Minutes of the 7th meeting of DEIAA held on 25.11.2017 ENVIRONMENTAL CLEARANCE NO. 18 /2017 ASHRAF P.T MANAGING PARTNER, PROPRIETOR OF M/s. ALJOUF GRANITE METALS , VEZHAKODE, POOVATHIKKAL P.O,URANGATTIRI , MALAPPURAM Kerala 673639 vide their application received on 14.06.2017 , has sought Environmental Clearance under EIA Notification, 2006 for the quarry project of an area of 1.6942 Hectares in Sy No 184/pt, 183/8pt in Urangattiri Village, Eranad Taluk. Malappuram District, Kerala project comes under Category B, Activity 1(a), (i) as per the Schedule of EIA Notification 2006 and as per O.M. No. L-11011/47/2011-IA.II (M) dated 18th May 2012 of Ministry of Environment and Forests. It is further categorized as Category B2 as per the O.M. No. J-13012/12/2013-IA-II (I) dtd. 24.12.2013 of Ministry of Environment and Forests, since the area of the project is below 25 hectares. As per gazette notification no SO 190(E)dtd 20/01/2016, Government of India and GO(Ms)no.05/2016/Envt. Dtd 04/04/2016,Govt:of Kerala DEIAA and DEAC constituted for considering the applications for environmental clearance less than 5 hectares in individual cases and 25 hectares in cluster . The proposed project site falls withinLatitude of 11°14’46.47” N to 11°14’48.15” N Longitude of 76°6’10.40” E to 76°6’10.05” E The land area consists of 1.6942 ha. which is private land. The land use classification as per revenue records is private own land with.The proposed project is for quarrying of 50,000 MTPA of building stone. 3. The proposal was considered in the 7th meeting of DEAC held on 30.06.2017. The RQP and project proponent were present in the meeting. The members asked the various aspects of the project which were explained by both the project proponent and RQP. 4.The proposal was considered in the 8th meeting of DEAC held on 27.07.2017. The committee unanimously recommended the project for issuing Environmental Clearance on the following conditions. 5.The proposal was considered in the 11th meeting of DEAC held on 30.10.2017. The committee members discussed the abjections raised against the project in detail. The explanation and documents sought from the project proponent were described by the Member Secretary. The certificate issued by the Village Officer, Affidavit, and other documents submitted by the project proponent were also perused. The judgement of Hon'ble High Court mentioned in the complaint was not related to the quarry and hence was misleading one. The Committe found no reason to deny Environmental Clearance to the project on the basis of the complaint. The judgement dated 31.01.2017 of the Hon'ble High Court in W.P(c) no. 1503/2017 filed by the project proponent was also considered.The Committee unanimously recommended the project for issuing Environmental Clearance on conditions mentioned in 8th DEAC meeting dated 27.07.2017 and after producing an afffidavit by the propenent, issue the EC. 7. The proposal discussed by in the 5th meeting of DEIAA Committe on 11.08.2017. The various complaints have been field before the District Collector against sanctioning of EC to this quarry. Hence the committee dicided to sent back the proposal to DEAC will a darection to look in to the complaints raised against the project. 6. The proposal was considered in the 7th meeting of DEIAA held on 25.11.2017 . The committee unanimously recommended the Project for issuing Environmental Clearance on conditions mentioned in the 8th & 11th DEAC meeting. 1. The overburden shall be properly stacked and it shall not in any way obstruct the valley adjacent to the property. 2. Evergreen type of plants (Tamarind, Gooseberry, “ Vaka”) should be planted arrounde the quarry and in buffer zone and adjacent area so as to compensate the number of tree fell during mining operation. 3. Rainwater harvesting shall be practiced to reduce to groundwater consumption. 4. CSR shall be spent at arate of Rs.10 for production of very tonne of granite building stone in the quarry for the concened local body, Such as government insitutions. 5. The explosive magazine shall be shifted from the present location to safer distance before commencing mining operation. 6. The buildings in the project area shall be demolished and the quarry office shall be functioned outside the project area. 7. 3% of the profit of the project shall be spent for CSR activities. The DEAC recommended the proposal for EC with following mentioning that following specific and general health conditions to be followed by the proponent strictly : 1. The explosive magazine shall be shifted from the project location to safer distance before commencing mining operation. 2. The building in the project area shall be demolised and the quarry office shall be functioned outside the project area. 3. 3% of the profit of the project shall be spent for CSR activities. 4. Mines manager shall be appointed to control, direct, manage and supervise the Quarrying operations as required under the Mines Act, 1952. 5. Chain link fencing shall be provided along with the boundary of old quarry before starting the operation. 6. Capacity of present water shortage shall be enhanced to meet the entire water requirement of the project . 7. A green belt shall be developed along with boundary of the lease area . 8. Evergreen type of trees must be planted to reduce the consequences of dust originating from it. 9. Old quarry pit shall be rejuvenated 10. Garland drain must be provided to control water pollution during rainy seasons . 11. The existing pit along the buffer zone toward boundary shall be reclaimed and greenbelt shall be developed within a year . 12. Health and welfare measures for the persons employed shall be implemented . 13. Controlled blasting should be practiced and blasting shall be done only during day time. 14. The mitigative measures for control of ground vibrations to arrest the fly rocks and boulders should be implemented. 15. Plantation shall be done which includes a green belt of adequate width around the Mining Lease area excluding the rocky area, along roads, overburden dumps and non mineralised area by planting suitable native specious in consultation with the local DFO/Agriculture Department.
