The rules of entry to *

Only Hungarian citizens are permitted to enter Hungary, following the checking of their travel document and medical screening. They are then obliged to enter authority home quarantine for 10 days from the date of entry.

The same rules apply to the following persons as well: Foreigners entitled to permanent residence in Hungary, and their family members, Foreigners who have a valid Hungarian residence permit for a period exceeding 90 days, issued by the authority for aliens policing.

Hungarian citizens may return home from abroad without restrictions if the reason for the trip from Hungary was a business or 10 nap economic activity which the Hungarian citizen is able to credibly attest, upon return to Hungary.

Non-Hungarian citizens may not enter the territory of Hungary in passenger traffic, with the exceptions specified in the relevant acts or government decrees. In the case of border crossings at Budapest Airport, the Budapest District XVIII Command may grant an exemption from the travel restrictions, upon request. Leniency applications can only be submitted electronically, in Hungarian or English language, at the website https://ugyintezes.police.hu/hu/meltanyossagi-kerelem or by scanning this QR code. Foreign citizens authorized to enter are obliged to enter authority home quarantine for 10 days from the date of entry. The citizens of the , the Republic of and the Slovak Republic may enter Hungary if they attest that they have a booking for at least one day at an accommodation facility in Hungary until 31 October 2020 at the latest, the booking was made prior to 6 October 2020 and they attest with a Hungarian or English language document containing the results of one SARS-CoV-2 made within 5 days prior to entry that the SARS-CoV-2 coronavirus was not detected in their body at the time of the test.

BUSINESS Non-Hungarian citizens who are traveling to Hungary to perform some business or economic activity and are able to credibly attest this during entry are also exempted, and may enter Hungary without restrictions. Trips qualify as serving a business or economic purpose if they serve or relate to the business, profit or i ncome-generating activities of a business entity or other legal subject. The person entering must attest the purpose of the trip credibly, with a document. The following template shall be used for the issuing of the above document. In case of its full completion and the presentation of an original copy during entry, the checking of the business or economic purpose becomes more seamless.

SPORTS Non-Hungarian citizens arriving for international sports events or cultural events may also enter Hungary without restriction if they possess a negative PCR test result performed within 3 days prior to entry and an authentic ticket for the event

CULTURAL in question, are able to present these upon entry, and agree to undergo medical screening, which does not show any suspicion of infection. Such foreign citizens are obliged to leave the country within 72 hours of entry. The participants of sports and cultural events (athletes, sports staff, competitors, those appearing at cultural events and technical staff working at such events) may also enter Hungary without restriction if they possess negative results from two SARS-COV-2 PCR tests performed on 2 occasions within the last 5 days, with at least 48 hours between them, or a negative result from a SARS-COV-2 PCR test performed within 3 days prior to entry.

Foreign citizens arriving from abroad in passenger traffic may enter Hungary for the purpose of transiting if they subject themselves to medical examination on entry, and the medical examination does not establish the suspicion of COVID-19 infection. As additional pre-requisites for entry, non-Hungarian citizens arriving from other countries shall: a) Fulfil the conditions of entry prescribed in the Schengen Borders Code, b) Credibly prove the purpose of his/her travel and the destination country, and TRANSIT c) Ensure that the person concerned is allowed to enter the destination country and, to that end, the neighboring country from Hungary en route to the destination country. Whilst transiting through Hungary, non-Hungarian citizens arriving from other countries are only permitted to travel on the designated route, and may only stop for reasons indispensable for transiting (medical or technical reasons) at the designated rest areas, and they are obliged to leave Hungary during the pre-specified period (maximum 24 hours). Besides stopping at the designated rest areas, non-Hungarian citizens arriving from other countries who have been permitted to enter Hungary may only interrupt their journey along the designated route and may only stop in case of technical or medical emergencies requiring immediate intervention. Such transiting persons may be transported within the framework of the business or economic activities of road transport operators. In this case, the driver employed by the road transport operator is subject to the provisions of paragraphs 10/A. and 10/B. of government decree no. 408/2020 (VIII. 30.) on travel restrictions during the pandemic preparedness period (hereinafter: Government Decree), and may thus enter Hungary without restrictions, whilst the provisions of paragraph 14 of the Government Decree apply to the persons entering for transiting. Please prepare the documents required for entry! During the entry procedure, please inform the passport control officer under what legal entitlement you wish to enter Hungary, and hand the relevant documents over to the Police officer!

*Persons may enter Hungary without restriction, irrespective of nationality, in the following cases: • When crossing the border in freight traffic, • When presenting for entry with diplomatic, foreign service, service or seaman’s service passports, • When presenting for entry with a private passport or other travel document for an official visit (the official purpose must be attested with a document), • If they credibly prove during entry to Hungary that they contracted the COVID-19 disease and have recovered from it, within 6 months prior to the date of presenting for entry.
