A large clock tower is centered on the central block. The building occupies an entire city block, known as Hamilton Square, in the heart of Paterson's business district. The building is bounded by Ellison Street on the north, Washington

    City of Paterson City of Paterson 2015-2019 5 Year Strategic Plan This document includes Narrative Responses to specific questions that grantees of the Community Development Block Grant, HOME Investment Partnership, Housing Opportunities for People with AIDS and Emergency Shelter Grants Programs must respond to in order to be compliant with the Consolidated Planning Regulations. GENERAL Executive Summary The Executive Summary is required. Include the objectives and outcomes identified in the plan and an evaluation of past performance. 3-5 Year Strategic Plan Executive Summary: The City of Paterson’s 2015-2019 Consolidated Plan is a five-year plan mandated by the United States Department of Housing and Urban Development (HUD) and predicated upon its receipt of Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), Emergency Shelter Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) funds. This plan identifies the specific needs concerning affordable housing, homeownership, housing rehabilitation, and community development needs, such as: infrastructure, economic development and public service needs. The Strategic Plan element of this plan specifies the goals identified in the preparation of this plan and includes goals that the Consolidated Plan revolves around. The plan’s development includes a profile of the community and its economy, an assessment of housing and community development needs, and the development of long-range strategies to meet those needs. This five year plan which covers the period from July 1, 2015 through June 30, 2019, serves the following functions: • A planning document for the jurisdiction, which builds on a participatory process among citizens, organizations, businesses, and other stakeholders; • A submission for federal funds under HUD's formula grant programs for jurisdictions; • A strategy to be followed in carrying out HUD programs; and • A management tool for assessing performance and tracking results.

This document is disseminated under the sponsorship of the U.S. Department of Transportation in the interest of information exchange. The NJTPA is solely responsible for its contents. The study was managed by Passaic County in partnership with Essex County.
