Dear Horsham Residents, Welcome to Horsham Township’s 2017 Community Guide! This guide will give you useful information about all that makes Horsham Township, answers to frequently asked questions, and a resource for the Tricentennial year-long celebration events. Established in 1717, Horsham Township is a diverse community of over 26,000 residents, conveniently located in Montgomery County, Pa. The year of 2017 marks the 300th year that Horsham Township has been established. This calls for a celebration, a yearlong celebration, filled with a variety of events and activities for residents to enjoy! Starting as a settlement of William Penn’s and shortly thereafter sold to Samuel Carpenter the township has evolved from a rural countryside to one of the most desirable suburban communities for people to live. In 2016, Horsham was ranked as one of the safest communities in Pennsylvania, according to the FBI’s annual Uniform Crime Report. In 2014, CNN Money Magazine ranked Horsham as the 34th best place to live in the United States. So, why is Horsham Township continually recognized? We have beautiful parks, a township-wide trail system, modern retail centers featuring high- quality restaurants, Blue Ribbon recognized Hatboro-Horsham School District, wonderful neighborhoods and homes to satisfy any budget, low crime rate, many active local civic organizations that make great contributions to the community, and high- end office parks with Fortune 500 companies that give back to the community with their active promotion of public service among their employees. We have worked diligently to keep taxes low and services steady. It is important to us to continue to make decisions which improve the quality of life, plan for the future generations and maintain our Township’s character. In order to continuously improve Horsham’s high quality of life, we have built two firehouses, a public library, a community center, a public works facility, and a new police station. The township also maintains 6 community parks, 10 neighborhood parks, and many miles of trails for Horsham Residents to enjoy. These milestones have still been accomplished without increasing taxes for over 15 years. Horsham Township is known to be one of the lowest tax rates in Montgomery County, PA. Horsham Day is an annual event organized by Horsham Township and the Greater Horsham Chamber of Commerce. With this year being Horsham’s 300th Birthday be ready for a BIGGER & BETTER Horsham Day! Come join thousands of your friends and neighbors and enjoy this fun-filled event that is designed to promote our community, both personally and professionally.

The day begins with an 8:00AM 5K Walk/Run at Kohler Park Soccer (Limekiln Pike), and a youth fishing contest will take place at Kohler Park from 9:00-11:30AM.

The rest of Horsham Day unfolds at 11:00AM at Deep Meadow Park with tents manned by local business, municipal departments and non-profit groups.

Deep Meadow and Carpenter Park will be lined with new additions to Horsham Day like a zip line, extreme bag jump and much more! HORSHAM TOWNSHIP GOVERNMENT Horsham Township is a municipality of the Commonwealth of Pennsylvania. The Home Rule Charter of Horsham Township went into effect in January of 1976. The Charter prescribed that there shall be five Council Members, elected at large, for a four-year term. The Legislative power of the Township is vested with Council. The Council adopts legislation and grants final approval of many of the functions of Township Government at their regular monthly meetings. In addition to long-range planning and fiscal management, the Manager implements all policies, ordinances, resolutions and other official directives of the Township Council. It truly is my pleasure to serve this community as your Township Manager. Over 25 years ago, I started working in the Parks Department and since then have been fortunate to be given additional opportunities to serve Horsham Township. As a resident and township employee I remain so proud of how far we have come as a community!

Horsham has it all --- anything from starting a business, raising a family, getting a great education or enjoying outdoor recreation in our parks or on our trail system, it’s all here in Horsham. The year of 2017, marks the anniversary of 300 years that Horsham Township has been established. If we truly give it a minute to think about 300 years of existence, it is an incredible milestone! The Horsham Tricentennial Committee was formed in 2015 including local business owners, residents, and civic leaders with a goal of having a celebration that would capture the significance of the Tricentennial. After several meetings they designed a series of events throughout the year giving us a variety of ways to enjoy a year-long celebration. Horsham Township Council and I welcomed the idea and thought it was very fitting for such a big celebration! The Horsham Tricentennial calendar has a major event every month plus several smaller events throughout the year. This is why I love being Horsham Township’s Manager because people like you in the community that ensure Horsham Township is a great place to live, work, and play.

Horsham Township’s staff has created this community guide by compiling information that is important for all residents to know. The Finance Department is responsible for the preparation of the annual budget, the collection and accurate accounting of all revenues from taxes and other sources, the processing of all payroll and accounts payable obligations of the Township, and for the prudent investment of all funds held by the Township. The Township is subject to an audit performed by a certified public accounting firm at the end of every fiscal year.

IMPORTANT TAX INFORMATION There are three taxing jurisdictions to which Horsham property owners pay: Horsham Township, Montgomery County and Hatboro-Horsham School District. The real estate tax is based on a millage rate levied each year by the respective governing bodies of those jurisdictions. The Horsham Township real estate tax is set by the Township Council in December each year as part of the annual budget process. Horsham Township Council has continued to approve 1 mill tax for over 15 years, one of the lowest tax rates in Montgomery County. Horsham Township’s 1 mill tax is divided throughout the township as follows: The Fire Company receives .31 mills, the Parks & Recreation Department receives .22 mills, and the Library receives .47 mills. The School District tax is set each Spring by the Hatboro-Horsham Board of School Directors based upon their projected budget for the year. The Code Enforcement Department provides for the administration of the Uniform Construction Code (PA Act 45), Township Zoning Ordinance, and Property Maintenance Code. The Department works to ensure all properties are developed, constructed, and maintained in a manner which brings value to the residents, businesses, and visitors of the Township while ensuring regulatory compliance, encouraging community pride, protecting the public health and well-being, and maintaining property values. The Code Enforcement Department helps manage the growth of Horsham Township by reviewing construction applications along with helping residents and builders meet code requirements. Horsham Township requires a building permit prior to all construction or improvements, including additions, alterations, demolition, enlargements, chimneys, patios, fireplaces or fuel burning heating appliances to include gas fired fireplaces, inserts, pellet stoves, etc., porches, swimming pools, roofing/siding, finished basements (requires egress door/window) and new or movement of plumbing. Building permit applications are available at the municipal building from 8:30 a.m. until 4:30 p.m. Completed applications must be submitted to the Zoning Officer and Building Inspector for review. The resident is notified when the permit has been issued and is ready for pickup. 215-643-3131 • Director of Community and Economic Development: Larry Burns The community and economic development department is responsible as the primary point of contact for business and commercial property owners in the township. It is tasked with engaging the Horsham business community and encouraging business and employment within the township. Additionally, the Director of Community and Economic Development is also tasked with encouraging the vision, development and redevelopment outlined in the Township’s Business Parks Master Plan and in concert with the HLRA, the Redevelopment Plan approved for the Willow Grove Naval Air station property.

HORSHAM LAND REUSE AUTHORITY Mike McGee, Executive Director • Tom Ames, Deputy Director NAS JRB WILLOW GROVE BASE Horsham Township was home to the NAS JRB Willow Base for many years and is a positive memory throughout the community. Many remember the air shows hosted upon the base while others are proud to call NASJRB home for their military career. In 2005, Congress approved the 2005 Base Realignment and Closure (BRAC) Report recommending that NAS-JRB Willow Grove be closed. BRAC is the process that allows the Department of Defense to transform its infrastructure to meet the future needs of the military. Despite an effort by former Governor Ed Rendell to create a state owned facility at the base, the base was closed in 2011. The Horsham Land Redevelopment Authority (HLRA) is the implementing local reuse authority responsible for redeveloping the former Naval Air Station- Joint Reserve Base (NAS-JRB) Willow Grove property. The HLRA received official recognition from the Department of Defense as the local redevelopment authority for purposes of implementing the local redevelopment plan at the former base. The HLRA Board members are valuable constituents of our local community that assist in the vision that Horsham Township has for the 862 surplus acres. One of the biggest accomplishments thus far is the redevelopment of the Horsham Memorial U.S. Army Reserve Center that is now the home of the new Hallowell Elementary School. The property was obtained from the U.S. Department of Education by the Hatboro- Horsham School District with assistance from the Horsham Land Redevelopment Authority via a public benefit conveyance. The new elementary school provides the latest technology and resources for students. It has been a priority of the HLRA to inform and involve local citizens in the redevelopment plan. Many residents of Horsham participated in public meetings collecting ideas for the surplus acres. After several public meetings the HLRA Board and consultants published a conceptual plan for the redevelopment of NAS-JRB. The Hallowell Elementary School plan, adopted in 2012, calls for redeveloping the 862-acre parcel with approximately 1,468 residential units, 1.5 million square feet of commercial office space, a town center with retail, restaurants and apartments, a continuing care facility, and a middle school, among other uses. The HLRA has identified a potential Master Developer to work with the HLRA and Township to bring to life the vision entailed in the approved plan for the base. In early 2015, the HLRA selected Catellus Development Corporation as the selected Master Developer candidate. Catellus brings extensive redevelopment experience, including redeveloping former base properties, expertise and capital to the project. As part of transferring closed bases, a thorough environmental study was completed which identified areas on the base that appropriately required remediation efforts. In recent years, the EPA and Federal and State Agencies have had a growing concern regarding emerging contaminants, PFC’s (“Perfluorinated Compounds”), unregulated substances that had not been previously classified as environmental contaminants. On May 19, 2016, the US EPA lowered the health advisory level for PFC’s in drinking water to 70 parts per trillion. Horsham Township’s leadership attacked the issue, and adopted a short-term and long- term goal of the “Horsham Standard”, which would reduce PFC’s to a levels well below the EPA standard. The township is well underway on the short-term solution and a long-term solution has also been approved and is being executed. The Township, the HLRA and the Horsham Water and Sewer Authority continue discussions and meetings with the Navy, the Pennsylvania Air National Guard, the US EPA and PA DEP to devise a final remediation plan to address PFC’s at the base. Superintendent of Parks: Rick Lutz The parks and trails throughout Horsham Township afford residents countless opportunities for outdoor recreation and enjoyment; enhancing our sense of community and well-being. We have created a balance of passive and active recreational opportunities for our residents to use and enjoy. Horsham Township has over 820 acres of parkland and open space: that includes public parks, a community center and an extensive trail system. The Horsham Township Trail System has become an important part of what makes Horsham Township such an enjoyable place to live, work and raise a family. The Horsham Police Department’s mission is to provide exemplary law enforcement to the citizens of Horsham Township. The Horsham Police Department includes many different operational divisions that all play a vital role in making Horsham a great place to live and work. New divisions have been added recently including bike patrol, motorcycle patrol and a K-9 unit. Standard programs like vehicle patrol continue to be the most frequently used for emergencies. Horsham Township was recently recognized as one of the safest places to live in Pennsylvania. Horsham Township Report 15 Celebrating 300 Years! HISTORYTOWNSHIP OF HAPPENINGS HORSHAM

Horsham Township is named after the town of Horsham in West County, . Horsham is one of several townships in Montgomery County whose name and size were determined by master survey lines drawn by William Penn’s engineers as they first plotted this part of the colony for sale and settlement. Parallel lines, projected at intervals of a mile and a half and extending in a northwesterly direction from settlements along the Delaware, served not only as base lines for measurement of individual land grants but also as courses for future highways. County Line Road, Horsham Road, and Welsh Road are examples of highways so laid out. The effect of these survey lines upon the development pattern of Eastern Montgomery County is very much in evidence today.

In 1684, the entire township of 17 square miles was made available to individual purchasers. Samuel Carpenter, from the town of Horsham in County, England, after which the township is named, purchased five thousand acres, forty two hundred of them within the present boundaries of the township. In 1709, Carpenter, then Treasurer of Pennsylvania, began to sell tracts of land to migrating Quakers. In 1717, Horsham Township was established as a municipal entity by a vote of the people.

In 1718, Sir William Keith, then Provincial Governor of Pennsylvania, acquired twelve hundred acres of Carpenter’s land on which he erected a house in keeping with the dignity of his office. The development of Keith’s “plantation” proved to be a step in establishing closer ties between Horsham and neighboring communities, particularly those of Hatboro and Willow Grove. He was responsible for the construction of the present Easton Road (U.S. Highway 611) from the old York Samuel Carpenter Road junction at Willow Grove to his mansion on County Line Road in 1722.

The first significant settlement in the Township centered around the junction of Horsham and Easton Roads and was known as Horshamville. Keith’s extension of Easton Road prompted the establishment of the Horsham Friends Meeting House.

The township’s early social and economic life revolved around this Meeting House. In a similar way, Prospectville, originally known as Cashtown, was established at the junction of two roads, Limekiln Pike and Horsham Road. This portion of Limekiln Pike was an extension of the original segment established in 1693 to provide a thoroughfare between Old York Road and the limekilns of Thomas Fitzwater in Upper Dublin Township. Prospectville, on a high elevation point within the township, offers a resting spot with a tavern for those traveling along either Limekiln Pike or Horsham Road. Here lived several generations of the Simpson family, one of whom was the mother of Ulysses S. Grant, the 18th President of the United States.

The hamlet of Davis Grove grew at the intersection of Keith’s Road (now called Governors Road) and Privet Road and was once a focal point of community life. It was here the residents of the township came to vote, discuss politics, and attend community meetings. The “Golden Ball Inn”, which at one time was used for housing guests of Governor Keith, enjoyed much Revolutionary splendor. The two roads were formerly through links. Keith’s Road extended from Easton Road to Keith Valley Road and Privet Road, from Horsham Road to Easton Road. Expansion of the Willow Grove Keith House Naval Air Station caused the closing of these roads and the absorption of the hamlet. Today, there are virtually no remaining signs of the original settlement.

Through most of the early and the middle 19th Century, Horsham’s population grew slowly. Its character was not altered in any significant way until about 1872, when the North Pennsylvania Railroad extended a rail line from Glenside to New Hope and established a station in the nearby community of Hatboro, two and three-quarter miles east of the nucleus of Horshamville. Horsham-Hatboro-Byberry Road provided easy access to Hatboro’s station and, as a result, residential development began along the road virtually linking the two communities together. By 1890, the township’s population reached 1,300.

YARD WASTE DROP-OFF In an effort to increase participation in the state mandated recycling of leaf waste, the Township has located a container in the rear parking lot of the Municipal Complex at 1025 Horsham Road. • LEAF WASTE INCLUDES: leaves, garden residue, shrubbery and tree trimmings, less than 4 ft. long and 4 inches in diameter. • ITEMS NOT TAKEN INCLUDED: grass, stumps, tree trunks or logs. WHAT IS STORMWATER? Stormwater is water runoff from precipitation that flows across the ground and pavement when it rains or when snow and ice melt. The water seeps into the ground or drains into what we call storm sewers. These are the drains you see at street corners or at low points on the sides of streets. Collectively, the draining water is called stormwater runoff.

THINGS TO HELP LIMIT STORMWATER RUNOFF VOLUME

INSTALL A RAIN GARDEN A rain garden is a planted shallow depression designed to catch and filter rainfall runoff. The garden captures rain from a downspout or a driveway. The water sinks into the ground, aided by deep rooted plants that like wet and dry conditions. A residential rain garden should dry out between rains and should only hold water for approximately 24 hours. This timeframe prevents standing water that could create mosquito habitat.

INSTALL A RAIN BARREL Rain barrels are installed at the bottom of your down-spouts and catch the rain water that comes off the roof. You can then reuse that water to water your garden or yard. Please try to empty your rain barrel between rain events to maximize the effectiveness of the rain barrel. You can either purchase your rain barrel from the Township or make your own.

PLANT TREES AND SHRUBS Planting trees, shrubs and/or plants that have a deep root structure help stormwater infiltrate into the ground. They also catch rain water on their leaves and branches which helps to reduce the amount of run-off during a storm.
