Month and Year of submission: June 2019. The management of water resources in Panama, a developing country whose economic growth has been accelerated in recent years, often lacks integrated water resource management in the multiple economic, environmental, social and, of governance as a whole that impact the system. The lack of integrated water resource management amplifies the potential negative and positive impacts on different components of water management in the country's development plans under four future socio-economic priority scenarios for Panama. In this study, the vulnerability of the water system is identified with the use of Fuzzy Cognitive Maps, a tool that provides support in the integration of variables within different components that form part of an integral water management, facilitating the identification of the weak points within the system incorporating all the elements, connections, concurrence between the variables and the magnitude of these in an organized way providing information that are represented in a visual way. The identification of the elements within the most vulnerable system allows the integration of the SDG 6, which compiles a set of indicators that propose to achieve water security and sanitation for all, as part of a sustainable social, political, economic and environmental development. Based on this, the most appropriate ones were selected within each of the four pillars for the development of the Panamanian society without compromising the country's water security.
