(2) In order to reduce the administrative burden on aircraft operators, Directive 2003/87/EC provides for one Member State to be responsible for each aircraft operator. Article 18a(1) and (2) of Directive 2003/87/EC contains the provisions governing the assignment of each aircraft operator to its administering Member State. The list of aircraft operators and their administering Member States (hereinafter "the list") should ensure that each operator knows which Member State it will be regulated by and that Member States are clear on which operators they should regulate.

This marks the conclusion of 40 years of service and some 100,000 flight hours with the Austrian Army. The Bell, and the Alouette III also operated by the Bundesheer, was used extensively on the early Schengen Treaty border flights.     Investigation into the accident of Richard Hammond Accident involving RICHARD HAMMOND (RH) On 20 SEPTEMBER 2006 At Elvington Airfield, Halifax Way, Elvington YO41 4AU SUMMARY 1. The BBC Top Gear programme production team had arranged for Richard Hammond (RH) to drive Primetime Land Speed Engineering’s Vampire jet car at Elvington Airfield, near York, on Wednesday 20th September 2006. Vampire, driven by Colin Fallows (CF), was the current holder of the Outright British Land Speed record at 300.3 mph. 2. Runs were to be carried out in only one direction along a pre-set course on the Elvington runway. Vampire’s speed was to be recorded using GPS satellite telemetry. The intention was to record the maximum speed, not to measure an average speed over a measured course, and for RH to describe how it felt. 3. During the Wednesday morning RH was instructed how to drive Vampire by Primetime’s principals, Mark Newby (MN) and CF. Starting at about 1 p.m., he completed a series of 6 runs with increasing jet power and at increasing speed. The jet afterburner was used on runs 4 to 6, but runs 4 and 5 were intentionally aborted early. 4. The 6th run took place at just before 5 p.m. and a maximum speed of 314 mph was achieved. This speed was not disclosed to RH. 5. Although the shoot was scheduled to end at 5 p.m., it was decided to apply for an extension to 5:30 p.m. to allow for one final run to secure more TV footage of Vampire running with the after burner lit.

The Initial Site Identification Process Wiltshire Air Ambulance Charitable Trust (WAACT) commenced its search for a suitable location for its ‘New Home’ in July 2014 when it became clear that it would no longer be tenable for the operation to remain at the Police Headquarters in Devizes. Initial site identification was conducted on the basis that all types of site would initially be considered and that, as the selection criteria emerged, the list of potential locations would be progressively condensed to those that reflected the capacity to accommodate the actual operational needs and aspirations of WAACT. It had always been a key requirement that all WAACT activities would be co-located to the same site and that any potential site would need to accommodate this broad mix of uses without compromise. The types of site that were considered include: a) Military sites Wiltshire has a large number of sites under the control of the Ministry of Defence (typically RAF or Army bases). Some Air Ambulances do operate from MOD controlled bases but co-locating within a military establishment does curtail the abilities of the service in regard of charity activities and operational tasking. From the onset of the process it was considered that any potential military site must enable: i. WAACT to have priority in terms of flying operations such that continuity of the effective emergency provision could be maintained. ii. WAACT to have unfettered public access without the normal MOD security control.

    Prior compliance list of aircraft operators specifying the administering Member State for each aircraft operator – June 2014 Inclusion in the prior compliance list allows aircraft operators to know which Member State will most likely be attributed to them as their administering Member State so they can get in contact with the competent authority of that Member State to discuss the requirements and the next steps. M.R. de Graef STT 64 Betrouwbaarheid van technische systemen De Stichting Toekomstbeeld der Techniek (STT) is in 1968 opgericht door het Koninklijk Instituut van Ingenieurs en is in 2001 gefuseerd met BEWETON. Het werk van STT bestaat voornamelijk uit het uitvoeren van verkenningen op het grensvlak van techniek en samenleving. Door het stimuleren en faciliteren van de kennisuitwisseling tussen mensen van uiteenlopende achtergronden en expertise wordt een brede visie ontwikkeld. Dit proces van ‘kennisfusie’ is een belangrijk doel van de verkenningen van STT. Het tastbare resultaat is een boek waarin de bevindingen worden vastgelegd.
