1 Introduction Non-technical summary of Environmental and Social Action Plan (ESAP) shall be disclosed by Energoatom with the aim to provide detail information to the parties which have impact of the implementation of Complex (consolidated) Safety Upgrade Program of Power Units of Plants (CCSUP) and the parties which are interested in CCSUP implementation, including environmental and social aspects.

The Non-technical summary is elaborated in accordance with the provisions of the document Environmental and Social Policy, EBRD, 2008, in particular, in line with the Performance Requirements PR1: Environmental and Social Appraisal and Management and PR10: Information Disclosure and Stakeholder Engagement, based on the best world practice.

The Non-technical summary was prepared with the support of the experts of PMU Consultant - consortium of the companies AJC Developpement and EDF (France).

1.1 Terms State Enterprise National Nuclear Energy Generating Company Energoatom Energoatom International Financial Institutions (European Bank for Reconstruction Lenders and Development - EBRD, European Atomic Energy Community - Euratom), engaged in the financing of the Project International Consultant for the implementation of the Project which PMU Consultant was selected by Energoatom in accordance with EBRD procedures. 1.3 Initial information on CCSUP and ESAP The aim of CCSUP is to implement the long-term state strategies of nuclear power units safety upgrade in order to: - Eliminate design inconsistencies of operating NPPs with modern national nuclear and radiation safety regulations, rules and standards or decrease the impact of these inconsistencies on safety through the implementation of compensate measures; - Fulfil recommendations of IAEA, WANO and other international institutions in regard to Ukraine NPPs safety upgrade; - Fulfil obligations in implementation of "Safety Upgrade Package" ("upgrade package") in line with the Agreement on financing between the and EU of 10.05.2011; - At all operating power units achieve the safety level which meets international requirements.

CCSUP was approved through the resolution of the Cabinet of Ministers of Ukraine №1270 of 07.12.2011 and is being implemented since the beginning of 2012. Consolidated CCSUP measures, their lists according to the power unit types, as well as the cards for each CCSUP measure are published on the official web-site of Energoatom in the language of the original. http://www.energoatom.kiev.ua/ua/actvts/integrated_security_program/

With the objective to meet the requirements for environmental protection and ecological safety, prior to CCSUP approval its Ecological Assessment (EA) was performed. EA was prepared in line with the national legislation and international conventions, ratified by Ukraine, as well as in accordance with the best international environmental and social principals in regard to the projects financed by the international financial institutions (including the requirements of EBRD and EU).

Ecological Assessment of CCSUP was performed during 2011 by the company "Poyry" (France) with the support of the Ukrainian Center of Environmental and Water Projects and Ltd. "AESKAR" (Ukraine). Relevant organizational and reporting documents, prepared in Ukrainian and in English, published on the web-site of Energoatom under the above mentioned link, are as follows: - Scoping Study Report, Energoatom, Kyiv, 2011; - Stakeholder Engagement Plan (SEP), Energoatom, Kyiv 2011; - Ecological Assessment Report: Summary for the Public. Energoatom, Kyiv 2011; - Ecological Assessment Report: Main Report, Energoatom, Kyiv 2012 and others. In accordance with the EA conclusions, the expected short- and long-term impact of CCSUP on the environment, social and man-made environment in the local as well as in the transboundary context is forecast as positive due to the implementation of actions in reduction of risks and mitigation of consequences of potential accidents at NPPs. Financing of CCSUP measures is foreseen through own funds of Energoatom, loan proceeds of EBRD, Euratom and other banks. Loan Agreements with EBRD and Euratom were signed on 25.03.2013 and 31.07.2013 accordingly. Guarantee Agreement (Ukraine: Complex (consolidated) Safety Upgrade Program of Power Units of Nuclear Power Plants) between Ukraine and EBRD was ratified on 15.05.2014.

In accordance with the EBRD Environmental and Social Policy aimed at the assurance of the sustainable social development, Environmental and Social Action Plan (ESAP) was elaborated as a part of the Loan Agreement of 25.03.2013, which is to be performed by Energoatom along the whole CCSUP implementation.

Current document is the Non-technical summary of ESAP, aimed at informing the wide audience regarding the scheduled environmental and social actions.

2 Non-technical summary of ESAP 2.1 Main areas and the structure of ESAP actions ESAP covers the activity of Energoatom in the following issues (Figure 1): - Environment protection (ecology); - Health and Labour Safety; - Social policy regarding personnel (own and contractors' personnel); - Social policy regarding population; - Public relations; - Radioactive Waste (RW) Management; - Emergency preparedness; - Preparation for decommissioning.

All foreseen ESAP actions are structured according to the following sections: - Environmental, health and safety management; - NPPs; - Other actions and requirements. 2.2 Actions in environmental, health and safety management Regarding environmental, health and safety management, the CCSUP foresees, in particular, the following actions: - Implement recommendations of the Ecological Assessment Report; - Perform the next Ecological assessments (every 5 years); - Perform the audits of environmental, health and safety management systems (every 3 years); - Improve the management structure of Environment, Health and Safety and Social issues (EHSS) in Energoatom; - Certify the Environmental Management System to conform with the requirements of the international standard ISO-14001; - Certify the Health and Safety Management System to conform with the international standard OHSAS -18001; - Improve EHSS monitoring and disclose its findings; - Improve the management structure and the procedures of public relations; - Future development of management and monitoring system of the specialists preparation status to work in the field as well as the advanced training; - Keep registration and monitoring system of conformity with licenses and permits in EHSS up-to-date; - For any major project, that could have a material transboundary impacts, work with authorities to ensure there are proper government-to-government consultations in compliance with the Convention on Environmental Impact Assessment in a Transboundary Context (Espoo Convention) and keep accurate records of all notifications, consultation and information disclosure; - Disclose the information in the form of non-technical summaries for wide audience regarding the safety status, environmental and social activities regarding NPP operation and extension of their operation license; - Carry out EIA for all new investment projects of Energoatom for which EIA is required in line with the international covenants, ratified by Ukraine, in particular The Espoo Convention and The Aarhus Convention, national laws of Ukraine and the EU Environmental Impact Assessment Directive; - Cooperate with authorized state bodies regarding the investment projects of Energoatom which may have transboundary impacts, to ensure proper intergovernmental consultations regarding The Espoo Convention; - Unify the procedures of SEP elaboration and EIA development for all new investment projects of Energoatom; - Timely revise the Social Development Program of Energoatom; - Improve processing of grievances from citizens and other stakeholders including the recording and disclosure of the summarised results; - Elaborate and disclose the Resettlement and Livelihood Restoration Policy (RLRP) as the basis to ensure compensations if the additional planning of land use for any site is needed, and implement RLRP if necessary; - implement installations for RW processing in line with the Complex Radioactive Waste Management Program of Energoatom for the period 2012-2016, approved by SNRIU;

- Cooperate with authorized state bodies regarding the international exchange of environmental and radio ecological monitoring data in line with the international covenants, ratified by Ukraine, as well as perform the annual reporting to the Lenders under all mentioned aspects. 2.3 Actions at NPPs Regarding the actions at NPP sites, CCSUP foresees, in particular, the following actions: - Unconditional conformity with the principle of non-exceedance of admissible doses of irradiation of personnel and population; - Further optimization of irradiation levels; - Performance of the current monitoring of NPPs impact on the environment and improvement of monitoring systems and procedures; - Disclosure of the current monitoring results; - Evaluation of impacts and planning of the activity in environment protection, protection of population and personnel in line with the requirements of the law regarding new investment facilities, - Elaboration and distribution of training materials regarding NPPs safety, safe behaviour at the sites and near NPPs, environmental awareness of stakeholders; - Planning and implementation of actions in health protection and labour safety, including analysis of hazards, identification and management of risks; - Improvement of training procedures to use personal protection equipment at NPPs, equipping the personnel with them and monitoring of their use, as well as annual reporting to the Lenders under all mentioned aspects.

2.4 Other actions and requirements Other foreseen ESAP actions and requirements include the following ones, in particular: - Engagement of the environmental and social experts as a part of PMU Consultant to provide support to Energoatom with EHSS during CCSUP implementation; - Assessment of the EHSS activities implementation, independent from Energoatom, by these experts, as well as by the environmental and social experts of the Lenders Monitoring Consultant; - Improvement of the Corporate Social Responsibility system of Energoatom; - Improvement of the Early Warning System of stakeholders in case of incidents and accidents at NPPs; - Accumulation and target use of funds for RW management, as well as quarterly and/or annual reporting to the Lenders under all mentioned aspects.
