MICHIGAN STRATEGIC FUND MEMORANDUM DATE: March 12, 2021 TO: The Honorable Gretchen Whitmer, Governor of Michigan Members of the Michigan Legislature FROM: Mark Burton, President, Michigan Strategic Fund SUBJECT: FY 2020 MSF/MEDC Annual Report The Michigan Strategic Fund (MSF) is required to submit an annual report to the Governor and the Michigan Legislature summarizing activities and program spending for the previous fiscal year. This requirement is contained within the Michigan Strategic Fund Act (Public Act 270 of 1984) and budget boilerplate. Attached you will find the annual report for the MSF and the Michigan Economic Development Corporation (MEDC) as required in by Section 1004 of Public Act 166 of 2020 as well as the consolidated MSF Act reporting requirements found in Section 125.2009 of the MSF Act. Additionally, you will find an executive summary at the forefront of the report that provides a year-in-review snapshot of activities, including COVID-19 relief programs to support Michigan businesses and communities. To further consolidate legislative reporting, the attachment includes the following budget boilerplate reports: • Michigan Business Development Program and Michigan Community Revitalization Program amendments (Section 1006) • Corporate budget, revenue, expenditures/activities and state vs. corporate FTEs (Section 1007) • Jobs for Michigan Investment Fund (Section 1010) • Michigan Film incentives status (Section 1032) • Michigan Film & Digital Media Office activities ( Section 1033) • Business incubators and accelerators annual report (Section 1034) The following programs are not included in the FY 2020 report: • The Community College Skilled Trades Equipment Program was created in 2015 to provide funding to community colleges to purchase equipment required for educational programs in high-wage, high-skill, and high-demand occupations. -

Power Resale Value Awards were presented to automotive manufacturers today, recognizing the best resale value across 24 model-level vehicle segments. “This marks the first time J.D. As a European premiere Bugatti is showing the sixth and final model of its Edition „Les Légendes de Bugatti“ at the Volkswagen Group Night on the eve of the Paris Motor Show, Mondial de l’Automobile Paris. It is dedicated to Ettore Bugatti, founder and patron of the brand. At the same time Bugatti is celebrating the successful completion of its Legends Edition. Only three vehicles per model will be built. All 18 vehicles were sold out even before the final model was unveiled. With this edition Bugatti honors important personalities and cars in its company history. One year ago, the super sports car manufacturer presented the Legends model “Jean-Pierre Wimille” in California to inaugurate the series. The “Jean Bugatti” then followed at the IAA in Frankfurt and the “Meo Costantini“ at the Dubai Motorshow. Continuing the series, this year saw the world première of the “Rembrandt Bugatti” at the Automobile Salon in Geneva and “Black Bess” at Auto China in Peking. Press Release October 14, 2018 The Mondial Paris Motor Show 2018: over one million participants! Once again, the public has largely taken part in the 120 th anniversary of the Mondial Paris Motor Show 2018. In spite of a shorter duration of the Show -from 16 to 11 days - the Mondial has gathered 1 068 194 participants. It remains the most visited automobile event in the World, largely ahead of the IAA in Frankfurt (810,000 visitors in 2017) and the Geneva Show (660,000 visitors in 2018). A revisited Paris Motor Show bringing together automobiles, motorcycles, mobility, tech and events organised beyond the walls of the Porte de Versailles. With these new events organised beyond the walls of the Porte de Versailles - such as the 120 th anniversary parade and the place de la Concorde test-drive center- the Mondial has managed to outgrow the traditional format of an automobile show. We therefore needed a very versatile tool that would allow us to play with light and images on a big, white cloth “at the start of the show and on the cars later on. I immediately thought of the DML. Martin Kuhn, production manager ” Motor shows can make or break the annual sales of a car manufacturer. Carmakers, therefore, pull out all the stops to showcase their brand to best effect at major motor shows like Paris, Frankfurt or Geneva. Audi, Saab, Skoda, Volkswagen, Ford, LandRover, Jaguar: they all relied on Barco technology to stand out from the competition during the Paris Motor Show 2010. Production manager Martin Kuhn chose the Barco DML-1200 on the preview night of the Volkswagen Group. Creative Technology Germany used Barco’s indoor LED solutions (NX-4, NX-6, ILite 6 BK and OLite) at its customers’ exhibition booths and during press conferences. So that visitors not only got a sneak peek at the new cars but also admired the LED and lighting solutions that Barco has in store… An impressive showcase for Barco’s indoor LED and lighting innovations ‘The Future, Now’ was the motto of the 2010 Paris Motor show, one of the biggest motor shows worldwide. 1,263,467 visitors travelled to Paris in October to get a preview of the new cars on the planet.
