HOMELESSNESS ACT The majority of the provisions of the Homelessness Reduction Act will come into force on April 3, 2018. It is a major change to the current legislation that governs local authorities’ responses to people threatened with, or experiencing homelessness. The new Act puts more emphasis on prevention activities by introducing new duties for local authorities to help prevent homelessness for all families and single people eligible for assistance, regardless of priority need. The focus of the Homelessness Reduction Act is homelessness prevention. It introduces: • A change to the meaning of “threatened with homelessness”. The period at which a person is threatened with homelessness is changed from 28 days to 56 days. • A new duty to carry out a detailed assessment on each household who is homeless or threatened with homelessness, setting out clear information on the circumstances leading to homelessness, and agreeing meaningful steps to remedy this in a written plan. Cornwall Council and Cornwall Housing are working together to prepare for the changes in the new legislation and new responsibilities it brings. Cornwall Housing has made its response to the legislative changes a key element of its Transformation & Change Programme thus ensuring it is properly resourced and ready to be fully compliant with the Homelessness reduction Act.
