NATIONAL COMMITTEE ACTIVITIES AND FUNDING: In 2012 two meetings of the Austrian National Committee for MAB took place. The managers of the Austrian biosphere reserves (BRs) joined the meetings and reported about activities in their area and discussed future research strategies with the committee members. One of the meetings was held as a two-day event in the Biosphere Reserve “Großes Walsertal” including consultations with high-level politicians stake-holder and inspections of community projects. For the year 2012 the total funding for MAB, provided by the Austrian Ministry for Science and Research, was EURO 150.000,- = US$ 195.276,-1 1 Exchange rate per 04/03/2013 This funding was entirely used for research projects. 2. FUNDING CONTRIBUTION TO UNESCO MAB Young Scientist Awards: In response to the need expressed by the MAB International Co-ordinating Council (MAB-ICC) regarding mobilization of extra-budgetary funding in context of the MAB Young Scientist Award Scheme, particularly to raise the number of awards the Austrian National Committee for MAB decided to contribute the amount of US$ 10,000 to finance two additional MAB Young Scientists Research Awards for the year 2012. 3. CURRENT STATUS OF BIOSPHERE RESERVES IN AUSTRIA: The implementation of the BR Wienerwald in June 2005 has triggered a current boom of the biosphere reserve idea in Austria. Both the National Committee and the biosphere 1 reserve managers of the three Austrian “second generation” biosphere reserves have actively contributed to implement the Madrid Action Plan. Approved: 7 areas In accordance with Seville Strategy: 3 sites In Western Austria, reaching from mountain river alluvia, mountain farmlands to high alpine peaks; this parks is designed and implemented according to the Großes Walsertal Seville Strategy. The periodic review report has recently been accepted by the (approved 2000) Advisory Committee. The Advisory Committee recommended that the site is considered as a model site which practices should be shared within the World Network of Biosphere Reserves. The Vienna Woods are the largest contiguous area of deciduous woodland in Wienerwald Central Europe. The area is situated in close vicinity to the city of Vienna. The (approved 2005) location of such a large area of woodland on the outskirts of a major city is unique. The area consists of a representative example of inner-alpine landscapes with Salzburger Lungau und high mountains and deep valleys. The reagion is a cultural landscape far Kärntner Nockberge removed from large conurbations and major traffic routes. A large part of the (approved 2012) agricultural land consists of alpine meadows and pastures, and the specialties of the region – most of them organic – are of a high quality. First generation biosphere reserves: 4 sites Alluvial area of the Danube near Vienna, now part of the “Nationalpark Donau- Auen”. Since decades this “first generation” BR is a very active research site. Lobau Triggered by plans of the City of Vienna to build a new housing area for (approved 1977) thousands of people in the vicinity of the area discussions about a re-design of the BR Lobau have started. An extensive cross-border lake shared by Austria and Hungary. Three research Neusiedlersee projects dedicated to the re-design of this “first generation” BR were (approved 1977) undertaken in the past years. Gossenköllesee Small lake in the high alpine region of the Tyrolean Stubaier Alps and the (approved 1977) world´s smallest BR. A transect zone in the Ötztaler Alps, reaching from timberline to the nival zone. Gurgler Kamm Triggered by discussion in the MAB committee to drop the BR Gurgler Kamm (approved 1977) from the WNBR the management has launched a feasibility study for a re- zonation of the BR. In planning stage: one area Drava alluvia; trans-boundary biosphere reserve (Austria, Slovenia, Croatia, Danube/Drava/Mura Hungary, Serbia). The Austrian MAB Committee is actively involved in the international Coordination Board. Planning in statu nascendi (regions suitable for implementation of a biosphere reserve): six areas Dürrenstein/Ötscherland Kalkalpen These areas are mountain regions of „Alpine“ character in different parts of Koralm Austria. Like Großes Walsertal these regions are suffering from a lack of good Tennengebirge winter tourism opportunities. Karwendel Kalkalpen/Gesäuse Wachau Part of the Danube valley in Lower Austria; important wine-making region The area situated in the western part of Upper Austria is the largest part of the Sauwald Bohemian Massif south of the Danube. At present, in four Austrian pre-Seville sites UNESCO´s international guidelines (Seville Strategy, Madrid Action Plan) are implemented insufficiently. The Austrian MAB Committee has recognized this critical situation and implemented “National Criteria for biosphere reserves in Austria” in 2006, thereby allowing a five-year transition period for the currently existing “first-generation” sites. At the same time, the National Committee started “re-design” initiatives (e.g. in the biosphere reserves “Neusiedler See”, Lobau and “Gurgler Kamm”) to transform its “first-generation” sites into modern Seville-style biosphere reserves. 2 In December 2012 the MAB Committee has sent a letter to the Governments of the federal Provinces Tyrol, Vienna and Burgenland to inform them officially about the current status of the modernization progress of the WNBR. The Committee has set a deadline until April 2013 to receive detailed information about intentions, chances and timelines to upgrade the respective “first generation” biosphere reserves from the relevant provincial governments. 4. CURRENT RESEARCH PROJECTS WITHIN THE FRAMEWORK OF MAB: According to the research agenda for the Austrian MAB Programme, and in response to the priorities set by the International MAB Council, the Austrian National MAB-Committee has focused its research activities predominantly on the needs of the biosphere reserves in Austria. However, to deepen the involvement of Austrian expertise in international MAB research, the MAB national committee has started funding international research cooperations with BRs and BR projects in foreign countries.
