Luxembourg is one of the smallest countries in the EU, but it is also the wealthiest per capita. Following Italy and Latvia, Luxembourg is the third in this Presidency Trio, and will be the second full Presidency to work with the new Commission headed by compatriot and former Prime Minister Jean-Claude Juncker. Luxembourg is the seat of several major institutions such as the European Court of Justice, the European Investment Bank, and the Court of Auditors. Attitude toward the EU Luxembourg is one of the six founding members of the European Union and has historically played a key role in its formation.

The question of dissent within courts of justice consisting of more than a single judge is difficult and complicated. It has been given different solu- tions in various countries and throughout history. The solution given to the problem in international courts has also differed widely, and it cannot be said that there is unanimity on the point even today. The question is also to some extent rather peculiar because it would seem that individual judges through their dissents have contributed greatly to the development of municipal law 2) whereas this would not seem to be the case in the International Court 3). One coptributing reason for this is undoubtedly the rarity of international awards. Gladys Lechini 21 de octubre de 2008 Este trabajo aborda las vinculaciones de Argentina con el Reino de Marruecos, en el contexto de sus relaciones con el Norte de África y África, centrando su atención en el período 1989-2007, etapa en la cual se profundizó el acercamiento entre ambos actores y, consecuentemente, el afianzamiento de los lazos bilaterales. Se pretende explicar porqué las relaciones político-diplomáticas y comerciales con Marruecos se intensificaron y avanzaron en el sentido de una convergencia político-comercial, a pesar del descenso del perfil de las relaciones argentino-africanas en la política exterior argentina. El incremento sostenido en la relación bilateral se produjo debido a la implementación de una política por impulsos, de carácter agregativo, que se sostuvo a lo largo de estos veinte años, gracias a las respuestas e insistencia del lado marroquí y a los acercamientos desarrollados por Brasil hacia la región norafricana. Mientras en los noventa se avanzó con el enfoque comercialista, animado por las coincidencias ideológicas resultantes del alineamiento con la potencia hegemónica; en el siglo XXI el enfoque comercialista se acentuó, pero ahora bajo el discurso de la cooperación Sur-Sur. 2 Argentina - Moroco.
