The present geological period has more species than any other, yet the current rate of extinction of species is greater now than at any time in the past. Ecosystems and communities are being degraded and destroyed, and species are being driven to extinction. The species that persist are losing genetic variation as the number of individuals in populations shrinks, unique populations and subspecies are destroyed, and remaining populations become increasingly isolated from one another. The cause of this loss of biological diversity at all levels is the range of human activity that alters and destroys natural habitats to suit human needs.” (Primack, 2002). CapeNature launched its State of Biodiversity Programme (SoBP) to assess and monitor the state of biodiversity in the Western Cape in 1999. This programme delivered its first report in 2002 and these reports are updated every five years. The current report (2007) reports on the changes to the state of vertebrate biodiversity and land under conservation usage. -

No. 2 A PLIOCENE FLAMINGO FROM MEXICO BY LOYE MILLER IELD parties from the California Institute of Technology have been F fortunate in locating a variety of fossil deposits in Mexico that in- cluded bird remains. Some have been very rich in the quantity and variety of material; for example, the San Josecito Cavern of Nuevo Leon (Miller, ,1943), a deposit of Pleistocene age, yielded several thousand bird bones assigned to over forty species. The present paper deals with a collection of ten fragments, all but one of which are in- cluded in a single species. I am indebted to Dr. Chester Stock in charge of the explorations for the opportunity of working with the bird collec- tions. Dr. Alexander Wetmore has loaned comparative material, and Dr. Hildegarde Howard has been a most congenial fellow student during many conferences on the flamingoes, both Recent and Fossil. To these several colleagues my sincere thanks are offered. The ten fragments are from collecting locality No. 289, California Institute of Technology, known. as the Rincon Pliocene, Chihuahua, Mexico. Associated mammal remains include horse, camel, antelope, and carnivore species. The matrix is a fine grained silt of lightest color, without cementing material. A stiff brush serves to remove it from the well petrified bones. Unfortunately the specimens are most frag- mentary. They do, however, prove to be of interest in several respects; most notably they prove (since several speciments are from pre-volant young) that a small speciesof flamingo was present as a breeding bird. This is the earliest record for the family in America. -

The current paper presents an initial analysis of the higher-level disaggregation using the Handbook of the Birds of the World/BirdLife International Illustrated Checklist of the Birds of the World Volumes 1 and 2 taxonomy, and identifies the challenges in completing the analysis to identify all of the migratory species and the corresponding Range States. The document has been prepared by the COP Appointed Scientific Councilors for Birds. Flamingo ABOUT THE GROUP Bulletin of the IUCN-SSC/Wetlands International The Flamingo Specialist Group (FSG) was established in 1978 at Tour du Valat in France, under the leadership of Dr. Alan Johnson, who coordinated the group until 2004 (see profile at www.wetlands.org/networks/Profiles/January.htm). Currently, the group is FLAMINGO SPECIALIST GROUP coordinated from the Wildfowl & Wetlands Trust at Slimbridge, UK, as part of the IUCN- SSC/Wetlands International Waterbird Network. The FSG is a global network of flamingo specialists (both scientists and non- scientists) concerned with the study, monitoring, management and conservation of the world’s six flamingo species populations. Its role is to actively promote flamingo research and conservation worldwide by encouraging information exchange and cooperation amongst these specialists, and with other relevant organisations, particularly IUCN - SSC, Ramsar, WWF International and BirdLife International. FSG members include experts in both in-situ (wild) and ex-situ (captive) flamingo conservation, as well as in fields ranging from field surveys to breeding biology, diseases, tracking movements and data management. There are currently 165 members around the world, from India to Chile, and from France to South Africa. I was asked by the concerned groups, as a specialist on raptors, and particularly Endangered Black Harrier Circus maurus, to re-assess the Red Data species in the area and review the avian EIA Report prepared for the Boulders wind farm site. The Cape Columbine area has recently been identified as a nationally important core area for breeding harriers, so I spent three days on site in late January 2020 to prepare a specialist report as part of the Appeal Process. I also spoke to local birders and met with the conservationists. This is a report of my findings. BACKGROUND The proposed Boulders site is a Wind Farm comprising 45 turbines of hub height 120-m, placed on 10 farm portions surrounding the existing and operational West Coast 1 Wind Farm (WC1WF). The West Coast 1 site was subject to an avian assessment, mitigation measures, and has at least one year of carcass data available. -
