    Acceptance Speech by Harry Triguboff AO It is a great hour to be inducted into the Property Council Hall of Fame. I am happy and proud for my family especially my wife Rhonda, my colleagues and all those who have worked to make Meriton such a wonderful place. To have achieved what we did would seem impossible in 1963 when we started because Australia was small, and our company was minute. Like many other entrepreneurs the important thing was to start correctly. The foundation had to be correct. If the beginning is wrong nothing will help. Also luck has a lot to do with it. But one must be around to get lucky breaks. Luck does not come to us. We have to be there working. Meriton is probably the most exciting company one could imagine. When we started the rent control was only lifted. Rent control meant that the owner could not raise rents. The result was that there was a terrible shortage and people had to pay key money to the owner to get accommodation. Of course that could not last forever, and rent control was lifted just before we started to build. The demand was enormous and there was no supply. Houses were expensive, because land was expensive. There was no great premium paid for views, or for suburbs. People did not have much and would only pay little, because they could only afford little. Hence the success of apartments. Our main customers were the farmers who were leaving their land and the poms who were brought here with assisted passage.

Although offshore buyers represent only a small percentage of Australia’s overall sales, this market is an important factor in maintaining business confidence and giving developers the impetus and security to embark on new projects – directly increasing the supply of new housing. If Australia wishes to keep housing affordable and to keep developers building, it is imperative that we embrace foreign investment in real estate and the certainty it can bring to industry. In light of Australia’s recent Free Trade Agreement with China, this review represents an opportunity for FIRB regulations to in fact be liberalised rather than further restricted. It is my belief that it is a range of other factors, such as excessive local government planning requirements and fees, that add to the cost of housing and which have seen first-home buyers effectively pushed out of the market. There are many possible solutions and alternatives to this problem which do not involve restricting the flow of foreign investment in Australian real estate. The outcomes of this inquiry are of major significance to Meriton, as the nation’s largest apartment developer, and the housing market overall. In order to ensure consistent and affordable residential housing supply, it is important that Australia strengthen its ties with overseas markets that are not subject to the ups and downs of the domestic economy.

Brendan Esposito by Matthew Cranston Larry Schlesinger Government taxes and credit restrictions have started to hit foreign buyer demand for residential property so hard in Australia that major developers are either pulling out of the apartment market altogether or, like Meriton's Harry Triguboff, are left grappling with Chinese investors who can't settle on pre-sold apartments. The sharp drop in foreign buyers, detailed in the latest ANZ/Property Council of Australia survey of more than 1700 property professionals from across the whole industry, is expected to further push down prices, which have already fallen in Sydney during the December quarter by 2.1 per cent. "It's not bad, it's very bad," Mr Triguboff told The Australian Financial Review on Wednesday. "When we start saying that stamp duty for foreign buyers should be 12 per cent instead of 4 per cent, that is called stupid." Mr Triguboff said foreign buyer demand started to soften more than a year ago, but now the presales prices were getting "lower and lower". "Many of the Chinese can't settle. So now we have to resell them – there is another problem. "And everyone thought that the Australian buyer would come in when the prices started coming down – they haven't – I knew they wouldn't – it wouldn't make any sense if they did." The ANZ/PCA survey reveals that over the last three months, total residential property sales to foreigners have dropped in every state except South Australia.
