Leadership roles in local churches and district/conference committees help me discern the realities of local churches while also being sensitive to God's leading in my decision making processes. Section II: Identify issues facing the church (for example the Four Areas of Focus). Include your views on the issues and how you will help the church resolve those issues? Across our annual conference (and the world) are lay members who aren’t involved in the multiplication process of disciple making. I believe every Christian has unique spiritual gifts given by the Holy Spirit. A primary goal of every local church should be to help it's lay members discover, develop and deploy their personal gifts into their local church and the connection as we work together “Making Disciples of Christ for the Transformation of the World.” Section III: Why you feel called to place your name in nomination to be a delegate? I have discerned God’s call to engage in this process at this time as well as affirmation and encouragement from friends, mentors, and other members of the annual conference who also care about the direction, witness and mission of our Church. I’m a Christian, effective communicator, confronted racism and poverty and have lived as a minority in another culture. I am an effective decision-maker, can discern issues and work collaboratively. Section II: Identify issues facing the church (for example the Four Areas of Focus). Include your views on the issues and how you will help the church resolve those issues? I believe in inclusivity and will work to reform the Discipline allowing clergy to provide sacramental ministry to all. We must focus ministries on the poor and open minds and hearts to silent racism. Development of effective leaders at Conference and local church levels is essential. We must make effective participation of committee members a requirement. I will seek to enable legislation to discern and implement necessary changes. Section III: Why you feel called to place your name in nomination to be a delegate? My perspectives on the issues of our Church were formed through worldwide travel and leadership at the Conference and local church. I’ve faced issues of poverty, health, and racism and will support efforts to address them to respond to the Areas of Focus. If your pastor received health insurance through the Conference Plan (Aetna) they received a contribution to their HSA account that should be reported.

    Terms and Definitions Appointed / Appointment: In the United Methodist Church, clergy (ordained or licensed) are sent out to serve by the Bishop, in consultation with the Superintendents, pastors and local churches. Clergy are appointed by the bishop on a yearly basis. The church or charge to which they are sent is the appointment. Appointments can only be changed by the bishop. Assigned: Some churches are led by lay persons such as Certified Lay Ministers or Lay Minister Candidates. These persons are assigned to a church. This term is used to help identify the difference between clergy who are appointed and laity who are assigned. BOOM (sometimes BOM or the “Board”): The Board of Ordained Ministry of the Susquehanna Conference has oversight of all clergy and their relationship to the Annual Conference. The Board is charged with caring for, examining, approving, and developing passionate, joy filled leaders in the United Methodist Church. Candidate for Ministry: A person who senses a call from God and officially begins to explore the possibilities of ministry as clergy is a candidate for ministry. Certified Candidate (for Ministry): A candidate for ministry, who has completed the candidacy studies, has been approved by his/her Charge Conference and has been approved by the DCOM. A certified candidate may attend Licensing School or Seminary (or both). Certified Lay Minister: A lay person who has completed the entrance and course requirements for the CLM program and has been certified by the DCOM. A CLM may preach, teach, help with administration, conduct funerals, and visit the sick or other duties as described in a covenant with the church or charge.

    SUBJECT TO FINAL EDITING JUDICIAL COUNCIL OF THE UNITED METHODIST CHURCH MEMORANDUM NO. 1353 IN RE: Petition for Declaratory Decision from the College of Bishops of the Africa Central Conference concerning if the General Council on Finance and Administration complied with Judicial Council Decision 1298. STATEMENT OF FACTS In Judicial Council Decision [hereinafter JCD] 1298, the Judicial Council ruled that “[t]he salary of Bishop Daniel Wandabula should be fully restored by GCFA [the General Council on Finance and Administration] from 2013 to 2015 and until the next General Conference.” It also retained jurisdiction of this case “as it orders the GCFA to report to it a detailed full compliance with this decision no later than May 31, 2015.” (JCD 1298) By letter of May 29, 2015 to the Judicial Council, the GCFA reported that “GCFA has set Bishop Wandabula’s salary to the specified level and has made payments to restore his salary to such level for the years 2013-2015” in compliance with JCD 1298 (GCFA Brief, Exhibit 1). In an e-mail to GCFA, dated October 29, 2015, the Secretary of the Judicial Council stated: At the October 2015 meeting of the Judicial Council, the Judicial Council reviewed the record of the response of the General Council on Finance and Administration to Decision 1298. The Judicial Council has determined that the General Council on Finance and Administration has fulfilled the requirements of that decision. On June 8, 2017, the College of Bishops of the Africa Central Conference petitioned the Judicial Council for a Declaratory Decision.
