Those interested are welcome to contact the Clerk Pippa Winson for further information and/or to discuss what is involved in this post. Applications should be made in writing or by email, detailing the reasons why the applicant wishes to become a councillor and explaining what the applicant feels they can bring to the parish council. Eligibility for co-option is as follows: 18 years of age, and Either: Be a local government elector for the parish, or Be an occupier (owner or tenant) of land or premises in the parish for the previous 12 months, or Have their place of work in the parish for the previous 12 months, or Have resided in the parish for the previous 12 months, or Have resided within 3 miles of the parish boundary for the previous12 months. 3 your Wimbotsham November 2016 FENMAN BIKE SHOW This year’s show took place on bank holiday Monday 29th August. The superb weather attracted thousands of visitors on 2, 3, and 4 wheels. This years was our best year to date with 189 bikes entered in the show. Bike entries cover bikes ranging from pre -war (per 1939) to pre 1985 British and overseas. There were numerous catering and trade stalls as well as club stands and the fenman t -shirt stall. The winner of this year’s best in show was a 1923 BSA350L which was ridden to the show by Michael Boniface from Shouldham Thorpe. The best club stand was won by Airheads and the lady rider trophy went to Jo Drury also from Shouldham Thorpe. All the winners and photos of the bikes can be found on our web -site: www.fenmanclassic.co.uk Admission to the show only cost £4 per person with under 16's free and profit from the show going to local charities. Since the show's inception over £110,000 has been given away to various local charities and village amities which include the village school, Air Ambulance, British Red Cross, the village hall, the seat on the village green, St Johns and the village playing field with upkeep and monies to help buy the field for the village, to name just a few. But it’s not just the money we raise that helps the village and local groups it’s also the money that local groups raise such as the tea stall run by the village chapel and hog roast run by local round table. We have had a couple of years when the weather was not good to us so this year after paying all the bills and keeping some money for next year’s show we are happy to say that we will able to give several thousand pounds away to local charities. We th will be holding a presentation evening at the chequers on 13 November at 6.30pm to present the cheques. If anyone would like to attend please just turn up, we would love to see you there. This event could and would not take place without the hard work and dedication of a small number of volunteers and the organizers are appealing for extra help with the organizing or just some help on the day. This event is now one of East Anglia’s if the country’s biggest classic bike show and no small part of that is the setting. People come from all over the country to show and they love the fact that it’s not just another show in field or showground but it’s a village show. I am very pleased to advise that the applicaon to set up a zone in Napthans Lane was given final approval by Norfolk Trading Standards in August. The zone was launched on 23rd September with lamp- post signs put in place at the beginning and end of the road. Each household received an informaon pack containing: • A door scker announcing to callers that “the resident does not accept cold callers and requests they leave. Failure to comply with the request may constute an offence under the Consumer Protecon from Unfair Trading Regularons 2008.” • A Consumer Advice Fact Sheet giving advice on dealing with doorstep rogue traders and bogus callers, • A variety of leaflets about dealing with callers to the door, • Informaon on Norfolk Trading Standards and the Norfolk Trusted Trader Scheme, • A reporng prompt sheet. Addionally, those members who agreed to support our zone are advised of suspect acvity by email or a paper message. All our residents are asked to report incidences of cold calling or doorstep rogue traders or bogus callers on the following telephone number 03454 04 05 06 which is Norfolk County Council Trading Standards Service working in partnership with Consumer Direct. All informaon will be passed to Trading Standards. In emergency situaons residents should always dial 999. As in our road, once you start receiving cold callers, parcularly rogue traders the 6 your Wimbotsham November 2016 number of similar incidents rises. Reputable companies beginning a sales drive will usually check with Trading Standards on the roads with NCCZs in order to avoid contacng the residents in them. If you are experiencing regular cold calls, you can apply to set up a NCCZ in your road. Canvass your neighbours and find out if they would be interested. Trading Standards will give advice on how to start and will then write to each household. A road co-ordinator will be required to act as the main point of contact for Trading Standards. The scheme requires 75% of each road’s householders to confirm their support in wring. It is not illegal to cold call or, deliver leaflets but if you want to stop the door knockers, seng up a zone will be the acon to take. Knowing that their neighbours are all supporng the same aim gives residents the confidence to deal successfully with cold callers. This stops them from being targeted again and again and most importantly prevenng them from paying over the odds for work being offered. Those living alone or the vulnerable members of our village will always be able to obtain immediate advice on this telephone number 03454 04 05 06. Any member of the public can use this number whether you are a member of a zone or not.     STATUTORY INSTRUMENTS 2004 No. 418 HOUSING, ENGLAND The Housing (Right to Buy) (Designated Rural Areas and Designated Regions) (England) Order 2004 Made - - - - 20th February 2004 Laid before Parliament 25th February 2004 Coming into force - - 17th March 2004 The First Secretary of State, in exercise of the powers conferred upon him by sections 157(1)(c) and 3(a) of the Housing Act 1985(a) hereby makes the following Order: Citation, commencement and interpretation 1.—(1) This Order may be cited as the Housing (Right to Buy) (Designated Rural Areas and Designated Regions) (England) Order 2004 and shall come into force on 17th March 2004. (2) In this Order “the Act” means the Housing Act 1985. Designated rural areas 2. The areas specified in the Schedule are designated as rural areas for the purposes of section 157 of the Act. Designated regions 3.—(1) In relation to a dwelling-house which is situated in a rural area designated by article 2 and listed in Part 1 of the Schedule, the designated region for the purposes of section 157(3) of the Act shall be the district of Forest of Dean. (2) In relation to a dwelling-house which is situated in a rural area designated by article 2 and listed in Part 2 of the Schedule, the designated region for the purposes of section 157(3) of the Act shall be the district of Rochford.
