A Study of the Effectiveness of the United Nations Security Council Peter John Nadin A thesis submitted in fulfilment of the requirements for the degree of Doctor of Philosophy in the School of Humanities and Communication Arts, the University of Western Sydney April 2013 Abstract The Chinese idiom ‘paper tiger’ refers to something that is outwardly powerful, yet in reality ineffective. Many observers view the United Nations Security Council as the quintessential paper tiger – possessing limitless power – yet limited in the exercise of its power. Despite the application of these labels, no study has sought to establish a measure by which the Council’s effectiveness might be evaluated. This study seeks to bridge this gap in the current literature. The aim of this study is two-fold. Firstly, to build a measure by which the United Nations Security Council’s effectiveness can be evaluated. Secondly, to build a model, which can be used to explain the effectiveness/or ineffectiveness of the Council, in any given context. A range of empirical phenomena will be used to test these measures and theories. The empirical phenomena incorporated into this study, include the detailed cases of El Salvador and Sierra Leone, as well as the case study sketches of Iraq-Kuwait, Haiti, Mozambique, Somalia, Rwanda, Croatia, Timor-Leste, the Democratic Republic of the Congo, Darfur and DPRK (North Korea). The findings of this study indicate that the Council’s effectiveness is bound to the six elements of Council agency introduced in this study – those being legitimacy, Permanent Five (P-5) alignment, political will, resources, leadership and the Council-based solution (articulated through its resolutions). The findings derived from this research would be helpful in policy-making aimed at improving the effectiveness of the Council, as custodian of international peace and security. 2 Statement of Authenticity The work presented in this thesis is, to the best of my knowledge and belief, original except as acknowledged in the text. In the centre of the chamber hangs a mural, which depicts a phoenix rising from the ashes of the Second World War. Surrounding the image of the phoenix are scenes of hope for a new world devoid of conflict and human suffering. It is clear that both Arnstein Arneberg and Per Krohg sought to encapsulate, through the interiors, the expectations held for the Council. 1 Lofty expectations are, however, seldom met. How committed and capable do international observers perceive America to be in defending the international system it has anchored for decades? Few questions are more important to the effectiveness of American defense and national security policy. Credibility is a frustratingly intangible—yet utterly critical—quality in global affairs. It reflects the degree to which a country’s word is perceived to be its bond—the extent to which it is able and willing to make good on commitments undertaken and warnings delivered. If America’s credibility is strong, then adversaries will be deterred, allies will be reassured, and relative geopolitical stability will prevail. The Japanese Surrender and the Division of Korea in 1945: Why Japan Delayed its Surrender Leading to the Division of Korea Yông-ho Ch’oe* Throughout most of the Pacific War, Japan and the Soviet Union remained neutral. On August 8, 1945, the Soviet Union declared war against Japan, and on August 15, Japan surrendered. The war against Japan was fought almost exclusively by the United States alone. For a mere one week of the war, Russia became a belligerent power and moved into North Korea, forcing the United States to propose the division of Korea. By the end of 1944, the entire Japanese leadership, including the emperor, came to the full realization that Japan lost the war and should seek peace. With the surrender of Germany in early May 1945, even the war-hawks realized their irretrievable defeat. If Japan had reached out to the United States for peace, the war would have ended easily without the Soviet Union entering the war. This, Japan refused to do. Instead, Japan tried to seek out Russian assistance to end the war, in which Japan schemed to drive a wedge between the Soviet Union and the United States. This delayed Japan’s surrender, allowing the Soviets to enter into the war, which in turn resulted in the division of Korea.     COLD WAR INTERNATIONAL HISTORY PROJECT BULLETIN, ISSUE 12/13 243 New Evidence on the Cold War in Asia [Editors Note: With the following documents (and introductions), CWIHP continues its publication of critical new sources on the Cold War in Asia. In the first article, Vladislav Zubok (National Security Archive) introduces a remark- able set of conversations that took place between Soviet leader Nikita S. Khrushchev and his Chinese counterpart, Mao Zedong, in the summer of 1958 and the fall of 1959. The minutes of these conversations allow the reader to be a fly-on-the-wall in the wide-ranging and colorful discourse between the two communist giants at a pivotal moment in their relationshipduring the opening salvos of the Sino-Soviet split. The documents were obtained by Zubok and former CWIHP director David Wolff from the Volkogonov Papers at the Library of Congress (Washington, D.C.) in early 2000, following the opening of the papers to the public that January. Much like the rest of the Volkogonov Collection, these transcripts are fragments of a larger collection of documents on the communist summits, presumably located in the Presidential Archive of the Russian Federation in Moscow. Neither is the full set of the Russian records on the conversations between the two leaders available, nor has access been granted to all the supporting materials.
