This island has a dearth of places to locate almost any public service or general community need, like affordable housing, with- out running into problems related to zoning or safety or extreme neighbourhood concern. Need for a new hall to replace the one across from Centennial Park arises from a Fire Underwriters Survey report released in 2005. Access concerns and a $1 million price tag in upgrades (with now-outdated fi gures) to the current Ganges hall were cited in the report. Trustees found a 3.5-acre site where the Kings Lane bowling alley now sits, with the owners having accepted a $1.1-million offer from the fi re district. The amount is less than a market value appraisal and more than a BC Assessment valuation. Because a substantial expenditure of public funds is involved (and the actual building cost hasn’t even been addressed yet), adequate information and public discussion must be fl oated on the topic. When the district embarked on a fi re truck purchase three years ago, there was almost no public discourse on the topic until the last minute.
