NEWSLETTER October 2020 Follow us Dear all, The European Commission’s new Work Programme for 2021 this week signals a shift in focus from strategy to delivery, from planning for the green and digital transition in Europe, to making it happen. It’s a shift that’s anticipated and reflected in our work here in Orgalim this past month. The rhythm and intensity of Orgalim activities and engagement has been accelerating, as I think you can see from this latest roundup of our news, policy work and events. And there’s a clear common thread running through it all, namely how to deliver key policy elements of the strategic ambition to build a green, digital and resilient Europe. Our recent Industrial Strategy in Focus roundtable on the Circular Economy Action Plan is a case in point. It brought together policy makers and industry – and +/- 200 attendees – for a deep dive into what it will take to move Europe closer to a workable and effective circular economy. We have two more events in the series coming up, digging into vital questions on the EU’s Industrial Strategy relating to Europe’s future trade strategy and to AI in its industrial context. We hope to see many of you there. of you there. As the Commission itself acknowledged this week, given the long-term and transformative nature of the initiatives planned, it is more important than ever to legislate effectively, by making informed decisions based on evidence and better regulation principles. And given the central role that Europe’s technology industries have to play in this transformation, Orgalim is fully committed to support the process of turning strategy into impactful action. We have published five new position papers since September on the free trade agreement expert group, on the Trans- European Networks for Energy regulation, on the Circular Economy Action Plan, on the trade policy review and on the upcoming delegated act for internet-connected radio equipment and wearables. And we have been closely involved in setting up the new European Parliament Intergroup, ‘Sustainable, long-term investments & competitive European industry’, which launches on 26 October with an exciting virtual event featuring European Commission Executive Vice-President for the European Green Deal, Frans Timmermans, and Orgalim President Rada Rodriguez, as well as the Intergroup Co-Chairs and DG GROW Director, Kerstin Jorna. The second wave of the Covid-19 virus across Europe is a painful reminder of the uncertainty that we still face. The latest data show just how hard Europe’s technology industries have already been hit and underscore how vital it is that we get the upcoming policy steps in Europe right. Together with our members, Orgalim will continue to champion the role of our industries in shaping a green, digital and resilient Europe. I look forward to seeing members at our virtual General Assembly in November and to continuing to work together with all of you on the critical milestones ahead. MSSI Electrical, a not-for-profit initiative, is serviced by the ORGALIM Partnership in Supporting manufacturer associations Brussels. MSSI Electrical’s objective is to help eliminate unsafe and non-compliant electrical products in Europe to help protect people, goods and property. Working together, with trade bodies, market surveillance and law enforcement authorities, MSSI Electrical will provide information and training to support efforts to help ensure 100 percent of products used in Europe are safe and compliant. Some of the biggest global names in electrical product innovation are working together to raise awareness and inform the right people, including supply chain operators, customs and other government organizations. The objectives are twofold: 1. The first goal is to bring together manufacturers to agree and develop proactive actions / initiatives for ensuring optimum customer safety and product compliance with European directives to contribute both to safety for customers of electrical equipment and to fair competition among market operators. The intent is to develop an initiative that serves as a framework to achieve more effective market surveillance by the relevant national authorities across Europe. 2. The second goal is to foster the widest application of this new framework, as defined above, including through reporting unsafe or otherwise non-compliant products to the relevant national authorities.     ORGALIME POSITION PAPER ON Green Paper on the European Transparency Initiative COM (2006) 194 final Brussels, 30 August 2006 Introduction ORGALIME, which was set up in 1954, is an international association set up under Belgian law (AISBL). We speak for 35 national trade federations in 24 European countries, which represent some 130,000 companies in the mechanical, electrical, electronics and metalworking industries. Our national association members are established in 20 EU countries (all member states excluding Cyprus, Estonia, Greece, Malta and Slovakia) and we also have members from Bulgaria, Croatia, Norway and Switzerland. The engineering industries (NACE codes 28 to 33) employ some 10 million people in the EU and accounted for an estimated 1598 billion Euro of annual output in 2005, which is over a quarter of the EU’s output of manufactured products and a third of the manufactured exports of the European Union. Orgalime welcomes the Commission’s Green Paper on the “European Transparency Initiative” and the opportunity to provide our comments on this paper. We welcome the increasing transparency in the work of the institutions and the efforts being made by the different Directorates General to consult stakeholders across the board before issuing a policy or a proposal. We believe that the Commission’s standards of consultation have improved markedly in recent years, although we remain concerned that consultation procedures are still often neither simple enough, nor targeted enough. We comment hereafter in greater detail on this issue and on the issue of transparency in the answers we provide to the Commission’s questions. As a trade association, Orgalime consistently represents the collective interests of engineering companies, the vast majority of which are SMEs, which would otherwise find it difficult to make their views known at an EU level.

Ms. Canevari firstly introduced the energy policy context of the European Union, r mentioning that the Commission adopted a communication on the Energy Union in 2015 and the Clean Energy for All European Package in 2016, which includes a consistent set of ambitious proposals for revising the policy framework the EU energy sector. Ms. Canevari underlined the importance of energy efficiency and energy flexibility and highlighted that digitalization of energy is a key component in the policy framework. She emphasized that buildings have a key role to play in digitalization and enhancing energy efficiency and that the Smart Readiness Indicator (SRI) under the EPBD would help to achieve these targets. The SRI is particularly illustrative of the stronger focus on smart buildings in EU energy efficiency policies. The aim of this indicator is to ensure the smartness of the buildings can be rated with the aim to express the value added of digitalization to building owners and occupants, so they can take that value into account in their investment choices.
