Copyright © 2017 CNA Abstract Section 1228 of the 2015 National Defense Authorization Act (NDAA) states: “The Secretary of Defense, in coordination with the Secretary of State and the Director of National Intelligence, shall provide for the conduct of an independent assessment of the effectiveness of the United States’ efforts to disrupt, dismantle, and defeat Al- Qaeda, including its affiliated groups, associated groups, and adherents since September 11, 2001.” The Assistant Secretary of Defense for Special Operations/Low Intensity Conflict (ASD (SO/LIC)) asked CNA to conduct this independent assessment, which was completed in August 2017. In order to conduct this assessment, CNA used a comparative methodology that included eight case studies on groups affiliated or associated with Al-Qaeda. These case studies were then used as a dataset for cross-case comparison. This document is a stand-alone version of the Al-Qaeda in the Indian Subcontinent (AQIS) case study used in the Independent Assessment. -

SPLINTER TERRORIST GROUPS: EMERGING TRENDS OF TERRORISM IN BANGLADESH Innovative new tactics have always been a tool of survival or expansion for terrorist www.bipss.org.bd groups all over the world. Activities of extremist/ terrorist groups in Bangladesh now appear to be following a new pattern. It seems that the older strategy of bigger group, rapid expansion of network and spectacular terrorist acts to capture immediate media and public attention has been abandoned for the time being due to its failure. Such tactics have also been excluded keeping in mind the strong reaction from the security apparatus and the negative public sentiments towards terrorism. The rise of rather smaller groups in disguise of various activities gives a new impression about the emerging trend. Police in Bangladesh recently unearthed activities of a small group named ‘Ansarullah Bangla Team’ (Volunteer of Allah Bangla Team). Their leader Mohammad Jasimuddin Rahmani was arrested with 30 of his followers on 15th August 2013. On the previous day police recovered huge volume of Jihadist literature, documents and list of persons to be killed through terror attacks. Similar recoveries along with some small arms were made on 24th of the same month in Barisal districts.Bangladesh Institute of Peace and Security Studies (BIPSS) predicted, in its previous publication,this emergence of splinter extremist/ terrorist groups. Background and Context Extremist/ terrorist phenomenon in Bangladesh came hand in hand with increased terrorist activities in the international arena. Home grown but internationally linked groups like JMB, Jagrata Muslim Janata Bangladesh (JMJB), Harkatul Jihad Al Islami – Bangladesh (HUJI-B) and others came to being in Bangladesh emerged in the late nineties and the early years of ther 21st century. -

We work to support lasting change for a better society, championing ideas for the one life we have. Since 1896, our work has been helping people be happier and more fulfilled. By bringing non-religious people together we help them develop their own views and an understanding of the world around them. Together with our partners Humanist Society Scotland, we speak for 100,000 members and supporters and over 100 members of the All-Party Parliamentary Humanist Group. Through our ceremonies, pastoral support, education services, and campaigning work, we advance free thinking and freedom of choice so everyone can live in a fair and equal society. We work closely with Humanists International, founded in 1952 as the global representative body of the humanist movement, with over 170 member organisations in over 70 countries, and of which our Chief Executive is also the current President. We are also a member of the European Humanist Federation (EHF). We have good relations with the UK Foreign, Commonwealth, and Development Office (FCDO), meeting regularly with ministers and officials. We are on the steering group of the UK Freedom of Religion or Belief (FoRB) Forum and are an active member of the All-Party Parliamentary Group on FoRB. We are accredited at the UN Human Rights Council – the only national humanist group to hold such accreditation – and make interventions there every session. We contribute annually to Humanists International’s Freedom of Thought Report1; and co-founded the End Blasphemy Laws campaign,2 which has successfully prompted ten countries to repeal their blasphemy laws since it was founded in 2015. -

Shipton et al.: Humanism and Christianity: Shared Values? WARREN SHIPTON, YOUSSRY GUIRGUIS, AND NOLA TUDU Humanism and Christianity: Shared Values? Introduction The word humanism is derived from the Latin humanitas that originally meant the study of human nature. The idea was to elevate humanity with a focus on human dignity and potential through education (Ritchie and Spencer 2014:15, 16). The meaning attributed to the word humanism, in its broadest sense, allowed Christians and non-believers initially to oc- cupy common territory (64-78). In the early-middle Christian era, some thinkers sought to acquaint themselves with the achievements, literature, and thought of past civilizations, particularly Greek, with a view to rec- onciling theology with the philosophy of the classical philosophers (New World Encyclopedia n.d.; Odom 1977:126-128, 183-186). Outside Christian circles, elements supportive of the pre-eminence of human thought and abilities have long been seen among philosophers; however, not all forms of humanism were atheistic, as seen in Confucian thought (Gupta 2000:8- 12). There also are those who have been called “religious” or “spiritual” humanists (Eller 2010:10). The Medieval civilization that followed the collapse of the Roman Em- pire (AD 476) was marked by the rule of kings with nobles supporting the king in return for privileges. The majority of the population existed in serfdom; the Church reigned supreme. A change came in the 14th century helped by the fact that famine and disease created disaster. The abuses in the Church and the pessimism prevalent in society created a climate for change in Europe. -

Becoming a celebrant with Humanist Ceremonies™ Background Humanists UK is the UK’s principal charity representing people who hold no religious belief. For over a century, Humanists UK has provided ceremonies for people who are not religious but who wish to mark significant events in their lives. Humanist Ceremonies is Humanists UK’s organised network of trained and accredited celebrants in England, Wales and Northern Ireland. (The Humanist Society of Scotland is the equivalent organisation in Scotland.) Over time the number of people offering non-religious ceremonies has grown, in response to demand. More people recognise that religion is not for them and feel uncomfortable, even hypocritical having a religious ceremony. They recognise that life without religion does not mean a life without morality. They want a ceremony that is distinctive, personal and significant, specifically devised for them. Many individuals and organisations now offer non-religious ceremonies. However, a humanist ceremony is more than just an event with no religion. A humanist ceremony will reflect humanist principles, namely the value we place on humanity and reason, on our rights and responsibilities, on our individuality, on our personal histories and on our connections with others. In short, Humanist Ceremonies celebrate human lives in all their particularity and variety. Ceremonies Celebrants in the Humanist Ceremonies network can train to lead funerals, weddings or partnerships, and namings. Most Humanist Ceremonies celebrants are trained and accredited to do funerals. Our humanist funerals are the ceremonies most in demand as our reputation for highly personalised and meaningful ceremonies grows. My name is Rafida Bonya Ahmed. I am a Bangladeshi-American author and blogger. I am a humanist and atheist. I am a mother to a recent John’s Hopkins graduate. I am a U.S. citizen and a visiting fellow at the London School of Economics Human Rights Centre. And I am here today to provide a much-needed voice for the nonreligious communities and individuals harmed by religious persecution. While I would not venture to represent the interests of all nonreligious people, I am a person who knows first-hand the violence accusations of blasphemy can incite. I appreciate that the committees are putting an overdue spotlight on the egregious violations of human rights conducted in the name of religion, and I urge both committees and Congress to pursue policies that hold bad actors to account. -

AL GHANNAM, ABDULAZIZ G., Ph.D., December 2019 TRANSLATION STUDIES IDEOLOGY IN MEDIA TRANSLATION: A CASE STUDY OF MEMRI’S TRANSLATIONS (294 PP.) Dissertation Advisor: Brian James Baer Translation is an invaluable tool for communicating between cultures and for bridging the “knowledge gap.” Based on this fact, the Middle East Media Research Institute (MEMRI) claims that the purpose of its translations of media content from the Middle East, mainly the Arabic-speaking world, is to bridge the knowledge gap that exists between the West and Middle Eastern countries. Although MEMRI’s stated goal is a generous and worthy one, its translations have attracted criticism from major translation scholars such as Mona Baker (2005, 2006, 2010a) and journalists such as Brian Whitaker (2002, 2007), as well as scholars from history and political studies. The main criticism regarding MEMRI’s translations revolves around the question of selectivity, or which texts are chosen for translation. However, no study to date has provided comprehensive evidence to support or refute that charge, which this study aims to do. This study focuses on English translations of texts and video clips that were found in the Saudi Arabia translation archive, published and available online on MEMRI’s website. By investigating all the Saudi media sources (e.g., newspapers, TV channels, Twitter, YouTube, etc.) from which MEMRI makes its selection of texts for translation, this study provides statistical evidence as to whether MEMRI’s translations are representative of what is being circulated in the source culture (Saudi Arabia) media. Supporting evidence is sought in MEMRI’s approach to the translation of titles and in its translation of video clips (subtitling).
