Purpose This guide will assist in taking health and hygiene measures, specific to routine cleaning, and decontamination following a suspected or confirmed case of coronavirus (COVID-19), at your workplace or location of activity. An important part of maintaining a clean and safe environment is for individuals to take responsibility for their own health and hygiene before, during and after activities, particularly regarding hand hygiene, cooperating with signage directions, minimising contact with surfaces where possible, maintaining physical distancing and staying home if unwell.

1 Cleaning during the COVID-19 pandemic

COVID-19 spreads through respiratory droplets produced when an infected person coughs or sneezes. A person can acquire the virus by touching a surface or object that has the virus on it and then touching their own mouth, nose or eyes. A key way you can protect people from the risk of exposure to COVID-19 is by implementing appropriate cleaning and disinfecting measures for your location of activity such as a club facility or office. A combination of cleaning and disinfection will be most effective in removing the COVID-19 virus. For further information, see general considerations and definitions.

2 Responsibilities

3 Routine cleaning

4 Decontamination for suspected or confirmed cases of COVID-19

The decontamination process • Perform hand hygiene and adopt appropriate PPE. Thoroughly clean and then disinfect: ‒ All areas of suspected or confirmed contamination ‒ All equipment and surfaces which have been in contact with the patient ‒ All surfaces frequently touched during transport and care of the patient ‒ Any common areas (e.g. kitchens, bathrooms), and ‒ Any other known or likely touch points at the location. • Pay particular attention to high touch areas and work/activity surfaces, the exterior of equipment used, patient assessment equipment, bed, rails, door handles, and any other surface used or touched • Allow surfaces to dry. After cleaning • General waste should be placed in a rubbish bag before being disposed of in a normal waste bin • Hazardous waste should be placed in a tied biohazard (yellow) bag, or suitable container before being disposed of in a hazardous waste bin. If unavailable, place hazardous waste in two normal tied rubbish bags with a label (printed or written) placed on the outside indicating it is hazardous waste. c) Equipment – Lifesaving club activities and transport • For information on cleaning of equipment using washing techniques, see general considerations. • ‘Detergent + disinfectant’ means a combined (2-in-1) solution (cleaning products + water) of regular detergent and disinfectant, made up daily. See Appendix 1 for information on achieving the correct bleach solution. Ensure the correct type of disinfectant is used for the surface/item. • Always follow the manufacturer’s recommendations when cleaning specialised equipment, such as lifejackets and lifesaving equipment. Where possible, do not use chlorine bleach on an item if it will damage the item. A non-corrosive disinfectant suitable for specialised equipment is provided in Appendix 2. • Each of the following types of equipment should be routinely cleaned following use, and between users if shared where practical.

6 General considerations

• It is important to maintain routine cleaning because dust, dirt and grime can reduce the ability of disinfectants to kill germs. • Alcohol-based products are highly flammable, which may lead to fire or explosion if an ignition source is present. • All surfaces and equipment where possible and appropriate (e.g. high touch) should be cleaned at least daily. More frequent cleaning may be required in some circumstances. Use of equipment that cannot easily be cleaned is discouraged. • Considerations specific to indoor cleaning/disinfection: ‒ Where possible, avoid cleaning methods which may disperse microbes into the air (dry sweeping and spray and wipe techniques). ‒ If you must use spray indoors, it should be applied directly to a disposable or launderable cloth and the cloth used to wipe the surface. • Considerations specific to outdoor equipment cleaning in the use of pressure washers with a soap dispensing attachment (Life Saving Victoria Clinical Advisory Group, personal communication, October 3, 2020): ‒ Currently there is no evidence to support or refute the use of a pressure washer in the routine, thorough or deep clean setting for COVID-19, nor is there any discussion on the subsequent transmission risk. ‒ Caution is urged in selecting a cleaning product safe for pressure washing techniques. ‒ Clubs that wish to use this method should consider appropriate risk mitigation strategies to avoid image and reputation risk including, but not limited to, the environment; wind direction; proximity to other activities; and avoiding circumstances where the operator, members and the public are doused in water. • Disinfectants require sufficient contact time to be effective at killing viruses. If no time is specified, the disinfectant should be left for ten minutes before removing. • If store-bought disinfectants are not available, a disinfectant solution can be prepared using bleach and water (see Appendix 1). Do not use alternative products such as vinegar, baking/bicarbonate soda, essential oils, mouthwash, saline, etc. as they will not kill COVID-19. • Launder items according to the manufacturer’s instructions. Use the warmest appropriate water setting and dry items completely. Wear disposable gloves when handling dirty laundry from a person who is sick. Dirty laundry from a person who is sick can be washed with other people’s items. Do not shake dirty laundry. Clean and disinfect clothes hampers according to guidance above for surfaces. Remove gloves, and immediately conduct hand hygiene. • Read the product label and for a cleaning/disinfecting product before using and make sure you follow all instructions, including all required PPE. Ensure the product is suitable for use on the surface or item you are cleaning, particularly anything porous. • Regular detergent and water can pose harm to the environment. Use a common sense approach when cleaning in an open waterway environment, to minimise any potential harms from disinfectants. For example, washing equipment on the grass or an area where the run off drains into

the sewer (not storm water), selecting an appropriate locating for disinfecting, and thoughtful waste management. • When cleaning on or around electrical equipment/fittings, isolate electrical equipment and turn off power source if possible before cleaning with liquids.

7 Definitions

Clean To physically remove germs (bacteria and viruses), organic matter, dust, dirt and grime from surfaces using a detergent (or 2-in-1 detergent and disinfectant) and water solution (warm water is best). Damp dust To wet a cloth with cleaning agent and wring out, such that the cloth remains damp, but does not drip water. Detergent A detergent is a that is designed to break up oil and grease with the use of water. A detergent solution should be made to the advised concentration as per manufacturer’s recommendations. Detergent + A combined (2-in-1 clean) solution of regular detergent and disinfectant, made up disinfectant daily. See Appendix 1 for information on achieving the correct bleach solution and Appendix 2 for suppliers of non-corrosive (non-bleach) disinfectants for porous surfaces and items. Disinfect To kill germs (bacteria and viruses) on surfaces using a disinfectant solution. Disinfectant A product labelled as household disinfectant and containing ≥ 70% alcohol (such as isopropyl alcohol), quaternary ammonium compounds, chlorine bleach or oxygen bleach. Decontamination The process of cleaning and disinfecting, to remove, neutralise or kill bacteria and viruses, from an area, object and/or person. Hand hygiene The practice of reducing the number of micro-organisms on the hands. It refers to two common forms of hand cleansing: • Hand rub – application of a waterless antimicrobial agent (for example, alcohol-based hand rub) to the surface of the hands. • Hand wash – use of water and soap or soap solution (whether plain or antimicrobial), followed by patting dry with single-use towels. HEPA High Efficiency Particulate Air filter High touch A surface that is touched often, by the same or different people. For example, a tap or door handle. Low touch A surface that is touched less than a high touch surface. For example, the surface of a cupboard door. If uncertain about exposure level, treat as high touch. PPE Personal Protective Equipment – for more information, see the DHHS PPE factsheet. Routine cleaning To maintain the cleaning process on a consistent basis, to reduce build-up of dust and dirt and maximise disinfectant effectiveness. For high touch surfaces in the context of COVID-19, at least daily. Wipes Refers to use of single-use, pre-soaked cloths, or launderable cleaning cloths used with detergent and/or disinfectant solution (depending on the level of cleaning required and suitability for surface/item).

Preparation of bleach disinfectant solution • Chlorine (bleach) can be hazardous if not handled correctly and should only be used where a safer alternative disinfectant is not available. Always follow the manufacturer’s instructions. • Know when and how to dilute it correctly (e.g. always pour concentrate into the water, never the other way around). • Work in a well ventilated area and wear PPE (see below). • DO NOT use with any other products (e.g. toilet bowl cleaners, acids – including vinegar – or anything containing ammonia). • When preparing bleach , observe the following: ‒ Gloves should be worn when handling and preparing bleach solutions ‒ Appropriate protective eyewear should be worn in case of splashing. • Bleach solution should be: ‒ Made up daily ‒ Used mainly on hard, non-porous surfaces (it can damage textiles and metals). • Sufficient time is required to kill the virus; follow manufacturer’s instructions. 10 minutes of contact time is required at a concentration of 0.01% or 1 minute for a concentration of 0.1%. • Household bleach comes in a variety of strengths. The concentration of active ingredient — hypochlorous acid* — can be found on the product label.

*Hypochlorous acid (HOCl) is a weak acid formed when chlorine (Cl) dissolves in water and dissociated to hypochlorite

(ClO-) which is the oxidising disinfectant in bleach.

Note: prediluted bleach solutions lose potency over time and on exposure to sunlight.
