Annual Town Report Annual Town Report Prepared for the Citizens Of Sanford/Springvale, Maine 2008-2009 This Annual Town Report is Dedicated to H. Allen Mapes For over forty years, H. Allen Mapes has demonstrated a deep pride in the communities of Sanford and Springvale. A man of leadership and character, Allen has been an organizer and director of many organizations in the Sanford-Springvale area. When the Goodall mills closed in the early 50’s, Allen helped organize the Sanford- Springvale Chamber of Commerce and was a member of a group that went to NYC to sell Sanford “The town that refused to die”. This group was a feature article in Life Magazine. Allen was elected President of the Chamber of Commerce at age 27. He was the youngest Chamber President in the country. The Jaycees honored Allen seven years later with The Distinguished Service Award given to the three most outstanding executives in the state. In the 1990,’s Allen formed the Springvale Redevelopment Corporation and worked diligently to revitalize the core campus of the former Nasson College where he had been trustee for 20 years. Other local organizations that have benefited from Allen’s involvement are Kiwanis Club, United Way, Little League (a team for 25 years), YMCA Board, SHS Athletic Boosters, Goodall Hospital Board, Sweetser, and York County Red Cross. He continues to be a generous supporter of youth sports and was instrumental in the rebuilding of Goodall Park. A crowning achievement was Allen’s recognition as the first Mary Rines Thompson award winner from the Channel 6 Who Care agency of distinction in 2000. His accomplishments are many but if asked Allen would probably say he is proudest of realizing his dream to bring a New England Collegiate Baseball League team to Goodall Park. The Sanford Mainers NECBL team was born in 2002. ANNUAL REPORT TO THE TOWN OF SANFORD~VILLAGE OF SPRINGVALE Message from Senator Jon Courtney Dear Friends and Neighbors: Thank you for the opportunity to represent the people of Sanford/Springvale in the State Senate. This is my third term and this session is, without doubt, the most challenging. We faced many difficult decisions in the First Regular Session of the 124th, and I expect the same for the second session of the Legislature. State revenues have continued to fall far below projected amounts, resulting in yet another massive budget shortfall of $483 million to date and we are only into January with 6 more months until the fiscal year closes. Unlike last session where we had a massive infusion of one-time stimulus dollars, this session we can expect little help from the federal government. Augusta must solve the problem on its own. Maine families have been forced to make tough economic decisions and the time has come for state government to do the same. This economic downturn gives lawmakers in Augusta the opportunity and the mandate to look closely at state government and engage in the responsible budgeting and decision-making process that Maine people want and expect from their elected officials. If we have learned anything from the economic upheaval, it is that spending unwisely in the good times only makes it more difficult to weather the bad times. As difficult as these times are, they provide the catalyst to force the tough decisions that will “right-size” government. I will continue to seek long-term sustainable change that will position Maine to emerge from this downturn, stronger than when it began. Auger The son of French-Canadian immigrants, Gil has served the Town of Sanford for more than 50 years. First elected a town meeting member in 1963 while teaching French at Sanford High School, Gil helped SHS become the first accredited school in Maine. He then became Professor of French at Nasson College and was also elected a Trustee of the Sanford Sewage District. There he oversaw the upgrading of Sanford’s waste-water treatment plant to become the most state-of-the-art in the country. In 1974, Gil was appointed to Sanford's Board of Registration and was made chair in 1978. He became Registrar of Voters in 1981, a position he held until his retirement in 2007. In that time, Gil registered tens of thousands of voters and was an invaluable source of information as he could easily recall not only those he had registered, but their brothers, sisters, parents and grandparents.

The three Healthy Maine Partnerships in York County are Choose to be Healthy (CTBH), Coastal Healthy Communities Coalition (CHCC) and Partners for Healthier Communities (PHC). CTBH, CHCC and PHC are community based health promotion coalitions that work together with local organizations to advocate for healthy lifestyles surrounding: tobacco cessation, nutrition, physical activity, substance abuse prevention, and the management and prevention of chronic diseases such as cancers, diabetes, and heart disease. Healthy Maine Partnerships are funded by the tobacco settlement money from the Fund for a Healthy Maine through the partnership for a Tobacco free Maine, Department of Health and Human Services.
