Description The city of Stalowa Wola has a population of approximately 72 000 people. It is located in the south-eastern part of Poland in the Podkarpacie Voivodship, belonging to the Vistula River basin. The city of Stalowa Wola drains to the River by means of a system of ditches, and in the southern part of the town, by the Jelnia stream. The sanitary sewerage system is currently used by 66 900 inhabitants of Stalowa Wola, (which is the equivalent of 92.7% of the total number of inhabitants) and the water supply system is used by 69 600 inhabitants (96.5% of the total number). Those inhabitants who are not connected to the sewerage system are using septic tanks from which the sewage is continually taken away by the waste removing vehicles.

The main aims of this project are to provide the city with a better purification system for drinking water and to improve the waste water management system through the modernization of the waste water treatment plant and the up-grade and extension of the waste water collection system.

1. Water supply system At the moment the Water Purification Station provides only the correction of the water Ph factor by means of adding lime water. There is an urgent need to modernise the existing water purification system due to the need for iron and manganese reduction.

1 The project’s investments comprise:

− Construction of the new water purification plant with a maximum capacity of 13 500 m3/d , satisfying the maximum daily demand of 12 800 m3/d, − Small extension of the water supply system including the passage under the railway track (approx. 1.7 km).

After completion of the project the quality of the water delivered to the customers will meet the requirements of Polish legislation and EC Directives in relation to the quality of drinking water, particularly as regards manganese and iron permissible concentration and PH factor. Also the taste value will increase.

2. Sanitary sewerage system The project’s investments relate to:

− Modernisation of leaking and damaged sewers for approximately 6.4 km necessary to reduce the inflow of excessive amount of infiltration waters and to eliminate odours disturbing inhabitants in summertime and works regarding sewer A, which must be rebuilt; − Modernisation of two pumping stations not equipped with automatic control systems, relying on old worn-out pumping units and very energy consuming; − Construction of new sewerage connection to unconnected districts (sewerage, pressure pipes, local pumping stations) for a total length of 18.9 km.

New residential areas will be connected to the sewerage system: works in this project will increase the percentage of the population connected to the sewerage system from 92.7% to 96.5%, with an increase of approximately 3 400 people connected. Infiltrations will be reduced from 4 348 m3/day, at present, to approximately 2 700 m3/day after realisation of the measure.

3. Rain drainage system The sewerage system of the town consists mainly of the separate sewerage system (95% of the total length) and partially of the combined sewerage system (town centre, serving an area of 49 ha). The investment (total 9.1 km of storm water drainage) aims to solve problems raised in periods of heavy rain, when the combined sewerage system in the centre of the town is overloaded, resulting in street and basement flooding. This phenomenon results from the too-small diameter of the combined sewerage pipelines, which in the time of their construction were planned to serve a smaller catchment area. In order to decrease the load of the sewerage system in the centre of the town, the area served by the combined sewerage system will be relieved by development of a separate sewer for the part of the town which does not have a sanitary sewerage system and by construction of the rainwater drainage system in the centre of the town, which will collect the rainwater presently directed to the combined sewerage system.

The project’s investments are as follows:

− Separation of the combined sewerage system and construction of the storm water drainage system in the centre of the town; − Construction of new sections of storm water system in unconnected districts.

4. Modernisation of the Waste water treatment plant The waste water treatment plant put in use in 1993 was designed to receive 23 000 m3/d. The wastewater effluent discharged from the municipal wastewater treatment plant is treated insufficiently especially in terms of nitrogen and phosphorus reduction, required by Polish law and EC Directives.

The project’s investments comprise: modernisation of the technological process with sludge processing in separated digestion chambers, improvement of heat and energy management, gas management, power supply system, extension of the control and management system, sealing of the preliminary sludge thickeners, the digester and the mechanical treatment facilities including the preliminary settling tanks and odour removal of the outlet air. The modernised treatment plant will have a hydraulic capacity of 17 500 m3/d and an increased capacity to receive the load of pollutants with a simultaneous improvement of the treatment process particularly in relation to the biological compounds. After completion of the project the quality of the treated waste water effluent will meet the requirements specified in the Regulation, particularly as regards nitrogen and phosphorus.

Objectives − Protection of the lower section of the San River belonging to the catchment area of the Vistula River, achieving minimization of the uncontrolled discharge of untreated or insufficiently treated wastewater to waters or to the ground, through the modernisation of the waste water treatment plant and the development of the sewerage network. − Protection of the resources of the Main Subterranean reservoir No. 425, constituting the source of drinking water for Stalowa Wola and reserve water source for city of Rzeszow. − Improve of the drinking water quality, in compliance with EC standards, through the modernisation and extension of the water purification station serving approximately 70 000 inhabitants, at present occasionally receiving water which does not meet Polish and EC requirements (80/778/EEC and 98/83/EEC). − Improvement of the wastewater effluent discharged through modernisation of the wastewater treatment plant in Stalowa Wola for achieving the pollutant reduction in accordance with the EC requirements (91/271/EEC and 98/15/EEC). − Improved living standards for inhabitants through elimination of the road and basement flooding in the city centre in heavy rain, elimination of odours diffusing from the wells and elimination of septic tanks.

Environmental impact analysis Some of the infrastructure investment falls within projects covered by Annex II of the Environmental Impact Assessment Directives (85/337/EEC, as amended by 97/11/EC). The EIA for the extension and modernization of WWTP was prepared for the purpose of acquisition of construction permit on the bases of the technical design. As the contracting procedure is to be made according to Yellow FIDIC book, the contractor will be responsible for the preparation of the new technical design and new Environmental Impact Assessment in accordance with the changes in the technical project. Procedure will be carried out should the competent authorities decide on the necessity for an EIA at the relevant stage of administrative procedure. For the remaining tasks covered by

3 Annex II the decision concerning the need to carry out an EIA will be taken by the competent authority while deciding on land management and development conditions and on the construction permit.
