacuation plan.

Less vulnerable

 Police, ambulance and fire stations which are not required to be operational during flooding.

 Buildings used for shops, financial, professional and other services,

 restaurants and cafes, hot food takeaways, offices, general industry, storage and distribution, non–residential institutions not included in “more vulnerable”, and assembly and leisure.

 Land and buildings used for agriculture and forestry.

 Waste treatment (except landfill and hazardous waste facilities).  Minerals working and processing (except for sand and gravel working).

Development should not be permitted. The proposed development is classified as a commercial development. Thus the development is classified as being ‘less vulnerable’ and in accordance with the NPPF PPG and is located within Flood Zone 3a. This means that the Sequential Test is required but the Exception Test is not required.

2.2 Local Planning Policy The South Lakeland Local Development Framework Core Strategy was adopted in October 2010 and sets out the council’s policies and proposals for development and land use in the local area. The strategy contains one key policy relating to flood risk for new developments:

CS8.8 Development and Flood Risk: “Most new development should be located in flood risk zone 1. Development within the Environment Agency’s flood risk zones 2, 3a and 3b will only be acceptable when it is compatible with national policy and when the sequential test and the exception test, where applicable, as set out in PPS25, have been satisfied. All new development will only be permitted if it can be demonstrated that:  It would not have a significant impact on the capacity of an area to store floodwater;  Measures required to manage any flood risk can be implemented;  Surface water is managed in a sustainable way;  Provision is made for the long term maintenance and management of any flood protection and/or mitigation measures;  The benefits of the proposal to the community outweigh the flood risk;  Applications will be considered with regard to South Lakeland District Council’s Strategic Flood Risk Assessment”.

Development Site

3.1 Existing Site Conditions

The site comprises the existing Homebase store in Kendal and its associated car parking area. The site is bound by the River Kent to the south west, Victoria Bridge (A6) to the south and by commercial developments in all other directions. Access to the site is from Beezon Road to the north east of the car park area which is located north of the main building.

3.2 Site Topography A topographical survey was carried out for the site in September 2019. The survey indicates that levels generally slope from the north west to south east.  The highest levels were recorded to the north western corner of the existing car park (~ 47.42m AOD).  The lowest levels were recorded to the south east of the existing retail unit (~ 44.50 m AOD). The topographical survey also provides two floor levels for the existing Homebase store.  A floor level of 45.44m AOD is recorded at the western section of the unit and a floor level of 45.51m AOD is recorded in the eastern section of the unit. It is unclear how these floor levels relate to the internal floor plan and how the transition occurs. The full topographical survey results for the site can be viewed in Appendix A.

3.3 Existing Watercourses

The River Kent at its closest approach is located approximately 15m south west of the site. It flows from north west to south east as it passes the site, eventually discharging into Morecombe Bay over 17km south west of the site.

3.4 Proposed Development

The proposed development is for the conversion of the existing Homebase store in Kendal to provide a new Lidl store. The external car park area will be retained with only minor reconfiguration needed to support the new store.

The proposed site layout plan is provided in Appendix B.

3.5 Historic Features

Historical maps for the site and surrounding area has been examined from 1858 to present day in order to identify changes in the area which may be relevant to flood risk.

The earliest mapping (1858) shows the site to be comprised of open undeveloped land. However there is a mix of residential and commercial developments in the surrounding area. This includes an ale store is located to the north east of the site, with a castle market and goods station located further north. A small spring is mapped from the goods station. This is shown to flow south towards a drainage channel which flows south west past the northern footprint of the existing building before discharging into the River Kent. The River Kent is referred to as Long Drought in the earliest maps.

In 1898 there is a building occupying the same footprint as the current existing building. The same building is marked as a bonded warehouse; two smaller structures are also marked to the east of this. Buildings are also located in the area which currently comprises the existing car park. These are later shown to comprise a timber yard and saw mill in 1914. The spring and drainage channel to the north/north west of the site are no longer shown in the 1898 mapping. Beezon Road immediately north of the site and Victoria Bridge to the south of the site crossing the River Kent are mapped for the first time. The general surrounding area is more developed in comparison to previous years mapping.

From 1898 onwards there is limited change to the site until 1968, although the land uses of surrounding buildings change regularly up to this point. In 1968 the timber yard is marked as a builder’s yard.

In 1975 the site land uses are marked as a ‘warehouse’ and a ‘bonded warehouse’. The builder’s yard is now marked as a builder’s merchant depot, with a crane mapped within the footprint of what is the current car park area. A water gauge is marked to the south of the site, just next to Victoria Bridge.

No notable change has been marked by the most recent historical mapping from 1981. Since then, the buildings within the current car park will have been demolished. It is unclear whether

the warehouse building that was present in the most recent historical map dated 1981 is the same as the one that comprises the current Homebase store today.

Sources of Flood Risk Information

4.1 Environment Agency (EA)

The EA flood map for planning shows the site is located within Flood Zone 3 (Figure 2). This means that the site is at risk from fluvial flooding during the 1% AEP (1 in 100 year Annual Exceedance Probability) event.

The EA’s risk of flooding from surface water map shows the site to be at a low risk from surface water flooding (Figure 3). This means that the site is at risk of flooding during the 0.1% AEP (1 in 1000 year) rainfall event.

The EA’s recorded flood outline map shows that the site has flooded in the past. Flooding occurred most recently in December 2015 with the cause of flooding described as an ‘overtopping of defences’. Product 4 data provided by the EA (Appendix C) shows that a flood level of 44.865m AOD was recorded approximately 180m east of the site. It is considered this was associated with Storm Desmond which affected approximately 2,150 properties in the Kendal area. Other flood events are recorded in the surrounding area. These include flood events in:  November 1954  December 1985  February 2004  January 2005  November 2009.

4.2 Strategic Flood Risk Assessment (SFRA)

The South Lakeland District SFRA (October 2007) provides a summary of flood risk within the South Lakeland District area. The SFRA provides an overview of flood risk within the South Lakelands area:

“The principal river in the District is the River Kent, which flows through several significant settlements including Kendal, Staveley and Burneside. The River Kent catchment includes several other large rivers, including the Sprint, Gowan and Mint. There are numerous smaller watercourses throughout the area, which drain the upland areas of the Lake District and the Pennines. […]

The Environment Agency estimate that 68% of the properties at risk of flooding within South Lakeland are at threat from fluvial (i.e. river) flooding. A relatively large number of properties are at risk, generally as a result of historic development within the natural floodplain. Around 900 properties in total are considered to be at risk of flooding from the major rivers during a 1% AEP (100 year) flood event in the urban areas of Kendal, Ulverston, Crake, Cartmel, Staveley and Burneside. […]

Water levels in the rivers and streams of South Lakeland can respond rapidly following intense rainfall events. Steep catchments transfer water into the channels quickly, i.e. they are ‘flashy’. This means that flood warning times are typically short. Even in the larger rivers such as the River Kent, water levels will take less than 6 hours to reach the point at which flooding will occur within the lower reaches of the catchment. In the smaller catchments, flood warning times of between 1 and 2 hours are more likely, and generally water levels can be harder to predict accurately. Consequently, the community may be caught by surprise, resulting in damages being sustained on a more frequent basis.”

The SFRA also includes a series of flood maps for the South Lakelands district. The following information from the site has been determined by the maps:

 The site is located within Flood Zone 3a. The site is not shown to be located within the functional flood plain.

 There are no raised defences between the site and the River Kent. However raised defences are mapped upstream and downstream of the site along the River Kent.

No further site specific information flood risk information was available for the site.

4.3 Victoria Bridge River Gauge A river level gauge is located approximately 75m downstream of the site, on the opposite side of the Victoria Bridge. The River Kent has a catchment of 183km2 upstream of the gauge. The station was opened in January 1992 and has a stage datum of 40.84m AOD. There is also gauged flow data available at the gauge.

River levels at the gauge typically range between 1.199 – 2.300m above the local datum. Long term river level data was downloaded from the River Levels UK website1. The highest recorded level was from the 14/04/2016 where a maximum level of 4.7m is recorded. This level does not coincide with any known flood events in the area; the reason for this high level (over 800mm above the Storm Desmond level) is unknown and considered unlikely to represent an accurate level reading. A maximum level of 3.86m was recorded on the 05/12/2015 that coincides with the flood event in December 2015 which affected the site. Gauged flow data for the Victoria Bridge gauge was downloaded from the National River Flow Archive2. The highest level recorded at the gauge was record on the 05/12/2015 and during this time a peak flow of 286m3/s was recorded. This coincides with the flood event in December 2015 that affected the site.

4.4 Sewerage Company United Utilities (UU), the sewerage operator in the region, is required by OFWAT to maintain a record of flooding incidents due to hydraulic capacity problems on the sewerage network. Properties are placed on the register following investigations to determine the cause and risk of flooding and are placed on the appropriate register depending on risk – not on the number of occurrences of flooding. UU have been contacted to determine if they have any records of sewer flooding relevant to the site. UU responded stating that they do not hold any historical records of sewer flooding for the site. A copy of the response from UU is provided in Appendix D.

4.5 Local Authority

South Lakeland District Council (SLDC) are the Local Authority for the development area. SLDC have been contacted to determine if they hold any historical records of flooding for the site. SLDC responded stating that they do not hold any records of historical flooding for the site. A copy of the response from SLDC is provided in Appendix E.

A review of freely available information from the SLDC planning portal was carried out to determine if there were any records of historical flooding at nearby developments. No such records were found.

4.6 Lead Local Flood Authority (LLFA)

Cumbria County Council (CCC) are the LLFA for the development area. CCC have been contacted to determine whether they hold any historical records of flooding for the site. CCC are yet to respond to the request at the time of writing. A copy of any response provided by CCC will be forwarded onto the client upon receipt.

5.1 Fluvial (Rivers) 5.1.1 Present Risk

Extreme fluvial flood events have the potential to cause rapid inundation of properties whilst posing a threat to the welfare of occupants and could potentially prevent emergency access to properties and essential infrastructure. The EA’s flood map for planning shows the site to be partly located in Flood Zone 3. This means that the site would be at risk from flooding during the 1% AEP (1 in 100 year) fluvial flood event for the River Kent.

The Product 4 dataset provided by the EA contains flood data for two events:

 The Baseline scenario, representing current conditions;

 The Phase 1 scenario, representing conditions once Phase 1 of the EA’s proposed flood defence scheme for the area is completed. Phase 1 (of 3) includes installation of linear defences along the River Kent and provision of a new pumping station at Kendal. No information for modelled flood levels following completion of Phase 2 or 3 of the scheme were provided.

Flood levels at the site for the Phase 1 scenario were higher for six of the seven modelled events for the River Kent. A query was raised to the EA as to whether this was accurate, as it seemed unusual that the proposed flood defence works would lead to an increase in water levels in the system during extreme flood events. At the time of writing the EA are yet to provide a response. A copy of their response will be forwarded on receipt.

In order to be conservative, flood levels for the Phase 1 scenario are being used to represent flood risk to the site. The EA provided peak water levels for a series of nodes along the River Kent (Figure 5). Levels from the nodes during a series of different return period events are provided in Table 5. The node most relevant to the site is ‘KENT06_03878’.

Floor levels of the existing building range between 45.44m AOD to 45.51m AOD. Comparing these to the modelled flood levels, the existing building is elevated in excess of 700mm above flood levels of the 5% AEP (1 in 20 year) fluvial flood event. This means that the site is located outside of the functional flood plain (Flood Zone 3b) for the River Kent.

The building would experience flooding during a range of larger events including the 2% AEP fluvial flood event. Peak water levels are provided in Table 5, with the depth from node KENT06_03878 over the lowest flood level provided in Table 6.

The EA model indicates a flood level of 45.75m AOD at the site for this event, which would result in up to 0.31m of flooding over the floor level of the existing building. Flood levels are increased to 46.65m AOD during the 0.1% AEP (1 in 1000 year) fluvial event. This would result in up to 1.21m of flooding within the existing building.

The above levels of risk are based on completion of the Phase 1 flood defence works. Available information indicates that is due to start in autumn 2020 with completion due in spring 2023. As such there will be transitional period in which the baseline flood levels are more applicable to the sites risk. The baseline 1% AEP event has a peak water level that is c 120mm lower than the Phase 1. However for the purposes of this assessment the Phase 1 levels are being considered.

The EA have stated that the model for the River Kent is being revisited as the Kendal Flood Alleviation Scheme continues to progress. The impact of Phases 2 and 3 are unknown. These are not due for completion until summer 2024 and autumn 2024 respectively. 5.1.2 Future Risk (Climate Change) The EA guidance document ‘Flood risk assessments: climate change allowances’ was release in February 2016 and included statistical increases in peak fluvial flows by river basin district and allowance categories based on epochs and development vulnerability classification Referring to the NPPF PPG (Table 2), the development is commercial in nature and thus is classified as being ‘less vulnerable’. The proposed development has an expected lifetime of circa. 50 years. As such the guidance suggests that appropriate climate change allowances for the North West River Basin District are the ‘Central (25%)’ and ‘Higher Central (30%)’ allowances. The Product 4 dataset provides flood levels for the 1% AEP fluvial flood event in the year 2080 (Table 7). This represents the effect of climate change on the 1% AEP fluvial event, however it is not specified what allowance percentage for climate change is applied for this event. The modelling report for the River Kent model suggests that the climate change is based upon the EA’s 2016 climate change guidance, wherein the year 2080 represents the most extreme climate change projections at the time. The report suggests that a central estimate (50th percentile) equivalent to 30% was used; however this is not stated specifically in the report.

Given the 2080 timescale exceeds that of the anticipated development lifetime this climate change value is considered representative of the site’s risk in the future. During this event a flood level of 46.04m AOD was recorded for the site. This would result in flooding of up to 0.6m above existing floor levels for the site. This is approximately double the depth forecast for the 1% AEP under current conditions (following Phase 1 completion). Table 7 - Flood levels for the Phase 1 scenario

Overall it is shown that flood risk to the site is likely to increase in the future due to the effects of climate change.

5.2 Infrastructure Failure 5.2.1 Conveyance Infrastructure

The failure of conveyance infrastructure such as culverts or bridges could increase the risk of flooding at the site. Historical mapping (Section 3.5) showed a small drainage channel that originally flowed past the northern extent of the existing building footprint before discharging into the River Kent. UU sewer plans (Appendix F) show a surface water sewer which follows roughly the same course as the historical drainage channel. It is possible that this may represent a culverted watercourse passing through the site, although it was not possible to confirm at the time of writing. It is possible that the failure or exceedance of this culvert could pose a risk of flooding to the site, particularly at low points within the site. However the sewer is shown to be adopted by UU, and will receive regular monitoring and maintenance. Thus flood risk from this source is considered to be low.

The nearest bridge is located immediately downstream of the site; the Victoria Bridge which allows vehicle access over the River Kent. It is possible that the catastrophic failure of this bridge could result in an increased risk of flooding to the site. The bridge was previously damaged in the December 2015 and such has required maintenance and ongoing monitoring. The bridge has had to be shut in recent times following additional damage from more recent (but less severe flood events)3. There is currently ongoing works to improve the bridge which includes strengthening the bridge supports and foundations and constructing a rock invert under each bridge-span to provide greater conveyance of flow under the bridge4. These works are expected to be completed in October 2020 and will better protect the bridge from failure during more extreme flow events in the River Kent.

5.2.2 Defence Infrastructure

The nearest EA maintained flood defence is a raised embankment located approximately 700m north of the site. This defence is built to a 75 year design standard. Further embankments are also mapped further north of the site, shown to be built to a 50 year design standard.

In addition, there are plans to provide a number of flood defences along the banks of the River Kent as Phase 1 of the proposed flood defence scheme. These are due to start construction in autumn 2020 and are due for completion in spring 2023.

Failure of the defences (existing and proposed) could pose a risk of flooding to the site in the future and could increase flood levels during extreme return period events. However the failure of defences is considered unlikely to occur due to the regular monitoring and maintenance of defences that will be carried out by the EA.

5.3 Pluvial (Overland Flow) The EA’s surface water flood risk mapping shows the site to be at a low risk from pluvial flooding. This means that the site is at risk from pluvial flooding during the 0.1% AEP (1 in 1000 year) storm event. Flood risk is located to the south of the existing car park. EA mapping shows that flood depths are less than 300mm on site for this event, and velocities are less than 0.25 l/s. This indicates pooling is occurring at a local low point on the site. There are areas of higher surface water risk outside the site boundary, including on Beezon Road immediately north east of the site and on land immediately south east of the existing building. EA mapping suggests that an overland flow route occurs on Beezon Road during more extreme pluvial events, with flows travelling south east away from the site. Although areas of flood risk are shown, this does not take into consideration any positive drainage that is in place to prevent surface water flows from occurring. The EA surface water flood risk maps represent a worst case scenario wherein all drainage in and around the site is at capacity and cannot drain properly. As there is an existing drainage network installed at the site, the risk of pluvial flooding is likely to be reduced. Based on EA mapping the site is considered to be at a low risk from pluvial flooding. Any flooding that does occur with be shallow in nature and limited to areas of open car parking.

5.4 Coastal or Tidal The River Kent is not understood to be tidally influenced as it passes through Kendal. As such there is a low risk from this source.

5.5 Sewer Flooding

UU have stated that they do not have any records of historical sewer flooding relevant to the site (Appendix D). However UU sewer plans show that the site is surrounded by sewers (Appendix F), including combined sewers on Beezon Fields and Beezon Road and a surface

water sewer which passes underneath the car park to the north. Failure or exceedance of these sewers could pose a risk of flooding to the site.

The combined sewer south of the site is marked as a 1000mm circular sewer and conveys flows from a river crossing point north west of the site in a south easterly direction. Along the south eastern part of the site it changes size twice, up to a 1350mm pipe then to a 800mmx1300mm pipe and finally back to a 1000mm pipe as it conveys east away from the site. The store floor is elevated above external ground levels and there is a c. 400-500mm upstand. This will offer protection to the store in the event of a sewer exceedance. In addition the topographic survey shows that levels in the area of the sewer fall towards the watercourse and as such an exceedance is likely to be dissipated away from the building.

The site would be at risk from the failure of the surface water sewer which passes through the car park area as this is elevated above the store entrance and any overland flows could find be directed towards the store if local drainage was overwhelmed. Reviewing sewer maps and the topographic survey it is considered that the surface water sewer does not have any local manhole or access points to the site and as such the risk of these surcharging and conveying flow onto the site is considered to be low.

There is also a private drainage system currently in place for the site. Surface water from the site is currently drained by a series of rain water down pipes on the building and a mix of linear drainage channels and rainwater gullies in the car park. A CCTV survey of drainage infrastructure for the site (Appendix H) found that these convey flow via a series of surface water pipes to the south west of the site. UU sewer plans (Appendix F) show a manhole to a combined flow sewers on Beezon Fields to the south west of the site. It is expected that surface water flows from the site drain towards this manhole; however the CCTV survey was unable to confirm this due to the ‘depth and large diameter of the pipe leading away from the manhole’. Failure of this local drainage system would pose a risk of flooding to the site as it would be unable to drainage surface water flows reaching it through rainfall. Overall the site is considered to be at risk of flooding should a sewer exceedance event.

5.6 Ground Water Soilscapes mapping5 describes soils at the site to be ‘freely draining slightly acid loamy soils’ with drainage described as being ‘freely draining’. BGS online mapping describes the site to be underlain by superficial deposits of ‘Alluvium – Clay, sand and gravel’, overlaying a bedrock geology of ‘Kirkby Moor formation – sandstone’. The SLDC SFRA (October 2007) states: “There are no known significant groundwater flooding issues within the South Lakeland area. […] For the majority of developments in South Lakeland, it is likely that a detailed investigation into groundwater issues will not be necessary.” The entire site has been developed and is covered in concrete, or similar surface finishes. This limits interactions between the site and the groundwater table. In addition, the

existing building does not contain a below ground or basement area, which is typically where groundwater flooding would pose the highest risk. Thus flood risk to the development is considered to be low. Should a better understanding of groundwater flooding be required a full groundwater assessment would be required.

5.7 Artificial Water Bodies Reservoirs and other artificial water bodies have the potential to hold a large volume of water, often above ground level. Should the containment of these waterbodies fail (e.g. due to breach or overtopping) there could be a sudden release of deep fast moving water with little warning able to be provided. However, due to regular maintenance there is a low risk posed from such an event. Reservoir flooding is extremely unlikely to occur and there has been no loss of life in the UK from reservoir flooding since 1925. The EA’s flood risk from reservoir mapping does not show the site or surrounding area to be at risk from reservoir flooding. The site is located next to an area of risk, however flows are shown to be kept mostly within the channel of the River Kent and do not extend onto the site.

Mitigation measures

6.1 Finished Floor Levels (FFL)

The existing retail unit is to be retained as part of the proposed development. This means that FFL will be kept close to existing levels and it will not be possible to raise them significantly as part of the development. The only changes to FFL will be based on the final tiling used for the floors. There are currently two options being considered for the tiling: adhesive tiling which would raise FFL by 25mm or vibro tiling which would raise the FFL by 80mm. The final design is to be confirmed at a later stage. This report has considered flood risk to the site based on the existing floor levels of the building. Current flood levels are assessed as being in excess of 700mm higher than surveyed floor levels.

6.2 Flood Resistance Measures

The existing retail unit is to be retained and converted internally as part of the proposed development. The age of the building and the presence of a large number of openings on the external walls would mean installing any flood resistance measures is unlikely to be effective at protecting the inside of the building from flooding. It will not be possible to identify possible water entry routes to the inside of the building until a flood happens, meaning that there is no way to guarantee resistance measures (such as flood barriers over openings) would protect the inside of the building. In addition, retrofitting measures such as barriers to the existing building could require significant structural works to the existing building. Given the age and construction makeup of the building a full review of the sealing between blockwork would be required up to any defined protection depth. Due to the age of the building it is unclear if making the building resistant to flooding, and therefore presenting a pressure of water against the external face would generate excessive pressures and thereby produce structural issues. Any works would also affect the aesthetics of the existing building which would be out of character for the wider Kendal area.

In addition, the inclusion of resistance measures to prevent flood water reaching the store, which currently can flood the store, would lead to floodwater being displaced elsewhere and potentially increasing flood risk to neighbouring properties.

Following consultation with the client and review of the above points a strategy was agreed wherein the existing building would be retained as is and not include resistance measures. Instead the building will be allowed to flood during extreme fluvial events, with resilient internal design will be used to minimise damage to stock in the event of a flood.

6.3 Flood Resilience Measures

The proposed store will have following measures in place, this will provide resilient design to limit damage caused by any future flood events:

 The lowest shelves will be raised ~200mm above ground level to mitigate against shallow flooding;

o This will protect stock from inundation during the 2% and 1.33% AEP events where depths reach a maximum of 192mm above FFL.

 Most electrical feds will be top down (as per the Lidl specification requirements) to reduce flood risk to the store’s circuitry;

 Where electrical circuitry is required at a lower level (e.g. entrance lobby) this will be provided on a separate loop keeping it separate from the store’s main electrical source and enabling it to be isolated;

 The store floor is a concrete slab that can be easily cleaned following a flood event;

 Consultation with the client confirmed that they are willing to manage the replacement of stock should a flood event occur in the future that exceeds the storage levels of stock.

This will ensure that the store will be able to resume normal trading conditions as quickly as possible following the occurrence of flooding.

6.4 Safe access/egress

There are areas of Flood Zone 1 located immediately north and east of the site. Thus the site is considered to have safe access and egress during the 0.1% AEP (1 in 1000 year) fluvial flood event for the River Kent.

In the event of a flood, store staff should warn customers and manage the evacuation as required. A Flood Warning and Evacuation Plan (Appendix G) has been prepared for the development, staff should be briefed on this as part of their enrolment. Evacuation should take place as directed by emergency services. In the event of a flood warning being issued the store should careful manage opening to public to avoid customers being present in the event of internal and on site flooding.

6.5 Floodplain Compensation

The existing building is to be retained as part of the development, and no flood resistance measures are proposed that would lead to the displacement of the existing floodplain storage provided on site and in the building. As such, no floodplain compensation will be required for the development.

Surface Water Drainage

The proposed development will retain the majority of the site’s existing layout, including the existing building and the existing car park. There is already a drainage system in place for the site, as shown in the CCTV survey carried out for the site (Appendix H). Surface water from the site is currently drained by a series of rain water down pipes on the building and a mix of linear drainage channels and rainwater gullies in the car park. These convey flows via a series of surface water pipes to the south west of the site. It is proposed that the existing drainage system is retained for the proposed development. As the majority of the existing surfaces on site are to be retained, there is limited scope to provide any significant attenuation storage or restriction to runoff below existing rates.

UU sewer plans (Appendix F) show a manhole to a combined flow sewer on Beezon Fields to the south west of the site. It is expected that surface water flows from the site drain towards this manhole; however the CCTV survey was unable to confirm this due to the ‘depth and large diameter of the pipe leading away from the manhole’. The destination of surface water runoff from the site should be confirmed as part of a future survey. In addition, several faults in the existing drainage system were identified by the CCTV survey. Works should be carried out to rectify these as part of the proposed development.

The CCTV survey did not identify a petrol interceptor on site (although it is noted that the CCTV could not survey the full suite of pipe runs for the site). However a previous planning condition for the original development of the site identified that an interceptor would be required for the car parking area. The presence and condition of this interceptor should be confirmed as part of the proposed development.

Foul Water Drainage

The existing building has a footprint of approximately 0.31 ha. Foul flows from the proposed development are calculated to be 0.16 l/s, using the design flow of 0.5 l/s hectares of trade floor space in accordance with Sewers For Adoption 7th Edition. The refurbishment of this store will not result in a change to the foul flows from the site. There is already a foul drainage system in place for the site. The CCTV survey (Appendix H) for the site shows that foul flows are currently drained into the combined flow sewer located on Beezon Fields to the south west of the site. It is proposed that the existing connection is retained for the proposed development. The CCTV survey notes a fault in the existing foul connection; this should be rectified as part of the proposed development.

Development Potential

The site is located in Flood Zone 3, suggesting that it is at a high risk from fluvial flooding. Discussions with the client have identified that resilience measures will be used internally to manage the risk of flooding.

As the site is located within Flood Zone 3, it was deemed necessary to carry out a Sequential Test in support of the development. This is in line with the information set out in the Flood Risk and Coastal Change Planning Practice guidelines. The Sequential Test carried out in support of the development is provided in Appendix I.

As the Sequential Test did not identify a preferential site, and as the development is for refurbishment of an existing property only it is concluded that the site is suitable for the development provided that appropriate mitigation measures are included.

Conclusions

This FRA and Drainage Strategy for the proposed development of a new Lidl store in Kendal has been prepared in accordance with the NPPF and the Flood Risk and Coastal Change Planning Practice Guidance.

The site is located in Flood Zone 3, meaning that it is at risk of flooding during the 1% AEP (1 in 100 year) fluvial flood event for the River Kent. The EA Product 4 dataset indicates that the site would experience flooding of up to 0.3m above the existing floor levels of building during the 1% AEP fluvial event. Flood risk will increase in the future due to the effects of climate change.

Resilient internal design will be incorporated into the proposed development to reduce the impact of flooding to the store should one occur in the future. As the site is already developed and the existing building is to be retained as part of the development, it will not be possible to significantly raise FFL. Due to the age of the building and the need for a significant number of measures to provide full resistance up to the flood level this approach is not considered appropriate to manage risk to the store.

A Flood Warning and Evacuation Plan has been produced for the site and is attached in Appendix G.

It is proposed that the existing surface and foul drainage regimes will be retained as part of the development.

The Sequential Test has been carried out for the site. It is concluded that the proposed development is appropriate for the site and there will be no increase in flood risk to the site or surrounding area as a result of the development.

G.1. General Information The proposed Lidl Store is located on the site currently comprising the Homebase store off Beezon Road, Kendal. The site is located in Flood Zone 3, meaning that it is located within the 1 in 100 year fluvial flood extent for the River Kent. Hence it will be necessary for site users to be aware of flood risk, the flood warning system and the flood evacuation procedures in place for the site. G.2. General Advice

A Flood Warning provides a lead in time between half an hour to one day in advance of flooding. A Flood Alert has a longer lead in time, ranging between two hours to two days. Unlike a Flood Warning that is area specific, a Flood Alert covers a much larger

area than a warning and as such it is possible that although an alert has been issued no flooding will occur. The site is located within the EA’s ‘Rivers Kent and Mint at Kendal, Mintsfeet Road South, Ann Street, Canal Head, Romney Gardens’ Flood Warning Area and the ‘Rivers Kent and Bela’ Flood Alert Area (Figure G1). Flood warnings and alerts are issued using the Floodline Warnings Direct System. This is a free service which sends a direct message when flooding is expected and may affect a property or business. Flood Warnings will give time for occupants to prepare for flooding, whilst Flood Alerts only offer a shorter warning time. A Flood Alert should provide enough time for site users to protect themselves and evacuate the building.

After receipt of a Flood Alert and/or Warning it is suggested that site users make contact with the EA Floodline ‘dial and listen’ service to hear further information. To do this dial 0345 988 1188 and select option 1. Here the user will be given the option to enter a quick dial code to get more information. The quick dial code for the “Rivers Kent and Mint at Kendal, Mintsfeet Road South, Ann Street, Canal Head, Romney Gardens” Flood Warning Area is 141036. The quick dial code for the “Rivers Kent and Bela” Flood Alert area is 141032. The EA issue flood warnings using ‘Flood Warning Codes’ to relay the severity and likelihood of flooding. In total there are three each with specific public information and advice to help the public prepare for flooding and take necessary actions. Section G.4 provides additional information on the flood warning codes and the recommended actions. G.4. Flood Warning Codes It is important that site users familiarize themselves with the EA’s Flood Warning Codes, to understand their meaning and act accordingly when one is issued. The table below summarizes the stages of issuing a flood warning, the indicative time allowances to respond, recommended actions, and provides relevant sources of further information if required.

G.5. Command and Control The site Flood Warden is in command of site staff and makes the final decision on evacuation and reoccupation. The site Flood Warden is to assign individuals to complete any pre-emptive actions that are required for site safety and protection in the case of a flood event.

G.6. Response Actions/Considerations In preparation of a flood event the following actions should be undertaken: 1. Make a list of employees contact details including mobile numbers to contact staff during evacuation or a flood event; 2. Make a copy of important documents and store them in a safe location off site; 3. Create a hazardous materials and location map for materials which may contaminate water, to be kept with the flood plan; 4. Create a map of cut off points of gas, electricity and water within the site to be kept with the flood plan. Ensure that you know how to turn off your gas and water supplies if required; 5. Create a list of important contacts such as insurers or utility providers to be kept with the flood plan; 6. Display a copy of the flood plan in the staff room with the fire plan for staff to be made aware of; 7. Prepare an emergency flood kit, including the flood plan and all information listed above; 8. Review the provided flood evacuation plan and consider the needs of children, babies, elderly, and the disabled should it be required to evacuate. During a flood event the following response actions within the site are to be undertaken prior to evacuation, if time allows: 1. Switch off electricity, gas and water supply; 2. Ensure any hazardous materials are in a safe location and protected from flooding; 3. Ensure important paperwork is raised above ground level; 4. Turn off electrical devices within the building; 5. Ensure flood protection measures such as sand bags are in place to protect the ground floor from inundating; 6. Move to a higher ground upstairs and be prepared to evacuate the property should you be instructed (Flood Warning direct line, local authorities). After a flood event the following response considerations should be taken before reoccupation of the site can commence: 1. Check site equipment for signs of damage, blockage or water logging, prior to recommencement of operations;

2. Evaluate the environmental hazards within the site as a result of a flood event; 3. Complete a list of hazardous materials and quantities of materials which have been lost off site as a result of the flood; 4. Assess materials which have been damaged or contaminated by flood waters; 5. If flood water has breached the site health protection measures should be undertaken. Be aware that flood water may be contaminated, therefore, following the Public Health England’s guidance: ‘Floods: how to clean up you home safely’12. The above list does indicate the important actions to consider in view of a flood incident, though it is not extensive. Additional information on how to prepare in a flood incident is provided by the National Flood Forum13 and the Blue Pages14. General information on what to consider when preparing a flood kit is provided in the National Flood Forum’s document ‘Ready for flooding: Before, during and after’15. G.7. Flood Evacuation Plan Flood Evacuation Procedure If the Local Authorities have deemed it necessary to evacuate the area the following procedures should be followed: 1. Site users to be made aware of flood alert or warning. 2. Meet at designated safe refuge point within the site. 3. Listen for evacuation instructions – evacuate if you are told to do so and go to the Safe Refuge Point. 4. Stay in pairs – When following shutdown and evacuation procedures, work in pairs and stop working if it is not safe to finish procedures. 5. Switch off all electrical and gas appliances and turn services off at the mains. 6. Don’t walk through flowing water – currents can be deceptive and shallow, fast moving water can knock you off your feet. 7. Don’t swim through fast flowing water – you may get swept or way or struck by an object in the water. 8. If you have to walk in standing water, use a pole or stick to ensure that you do not step in deep water, open manholes or ditches.

9. Don’t drive through flooded areas – You may not be able to see abrupt drop offs and only half a meter of flood water can carry your car away. Driving through flooded water can also cause additional damage to nearby property, or your vehicle. 10. Stay away from power lines – Electrical current can travel through water, report power lines that are down to the power company. 11. Be alert for gas leaks – Turn all gas appliances off, and do not smoke or use candles, lanterns or open flames unless you know the gas has been turned off and the areas ventilated. 12. Look before you step – After a flood, the ground and floors may be covered with debris, which could include broken bottles, sharp objects, nails, etc. Floors and stairs covered with mud and debris can be slippery. 13. Avoid contact with flood water – It may be contaminated with sewage, oil, chemicals or other substances. If contact is unavoidable, wear gloves if possible and always wash hands thoroughly after contact. 14. Leave the site on foot ASAP and head to the Safe Refuge Point. 15. Remain at the off-site meeting point until a head count is done and it is advised by the local authorities that it is safe to return.

Flood Evacuation Routes Generally evacuation should be avoided wherever possible, however where it is deemed necessary it should be carefully planned and practised. Evacuation routes are generally divided by pedestrian and vehicular and are normally organised by the emergency services. They can be affected by a number of factors:  Loss of vehicular access or evacuation routes due to rising waters or to an excessive volume of traffic; and  Unavailability of suitable evacuation equipment (e.g. boats, lorries, helicopters). In urban environments particularly, access to flood-prone residents can be lost relatively early in the flood where the available evacuation routes lead downhill onto and across the floodplain or where roadways become overland flow paths for storm water flooding. In this case, it is always more preferable to move to higher ground (i.e. first floor, roof, etc.) and wait for the storm to pass. As part of this report a flood evacuation route has been provided for the proposed Lidl Store in Kendal. It is intended that evacuation is undertaken before any major flooding occurs and should only be carried out when the emergency services advise that it is urgent and safe for site users to evacuate on their own. The main source of flooding is from the River Kent south of the site. An evacuation route must be the fastest and safest way out of flood zones 2 or 3. Kendal Station is located approximately 200m north of the site and has been identified as a suitable rendezvous point following evacuation. Two routes have been identified and are shown in Figure G2.

Evacuation route A is the most direct route to Kendal Station. Travelling this route should take approximately 4 minutes by foot. Instructions for this route are provided below:  Leave the site via Beezon Road, turning right as you leave the site;  Follow Beezon Rad and then turn left onto Station Road;  Follow Station Road, turning right to keep on Station Road, keeping left;  Turn left onto the small footpath just before the mini roundabout on Station Road. This will be signposted with directions to Kendal Station;  Follow the footpath until reaching Kendal Station. If Evacuation Route A is inaccessible an alternative route (Evacuation Route B) is also available. Travelling this route should take approximately 6 minutes by foot. Instructions for this route are provided below:  Leave the site via Beezon Road, turning right as you leave the site;  Follow Beezon Road and head straight, keeping on Beezon Road to pass through Station Road;  Follow Beezon Road and then turn left onto Wildman Street;  Follow Wildman Street and then turn left at the mini-roundabout onto Station Road, and then turn immediately right onto the small footpath up to Kendal Station (this will be signposted);  Follow the footpath until reaching Kendal Station.

It should be noted that flood water at even shallow depths can be difficult to walk through if velocity is high. If in doubt, evacuees should stay in an elevated position and call 101 for assistance. The estimated travel times are based on normal conditions, and so more time may be required in the case of an emergency. Thus, site users should familiarise themselves with the evacuation routes and act immediately when informed to evacuate. Travel times could be greatly reduced by travelling via a vehicle, compared to travelling by foot. However, this is not necessarily the fastest means of transport. Shallow currents can drift cars easily, thus site users should listen to the recommendation of the local authorities and choose their way to safety wisely. Furthermore, the indicated routes are based on the distance from the nearest safest point and might not reflect the safest route during an emergency situation. Site users should appreciate the condition of each route and always choose the safest and fastest route. G.8. Useful Contact Details

DRAIN SURVEY

Enviroguard visited site to carry out a drain survey regarding establishing drain location of surface and foul mains to and from the property.

All references can be found on the included layout plan for all the following information.

Surface Water Downspouts.

All downspouts from gutters on the front face of the building entrance lead into a 225 mm pipe, the start of this run is from a rodding point located top left front of store. This line continues downstream passing through MH4A and reaching MH4. Manhole 4A picks up all surface water, downspouts and Arco drainage in the garden centre part of the store. This all then leads away downstream upon where it enters MH5 From MH5 it leads downstream under the loading bay area of the store. This line under the store could not be surveyed due to the depth and large diameter of the pipe leading away from the manhole. There were no faults detected at the time of survey on this section.

Invert levels of pipes in these manholes.

MH4A= Invert level of the 225mm is 2.2 metres. MH4A= Invert level of the 225mm is 1.3 metres. MH5 Could Not be Established due to depth of chamber.

Carpark Drainage Including Arco Drainage.

Arco drainage from the pedestrian entrance to the store leads away to MH3B, this chamber also picks up the Arco drainage from parallel to the length of the front of store at the carpark. From MH3B this leads downstream to MH3 in a 225mm line. MH3 also picks up a section of Arco drainage to the right of the entrance to car park. Other connections to MH3 come from MH2 – MH1 down a 150 mm line picking up reaming Arco drainage in the top right of the carpark. MH3 then leads downstream in a 300 mm pipe under the garden area of the store, this line was surveyed to 22.560 metres upon where it was evident that it is holding water/blockage and could not pass.

Foul Drains.

All foul lines are at the rear of the store on Beezon Fields road.

The foul drain starts at Manhole14 picking up a connection from inside the store. This goes downstream in 110mm plastic to MH13 which receives a connection from inside the store, it was evident that this connection from the store into MH13 has a fault of a shattered bend at 1.2 metres internally. MH13 heads downstream in 110mm to MH12 located in the road. Manhole 12 is fed from an upstream line of 150mm in the road, this upstream line could only be surveyed up to 30 metres due to a blockage. Downstream from MH12 continues in 150mm to where it reaches MH11. From MH11 the line continues as 225mm upon it reaching the main foul sewer line in Beezon Fields Road.

Appendix I Sequential Test

I.1 Proposed Development The site comprises the existing Homebase Store at Beezon Road, Kendal, LA9 6EL. The grid refernece for the site is SD 51739 93156. The local authority for the site is the South Lakelands District Council (SLDC). The proposal is for conversion of the existing building to provide a new Lidl store with associated parking and facilities. A Flood Risk Assessment (FRA) has been prepared by Fairhurst in support of the proposed development. I.2 Flood Risk According to the Environment Agency’s Flood Map for Planning the site is partly located within Flood Zone 3. This means that the site is at risk from flooding during the 1 in 100 year (1% AEP) fluvial flood event, with flood risk sourced from the River Kent which is located to the south west of the site. The proposed development is classified as being a ‘less vulnerable’ development in accordance with Table 2 of the Flood Risk Vulnerability Classification of the Planning Practice Guidance that supports the National Planning Framework. A Sequential Test is therefore required in accordance with Table 3 of the Flood Risk Vulnerability and Flood Zone ‘Compatibility’ of the NPPF. A site specific FRA has been prepared by Fairhurst in support of the proposed development and concludes that the site is appropriate for development. I.3 Sequential Test The following sources of information were used in conjunction with mapping and site reports by ward to identify possible alternative sites for the development and to assess their suitability:  SLDC Strategic Housing Land Availability Assessment – Main Report (March 2009);  The Sites Database from the SLDC Employment Land Review (February 2012);  Online property search websites. Potential sites must be located within the Kendal area and be appropriate for the development of a new Lidl car park, including suitable space for car parking. All sites have been reviewed against constraints that may render a site unsuitable as an alternative. These include:  On site, physical problems/limitations;  Economic viability;  Potential impacts of the development to 3rd parties; and  Environmental conditions that would be experienced by potential site users.

The Environmental Agency’s flood map for planning (Rivers and Seas) has been used to assess flood risk to sites. In order to compare the alternative sites, the proposed site:  Has an area of approximately 0.8ha;  Is located in the town centre of Kendal, which is required for the proposed development’s use as a supermarket food store;  Is located on previously developed land that can be converted into the new Lidl store with limited demolition or construction requirements;  Is located partly in Flood Zone 3. A summary of alternative sites identified as part of the Sequential Test are provided in Table J1:

From this evaluation there are no sites that fit all the criteria to make the development viable in a different location. I.4 Conclusion There are no sequentially preferable sites available in lower flood risk areas without the constraints that meet the aims of the development. The proposed development provides wider sustainability benefits for the community that outweigh flood risk.

A site specific FRA has been undertaken to meet the second condition of the exceptions test, recommending that mitigation measures should be provided to ensure that the development is safe and will not increase flood risk elsewhere. The development passes the requirement of the sequential test and therefore is in accordance with the criteria for determining a planning application as detailed in 102 of the NPPF.
