Remarks: In connection with this seizure of smoking opium there is quoted below a translation of a report from the Governor of Kanagawa Prefecture, giving the results of an investigation in by the authorities of the Yokohama Water Police concerning the origin of the smoking opium in question: Yasu FUJIWARA, Stoker, Age 35. ”1. Date of Arrest of the above: 1 p.m., February 27,1936.

Clues Leading to the Arrest and Method of Arrest: The detectives of the Yokohama Water Police Station awaited the arrival of the TATSUTA MARU and arrested the above-mentioned five persons under suspicion upon hearing of their criminal offence.

”3. Facts of the Crime:

‘’Yasu FUJIWARA, a suspect, planned with Masanori NAGAI, a cook on the TATSUTA MARU, to gain large profits through an agreement to ship opium, in accordance with the request of one KUSUMOTO, who lives in Hong Kong, a British posses­ sion. The plan was to send it to the proprietor of the Café Minato, a Japanese residing in Honolulu, an American possession.

”4. Measures Taken: ’’The above-mentioned criminal offence having been de­ termined to be a fact, the above-mentioned five suspects were handed over to a guarantor on February 29, 1936, there being no fear of their escape. The documents relating to the affair were then forwarded to the Procurator’s Bureau of the Yokohama District Court on March 2, 1936. The Pro­ curator’s Bureau of the Yokohama District Court in turn transmitted the case to the Procurator’s Bureau of the Kobe District Court. - 4 -

”5. Massanori NAGAI, who is considered to be the chief • offender, was arrested on January 14, 1936, as the TATSUTA MARU was on the point of leaving for Japan, by the American authoritiesand is now serving a prison sentence."
