Sequestration & Cuts to Biomedical & the House Budget Biological Research

Federally funded biological research: The federal government funds research in every • Improves health state through agencies and programs such as the National • Increases innovation Institutes of Health (NIH), the National Science Foundation (NSF), the Department of Energy Office of Science (DOE SC), • Trains the next generation of scientists and the Department of Agriculture (USDA) • Strengthens the economy Agriculture and Food Research Initiative (AFRI).

“I believe that the House has made its choice: sequestration – and its unrealistic and ill-conceived discretion- ary cuts – must be brought to an end” House Appropriations Committee Chairman Hal Rogers (R-KY), July 31, 2013

Since 2003, NIH’s capacity to fund biomedical research has declined due to a combination of flat funding, inflation, and sequestration. Under the House’s budget allocations, this reduction would reach 37 percent,  more than a one-third loss in capacity. What discoveries  will be delayed or perhaps  not even happen?  X

“I think the suddenness of [sequestration] and the depth of it would be a disaster for research, which is not an activity that you can turn on and off from year to year. It’s an activity that takes time. The most impacted are the young, new investigator scientists, who are coming into science, and will now abandon the field of science. . . . [W]e are going to maim our innovation capabilities if you do these abrupt deep cuts at NIH. It will impact science for generations to come.” Elias Zerhouni, MD, President of Global R&D at Sanofi and former Director of NIH, February 21, 2013

Sequestration means fewer research projects will be funded. These represent just a few areas of research that will be impacted: • Cancer • Crop diseases, yield, and nutrition • Environmental protection • New and existing infectious diseases • Biosecurity • Public health and surveillance • Diabetes • Neurological diseases and dementia • Vaccine development

“Congress can end these arbitrary and irrational cuts by replacing the sequester in its entirety as part of a big and balanced solution to deficits.” House Minority Whip (D-MD), August 1, 2013
