South West Wales Regional Waste Plan First Review (Recommended Draft) – March 2008 2.3.1 The Regional Waste Plan (RWP) for South West Wales provides a land use planning framework for the management of all types of waste. In accordance with TAN 21: Waste, each of the three Regions in Wales (South West, South East and North) are required to produce a RWP, showing how that area will deal with its waste in the future. It is the responsibility of each constituent local planning authority to implement the framework through their LDP. MAC3 Insert the following paragraphs within section 2.3: Swansea Bay City Region The Swansea Bay City Region encompasses the Local Authority areas of Pembrokeshire, Carmarthenshire, City and County of Swansea and Neath Port Talbot. The study area extends over all of the County of Carmarthenshire, except for the following exclusions: areas which lie within the administrative area of the Brecon Beacons National Park Authority; areas along the coastal fringe and within the intertidal zone along the sea coast, since these areas are considered to be impracticable for field-scale solar photovoltaic development; specific urban areas of the County which are defined as such by the LANDMAP Visual and Sensory Aspect datasets1. 1.2 The Welsh Government is committed to increasing the amount of electricity generated from renewable sources as part of its overall strategy to tackle climate change. Wales has significant potential solar power resource and power generation using this resource is now becoming an expanding method of generating renewable energy. Carmarthenshire’s location in the southern half of the UK makes it a viable county for solar farm development, where it benefits from higher levels of solar radiation. -

Gypsy and Traveller Need – Llanelli Area Consideration of Sites for Gypsy and Traveller Provision June 2019 1. Introduction This paper identifies the requirements emanating from the preparation of the Revised Local Development Plan (LDP), the provisions of the Housing (Wales) Act 2014 and the outcome of the Gypsy and Traveller Accommodation Needs Assessment (GTAA) in respect of the need for the identification of a site or sites to meet the need for additional pitches in the Llanelli area. The paper outlines the requirement arising from the GTAA and the work to date on identifying a site from existing Local Authority land holdings. (Appendix A) It also sets out the progress in considering the sites submitted as part of the ‘Call for Sites’ through to the identification of those for more detailed consideration (Appendix B). 2. Background The Housing (Wales) Act 2014 became law in Wales on 17 September 2014. It contains provisions on providing Gypsy and Traveller Sites and in particular the requirement for each local authority across Wales to carry out an assessment of the Gypsy and Traveller accommodation needs (over a period of at least every 5 years). The Act also contains further provisions requiring each local authority to meet those accommodation needs. The requirement to identify and make provision for any unmet gypsy and traveller need is also reflected in the preparation of a Development Plan. In this respect in preparing the Revised Carmarthenshire LDP 2018 – 2033 there is a requirement to identify a site or sites and to make provision for the monitoring of their delivery. -

1.0 Introduction, Vision and Objectives
Chapter 01 1.0 INTRODUCTION, VISION AND OBJECTIVES Chapter One sets the scene for the development of the Regional Transport Plan. It clarifies: • The role and purpose of SWWITCH and the Regional Transport Plan 1 • The overarching context for the regional plan, including the national, regional and local strategies and policies which influence the plan • The evidence base for the strategy and policy development • How SWWITCH has engaged with stakeholders at each stage of the plan • The regional vision, objectives and key priorities for the plan Introduction 1.1 SWWITCH - The South West Wales Integrated Transport Consortium (SWWITCH) was formed in 1998 in recognition of the need for the four Unitary Authorities in the region to work together to address increasingly complex transport and access needs, many of which cross local and regional boundaries. SWWITCH comprises the four South West Wales authorities: • Carmarthenshire County Council • Neath Port Talbot County Borough Council • Pembrokeshire County Council • City and County of Swansea More detail on SWWITCH and the way it currently operates is included in Appendix A and Figure 1.1 (page 2) shows the region and key transport infrastructure. SWWITCH recognises the need to be flexible to meet future needs and will continue to develop its constitution and organisational structure as appropriate. 1.2 Transport Strategy for Wales - The Welsh Assembly Government (WAG) published One Wales – Connecting the Nation, The Wales Transport Strategy (WTS)1 in May 2008. This sets out strategic priorities for improved transport and required outcomes across Wales. These are shown in Appendix B. 1.3 WAG is also in the process of preparing a National Transport Plan (NTP)2.
