The Directorate of Economics & Statistics executed the gigantic operation throughout the state in collaboration with all block/urban level functionaries during 2013 to April 2014. The Sixth Economic Census used Enumeration Blocks (EBs) of Population Census 2011 of both rural and urban areas .This survey collected information from all establishments (excluding crop production, plantation, public administration, and defence and compulsory social security) whether it is big or small or in the private or public sector. For the first time, this survey collected information from Handicraft/handloom establishments, proprietary establishments owned by women and their source of finance etc. were identified separately and the information on number of persons working therein. This report is based on the information tabulated from the data contained in the “House and Establishment Listing Schedule 6A” I express my sincere thanks to the officials of Central Statistical Office and MOS&PI for their whole hearted support and guidance. Further I express my thanks to all the state ,district and block level officers and staff for their valuable participation in executing the sixth EC in Odisha .I also extend my sincere thanks and appreciation to all the members of the State Level Steering Committee and District Level Monitoring Committee for their cooperation in making the survey successful. Out of total non-agricultural establishments in Odisha, 72.97% located in rural area & 27.03% located in urban area. 83.62% of the total employment has been generated through non- agricultural establishments in Odisha. Average employment per Non-agricultural establishments in Odisha, was 2 to 3 persons. Total number of handicraft/handloom establishments in Odisha is 146138, out of which 88.70% are located in rural area. Percentage share of handicraft/handloom establishments without hired worker is 89.11% in rural Odisha and 76.02% in urban Odisha. Whereas, percentage share of handicraft/handloom establishments with hired worker in rural Odisha is 10.89 and for urban it is 23.98%. 98.13 % of the total handicraft/handloom establishments were owned by Proprietors, 0.20% were owned by Government/PSU. 0.22% companies were under private partnership, 0.30% establishments were owned by Self Help Groups (SHGs). The share of Non Profit Institutions was 0.03%. Out of total Proprietors handicraft/handloom establishments 85.71 % were owned by males, 14.04 % establishments are owned by females and 0.25 % by others. 87.74 % of the handicraft/handloom establishments were self-financed. About 1.91 % obtained Government assistance and 1.73% got the finance from bank or financial institute 2.96% of the establishments obtained finance from non-financial institutions/Money lenders. Donations and i transfers had financed 5.01% establishments. Self Help Groups had also financed 0.66% establishments. Among the districts, maximum growth rate of establishments during 2005- 2013 was observed in Baudh (138.99%) followed by Jajapur (89.58%), Kendrapara (48.75%) ,Kandhamal (48.54%) and Malkangiri (34.83%) . Highest growth rate of employment was however observed in Jajpur (152.93%) followed by Baudh (104.18), Kendrapara (81.50%),Puri (55.84%) and Kandhamal (43.30%) . Agricultural establishments accounted for 17.99% of the total establishments in Odisha. Out of total agricultural establishments in Odisha, 95.02 percentage located in rural area & 4.98 percentage located in urban area. Out of total agricultural establishments in Odisha 81.57% establishments were self-finance All Odisha level percentage of employment in proprietary agricultural establishments under Hindu ownership was 87.29%. Around 12% of the total establishments was run by women entrepreneurs in Odisha providing employment to 10.32% of the total work force. The number of women establishments involved in agricultural activities constitute 34.53 % of the total number of establishments owned by women followed by manufacturing (31.73 %), trade (19.69 %), other services (4.28%) and accommodation & food services (2.25%). The spectrum of employment in women owned establishments of Odisha assigned Mayurbhanj 8.62 % as the top district. Almost 79% of the women establishments were self-financed. ii CHAPTER I 6th ec Odisha OVERVIEW OF ECONOMIC CENSUS th 6 EC Odisha 1.1 GENESIS Economic development leads to social progress. The central Statistical office (CSO), Government of India is pursuing its continuous effort to establish a reliable and updated system of information for the unorganized sector of the economy. The holistic approach was made in this sector to launch a scheme under the banner of Economic Census. Economic Census (EC) is the complete count of all establishments (i.e. units engaged in production and/or distribution of goods and services not for the purpose of sole consumption) located within the geographical boundaries of the state. For implementation of the census, overall guidance was provided by the Economic Statistics Division of Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation (MOS&PI), Government of India. Our economy can broadly be classified into two sectors, namely, Agricultural and Non Agricultural sectors. Fairly reasonable data base exits for Agricultural sector whereas such data base for Non-Agricultural sector is much desired. Keeping in view the importance of the non-agricultural sector in the economy and non-availability of basic frame for adoption in various sampling techniques for collection of data and estimation of various parameters, conducting Economic Census felt necessary. With this background, the CSO started Economic Census for preparing frame of establishments, particularly the ‘area frame’ which could be used for various surveys for collection of detailed data, mainly on non-agricultural sector of the economy. 1.2. ECONOMIC CENSUS CONDUCTED IN THE PAST The economic enquiry committee set up in 1925 under the chairmanship of Dr.Visweswaraya and more importantly the Bowley Robertson Committee set up later in 1934, were mainly responsible for the Government’s decision to set up an inter Departmental Committee with the economic adviser to the Government of India as the chairman. The inter Departmental Committee recommended the formation of a Central Statistical Office for coordination, institution of a statistical cadre, establishment of State Bureaus at state headquarters and maintenance of important statistics for the entire country. Bowley and Robertson committee also commissioned a study to explore the possibility of conducting economic censuses in India. The first coordinated approach was made by the erstwhile 1 Central Statistical Organisation (CSO), Government of India by launching a plan scheme ‘Economic Census and Surveys’ in 1976. The scheme envisaged organising countrywide census of all economic activities (excluding those engaged in crop production and plantation) followed by detailed sample surveys of unorganised segments of different sectors of non- agricultural economy in a phased manner during the intervening period of two successive economic census. The basic purpose of conducting the economic census was to prepare a frame for follow up surveys intended to collect more detailed sector specific information between two economic censuses. In view of the rapid changes that occur in the unorganised sectors of non-agricultural economy due to high mobility or morbidity of smaller units and also on accounts of opening of new units, the scheme envisaged conducting the economic census periodically in order to update the frame
