Linda A. Davidson ("petitioner") respectfully requests the Commission initiate a rulemaking proceeding for the purposes ofconsidering amending Section 73.202(b) ofthe Commission's rules. In support whereofthe following is stated. 2. Petitioner proposes the Commission allot FM channel 247A to Arvin, California as its second local commercial FM service. This would require amending Section 73.202(b) ofthe commission's rules as follows: Community Present Proposed Arvin, CA 223A 223A,247A 3. Arvin is an incorporated city located in Southern California. It is located in Kern County. In 1990, the United States Census Bureau estimated Arvin had a population of 9286 persons. Since both commercial FM channel 223A and non-commercial FM channel 219A are already assigned to Arvin, it qualifies as a community for allotment purposes. 4. FM channel 247A can be assigned to Arvin in full compliance with the Commission's minimum distance separation requirements. This is illustrated in Table A below, which lists stations and assignments within 240 kilometers. Coordinates used are N 35: 12:01, W 118:50:01 which are listed in the National Atlas as those for Arvin, CA. 5. Petitioner, or an entity with which she is affiliated, intends to apply for a construction permit to activate channel 247A ifit is assigned to Arvin as proposed. -

The M Street Journal Radio's Journal of Record ' EW YORK NASHVILLE CAPSTAR ACROSS AFRICA. Capstar Broadcasting Partners will spend $60 million for twenty stations in four separate transactions covering five markets. Terms of the individual deals weren't disclosed. Two of the deals involve Point Communications, which is the managing partner of six stations in Madison, WI and owns five in the Roanoke - Lynchburg area, owned through a subsidiary. In Madison, the stations are standards WTSO; CHR WZEE; news -talk WIBA; rock WIBA -FM; new rock WMAD -FM, Sun Prairie, WI; and soft AC WMLI, Sauk City, WI. In Roanoke - Lynchburg -- oldies simulcast WLDJ, Appomattox and WRDJ, Roanoke; urban oldies WJJS, Lynchburg; and dance combo WJJS -FM, Vinton, and WJJX, Lynchburg. The third deal gives Capstar three stations in the Yuma, AZ market, including oldies KBLU, country KTTI, and classic rocker KYJT, from Commonwealth Broadcasting of Arizona, LLC. Finally, COMCO Broadcasting's Alaska properties, which include children's KYAK, CHR KGOT, and AC KYMG, all Anchorage; and news -talk KIAK, country KIAK -FM, and AC KAKQ -FM, all Fairbanks. WE DON'T NEED NO STINKIN' LICENSE . It's spent almost ten weeks on the air without a license, but the new religious -programmed station on 105.3 MHz in the Hartford, CT area, is being investigated by the Commission's New England Field Office. According to the Hartford Courant, Mark Blake is operating the station from studios in Bloomfield, CT, and says that he "stands behind" the station's operation. Although there have been no interference complaints filed, other stations in the area are claiming they are losing advertising dollars to the pirate. -

Communications Status Report for Areas Impacted by California Public Safety Power Shutoffs October 30, 2019 The following is a report on the status of communications services in geographic areas impacted by the power shutoffs as of October 30, 2019 at 11:30 a.m. EDT. This report incorporates network outage data submitted by communications providers to the Federal Communications Commission’s Disaster Information Reporting System (DIRS). DIRS is currently activated for 32 affected counties in California. Note that the operational status of communications services during the power shutoffs may evolve rapidly, and this report represents a snapshot in time. The following counties are in the current geographic area that is part of DIRS. California: Alpine, Amador, Butte, Calaveras, Contra Costa, El Dorado, Glenn, Humboldt, Kern, Lake, Los Angeles, Marin, Napa, Nevada, Orange, Placer, Riverside, San Bernardino, San Diego, San Mateo, Santa Barbara, Santa Clara, Santa Cruz, Shasta, Sierra, Solano, Sonoma, Tehama, Tuolumne, Ventura, Yolo, and Yuba. As prepared by the Federal Communications Commission: October 30, 2019 11:30 a.m. EDT 911 Services The Public Safety and Homeland Security Bureau (PSHSB) learns the status of each Public Safety Answering Point (PSAP) through the filings of 911 Service Providers in DIRS, reporting to the FCC’s Public Safety Support Center, coordination with state 911 Administrators and, if necessary, direct contact with individual PSAPs. 911 calls to Fairfax Police Department, CA have been rerouted to another PSAP with location information. Wireless Services The following section describes the status of wireless communications services and restoration in the affected area, including the percentage of cell sites out of service for each county. -
