South Africa's Defence Industry: A Template for Middle Powers? 1 Greg Mills and Martin Edmonds Introduction The South African arms industry employs today around half of its peak of 120,000 in the 1980s. A number of major South African defence producers have been bought out by Western-based companies, while a pending priva tisation process could see the sale of the 'Big Five'2 of the South African industry. This much might be expected of a sector that has its contemporary origins in the apartheid period of enforced isolation and self-sufficiency. -

THE ROYAL AIR FORCE AND KUWAIT Please return to the holder for other visitors. Introduction In January 1899 an agreement was reached between Kuwait and the United Kingdom. The United Kingdom agreed to pay an annual subsidy to Kuwait and take responsibility for its security. The Anglo-Ottoman Convention of 1913 con rmed Kuwait’s status as an autonomous region within the Ottoman Empire. The defeat and collapse of the Ottoman Empire at the end of World War One, however, led to an unstable situation. In 1920 border disputes led to warfare between Kuwaitis and the Ikhwan tribes from Nejd. At first it was the Ikhwan who were victorious but in October they raided Jahra and were defeated. Sheikh Salim al-Mubarak Al-Sabah of Kuwait claimed to be in control of all territory in a radius of 140 kilometres from the capital but Abdul Aziz ibn Abdul Rahman ibn Sa’ud claimed that the borders of Kuwait did not extend beyond the walls of its capital. The British Government, unwilling at first to intervene, confirmed that it recognised the borders laid down in the 1913 Convention. Eventually the British Government sent warships to protect the Kuwaiti capital and RAF aircraft dropped copies of a communique to the Ikhwan tribesmen. This helped create an uneasy truce between the two countries and established a no man’s land. The 1921 Cairo Conference, chaired by Winston Churchill, established Iraq as a kingdom under King Faisal within the British Mandate. The Royal Air Force was tasked with maintaining peace in the country; it took command with effect from 1 October 1922. -

The European colonisation of South Africa from 1652 was facilitated by the use of force. Boer commandos and British military regiments and volunteer units enforced the peace in outlying areas and fought against the indigenous population as did other colonial powers such as France in North Africa and Germany in German South West Africa, to name but a few. The period 1912 to 1945 is no exception, but with the difference that military force was used to suppress uprisings of white citizens as well. White industrial workers experienced this military suppression in 1907, 1913, 1914 and 1922 when they went on strike. Job insecurity and wages were the main causes of the strikes and militant actions from the strikers forced the government to use military force when the police failed to maintain law and order. -

Chapter 10 The SA Air Force: mandate, activities, main equipment and key personalities The SA Air Force (SAAF) is the second-oldest air force in the world. It was founded in 1920 by Sir Pierre van Ryneveld, a pioneer of aviation in South Africa. The world’s oldest air force, the Royal Air Force, was established two years previously, partly at the instigation of General Jan Smuts, then a member of the British War Cabinet. Australia’s Royal Australian Air Force is the third oldest and was also established in 1920. The SAAF is the second-most senior service in the SANDF. What is the mandate of the SAAF? To provide and manage the air defence capability of the Department of Defence on behalf of the DoD, thereby participating in the service to ensure: • The sovereignty and protection of the Republic's territorial integrity. • Compliance with the international obligations of the Republic to international bodies and states. In plainer language, the SAAF exists to defend South Africa’s airspace from unfriendly or unauthorised incursion, to support its sister services and to support government’s foreign and domestic policies. Vision The South African Air Force intends achieving the following ten strategic objectives by 2012: Declaration 1 The SA Air Force is able to maintain an affordable and sustainable balance between the structural elements of air power: Equipment, People, Doctrine – each element developed to its full potential and employed with maximum efficiency. Declaration 2 It can conduct all operations entrusted to it with an exceptional degree of dependability and skill. Declaration 3 It can afford its force design, sustain all required force preparation and force employment, and maintain high standards of aviation safety. -

(Photo: By courtesy. SA National Museum of Military History) Above: What was probably the first air attack in Africa took place in 1914, not long after the outbreak of the First World War. The attacker (and photographer) was a lone German piloting a small aircraft. The attacked were troops of the Transvaal Scottish, the Imperial Light Horse, the Pretoria Regiment and the Kaffrarian Rifles. They were camped in the hot South West African (now Namibian) desert at Tschaukaib, near Aus. The German South West African and East African campaigns, 1914-1916 Periodically, the Germans flew over the South African regiments and dropped Howitzer shells, each with a strip of torn sheeting attached to it with thin wire, to ensure that the shell landed nose first and exploded on target. A monkey unwittingly became the first African air raid siren. The monkey, a mascot of one regiment. would hear the aircraft long before any human ears picked up the sound and give warning by squealing and chattering excitedly. 'It was the first time I ever saw an air attack', Tommy Thompson told me. Tommy (Major C R Thompson, DFC) is one of South Africa's pioneer aviators. It's a far cry from the jumbo jets of today back down the years to the goggles and oil-spattered overalls of those pilots who learned to fly, not on beams or beacons or radio fixes, but by the seat of their pants. -

Airpower in the Union of South Africa's First World War Campaign In
Historia 62, 2, November 2017, pp 1-26 Airpower in the Union of South Africa’s First World War campaign in German South West Africa Antonio Garcia* Abstract During the Great War, aircraft were used primarily for reconnaissance and artillery spotting. The Union of South Africa’s First World War campaign in German South West Africa (GSWA) allowed for South Africa’s first employment of military aeroplanes in conventional warfare. The creation and employment of the South African Aviation Corps (SAAC) within the Union Defence Force (UDF) provided ground forces with a substantial force multiplier in terms of forward reconnaissance. The aerial reconnaissance allowed General Louis Botha and his subordinate commanders to gain a better understanding of the tactical picture and facilitated the battle concept. This paper discusses the role and impact of aerial operations during the GSWA campaign. The campaign was characterised by sweeping envelopments which were executed by the Union’s commandos. During the latter part of the campaign aeroplanes provided the UDF with intelligence in terms of the location and concentration of German forces, which assisted in their final encirclement. In reality they impersonated a defence system without substance and an actual siphon of Australia’s military resources towards their own ends while offering only a potentially high-risk strategic alliance that helped bring Australia to the brink of disaster. As just one outcome on 18 January 1942, over two months after the Japanese air attack on the American naval base at Pearl Harbor, less than half a squadron of Royal Australian Air Force (RAAF) Wirraway lightly armed training planes alighted from an airstrip at Rabaul on New Britain ostensibly to intercept a Japanese naval air armada of over one hundred modern military aircraft, the outcome of which was a national tragedy. The Australian-made and manned Wirraways were shot from the sky or crash-landed with the loss of most of their crews. -

U.S. Strategic Support for South Africa I must begin with the confession that like the South Africans themselves, I have found it impossible to stay entirely within South African borders in considering the nature and extent of U.S. strategic support for South Africa. There has been much recent talk about the Vorster regime's accelerating thrust into independent Africa, but even before she embarked on this tentative foray into Africa, South Africa had built a close-knit all1- . ance with the other two white-supremacist governments of Portugal and Rhodesia and had created a solid Southern Bloc, aptly dubbed by some "the unholy alliance. 1I This bloc in volves tremendous economic and military co-operation. There is heavy South African cor porate investment in Angola and Mozambique and the South Africans and Portuguese have em barked jOintly on two major hydro-electric schemes - Kunene on the West, Cabora Bassa in the East - both schemes clearly designed to consolidate white control of the areas. South Africa is determined to maintain the Portuguese presence in Africa, for if colonial rule collapses in Angola and Mozambique, South Africa will have a huge difficult horseshoe bor der to defend. Thus, while both Portugal and South Africa normally maintain tightlipped silence about the extent of their military co-operation, it is well known that South Afri can helicopters and airplanes have frequently been involved in Angola in missions involv ing the use of napalm and defoliants. -

The signing, in October 2012, formalises Australia’s participation in the development of the Increment 3 P-8A Aircraft and marks Australia’s continued commitment to the $5 billion project to acquire a new manned Maritime Patrol Aircraft in 2019. Following the removal of the 105mm Gun /Howitzer from both Regular and Reserve Units this year and replacing them with M777 155mm Gun Howitzers and F2 81mm Mortars respectively (Yes, only Mortars in use with the Army Reserve) the Army’s firepower is to be updated now that First Pass approval has been given by the Government for Defence to investigate replacement of the Army’s aged F2 81mm mortar system under LAND 136 Phase 1 (Land Force Mortar Replacement), cost- capped at $100 million.
