(It is identified as broalg042019rep in the pdf document). At the December 2018 meeting, the Panel concluded that 6 of the 82 brown algae-derived ingredients are safe in cosmetics in the present practices of use and concentration described in the safety assessment. These ingredients include Alaria Esculenta Extract, Laminaria Digitata Extract, Laminaria Saccharina Extract, Macrocystis Pyrifera (Kelp) Extract, Undaria Pinnatifida Extract, and Undaria Pinnatifida Cell Culture Extract. The Panel came to this conclusion by assessing the systemic toxicity potential (either in repeated dose studies or GRAS status/use in food) and sensitization data of the ingredients. The Panel concluded that the data are insufficient to determine the safety of the remaining ingredients under the intended conditions of use in cosmetic formulations. In order to analyze the safety of these remaining ingredients, the following data are needed: • Systemic toxicity data • Sensitization data Although this safety assessment includes 82 brown algae-derived ingredients, it should be noted that several of these ingredients appear to be equivalent based on the accepted scientific name, as given in the definition by the wINCI Dictionary. Accordingly, the total number of distinct cosmetic ingredients is 74. Table 1 in the report has been updated to include all 82 ingredients, along with their respective synonymous names. This table can be found in the packet as broalg042019data16. Comments provided by the Council before and after the December meeting on the Tentative Report have been addressed (broalg042019pcpc1, broalg042019pcpc2, broalg042019pcpc3, and broalg042019pcpc4). Comments received from the CIR SSC (broalg042019pcpc2) suggest that “knowing the major constituents of an ingredient should also be a route to a safe conclusion.” Does the Panel agree with this suggestion? If this suggestion is accepted, then it is important to emphasize that the conclusion applies to the material as described in the CIR safety assessment. In addition, the flow chart (broalg042019flow), updated data profile (broalg042019prof), 2019 VCRP data (broalg042019FDA), minutes (broalg042019min), history (broalg042109hist), and search strategy (broalg042019strat), have been included in this packet. The Panel should carefully consider the Abstract, Discussion, and data presented in this report. If the Panel determines that the information that was received since the Tentative Report was issued satisfies the data needs for additional ingredients, then those ingredients should be identified, and a revised Tentative Report should be issued. December 2018: the Panel reviews the draft tentative report; issues a safe as used conclusion for 6 of the 82 ingredients, and insufficient conclusion for the remaining ingredients. The Panel requested systemic toxicity data and sensitization data for these remaining ingredients January/February 2019:

Abstract The brown seaweed Fucus vesiculosus (Fucales, Fucaceae) was screened for its protective activity using doxo- rubicin-induced DNA damage in human lymphocytes. In this study, we assessed the genotoxic and antigenotoxic potential of three different concentrations (0.25, 0.5 and 1.0 mg mL-1)ofF. vesiculosus aqueous extract using the chromosome aberration and Comet assays. Treatment of human lymphocyte cultures with 0.25, 0.5 and 1.0 mg mL-1 F. vesiculosus aqueous extract had no effect on the chromosome aberration frequency or on the extent of DNA dam- age detected by the Comet assay. The antigenotoxic effects of the extract were tested in human lymphocyte cultures treated with 15 μgmL-1 of doxorubicin, either alone or combined with the different concentrations of the extract, which was added to the cultures before, simultaneously with or after the doxorubicin. Only when lymphocytes were pre-treated with extract there was a reduction in doxorubicin-induced chromosome aberrations and DNA damage as detected by the Comet assay.

Isle of Man IM9 6JA, United Kingdom ABSTRACT: In order to investigate the effect of density on Fucus vesjculosus L. at all stages of its development, 2 experiments were carried out. A culture study in the laboratory found that increased density resulted in depressed growth and a negatively skewed population structure during the first month in the lives of freshly settled germlings. Intraspecific competition acts even at this early stage, and the limiting factor was probably nutrients. 'Two-sided' ('resource depletion') competition and an early scramble phase of growth may explain negative skewness in plant sizes. On the shore experi- mental thinning by reduction of the canopy resulted in increased macrorecruitment (apparent density) from a bank of microscopic plants which must have been present for some time. With increased thinning more macrorecruits loined the remaining plants, making population size structures highly posit~velyskewed. Thinning had no effect on reproduction In terms of the portion of biomass as repro- ductive tissue. Manipulative weedlng allows an assessment of the potent~alspore bank in seasonally reproductive seaweeds and revealed that there are always replacement plants in reserve to compen- sate for canopy losses. In E vesiculosus the performance of individuals early on is crucial to their sub- sequent survival to reproductive stage, as neighbours are generally competitively harmful. However, a failure to 'win' early on may not necessarily result in the ending of a small plant's life - the 'seed' bank still offers the individual a slim chance of survival and protects the population from harmful stochastic events KEY WORDS: Culture .

Box 475, West Boothbay Harbor, Maine 04575 USA In this paper, I review what is currently known of phylogenetic relationships of heterokont and haptophyte algae. Heterokont algae are a monophyletic group that is classi®ed into 17 classes and represents a diverse group of marine, freshwater, and terrestrial algae. Classes are distinguished by morphology, chloroplast pigments, ultrastructural features, and gene sequence data. Electron microscopy and molecular biology have contributed signi®cantly to our understanding of their evolutionary relationships, but even today class relationships are poorly understood. Haptophyte algae are a second monophyletic group that consists of two classes of predominately marine phytoplankton. The closest relatives of the haptophytes are currently unknown, but recent evidence indicates they may be part of a large assemblage (chromalveolates) that includes heterokont algae and other stramenopiles, alveolates, and cryptophytes. Heter- okont and haptophyte algae are important primary producers in aquatic habitats, and they are probably the primary carbon source for petroleum products (crude oil, natural gas). Red abalone supported a socioeconomically important recreational fishery during this study (which was closed in 2018) and red sea urchins support an important commercial fishery. Both red sea urchins and red abalone feed on the same macroalgae (including Pterygophora californica, Laminaria setchellii, Stephanocystis osmundacea, Costaria costata, Alaria marginata, Nereocystis leutkeana), and a low abundance of this food source during the period of this project may have created a highly competitive environment for urchins and abalone. Evidence that suggests competition between red abalone and red sea urchins can be seen within data collected during the years of this study (2014-2016): a significantly higher red sea urchin density, concomitant with a significantly lower red abalone density, was observed within areas closed to commercial sea urchin harvest (in MPAs) compared to nearby reference areas open to sea urchin harvest.
