2020.03.11 01. (a) Confirmation of the following Minutes:

(1) On the PROPOSAL of Cllr. J. Healy-Rae SECONDED by Cllr. F. Fitzgerald it was agreed that the Minutes of the Meeting of the Members of the Municipal District of Castleisland & Corca Dhuibhne held on 15th January 2020 be confirmed.

(b) Reception of the following Deputation:

1. Deputation from National School.

Requested by Cllr. J. Healy–Rae:

The Members and Executive were introduced to Ms. Geraldine Shanahan, Principal of Gneeveguilla NS.

Ms. G. Shanahan thanked Cllr. J. Healy-Rae and and for allowing the National School to explain their case to Kerry County Council.

The issues as outlined by the Deputation are:

- There is a pedestrian crossing outside the NS and cars are neither slowing down or stopping when passing through the village; - Cars are also speeding through the village with no concerns for safety, there have been some close escapes here, involving Children; - There will be 126 Children in the School at next term; - Problem is exacerbated when during school hours children leave school buildings to walk to attend school activities at Community Centre; - Deputation and Cllr. J. Healy-Rae requested that Kerry County Council place speed calming measures in the form of speed ramps at both approaches to the pedestrian crossing at Gneeveguilla National School.

Cllr. M. O’Shea welcomed Ms. Shanahan to Milltown and to the Meeting and stated that a similar situation could be seen also at the local National School in Milltown. Supporting the Motion, he recommended that all pedestrian crossings should have speed reduction ramps accompanying them at either side.

Cllr. B. O’Connell commended the Deputation for highlighting the vital issue of safety at pedestrian crossings and above all, at areas where large volumes of children are present. Cllr. F. Fitzgerald welcomed Ms. Shanahan and agreed that indeed it is a terrible stain on our society that vehicles still do not reduce speed when approaching a pedestrian crossing and the Councillor gave the Deputation his full support.

Welcoming the Deputation, SEE Ms. B. Mulryan confirmed that there shall be observation measures in place at Gneeveguilla NS going forward. Kerry County Council are committed to conducting a traffic speed survey at this location. Accident Data at the location would have to be considered when making any case for funding. Director of Services Mr. C. O’Sullivan welcomed Ms. Shanahan to the MD Meeting and informed those present that any Speed Surveys and relevant Accident Data are required to build a case for any funding from the TII for speed ramps or other traffic calming measures. A Section 38 of the Roads Act would have then to be prepared for Public Consultation, as following the National Guidelines. He thanked

The Schedule of Municipal District Works (SMDW) Plan, for the Castleisland and Corca Dhuibhne Municipal District has been prepared in accordance with the provisions of Section 58 of the Local Government Reform Act 2014 and having regard to guidelines issued by the Department of Environment, Community and Local Government (Circular LG 27/2014).

Whilst the Plan has been prepared in accordance with the above statutory provisions and has to be considered by the Members of the Castleisland and Corca Dhuibhne Municipal District, it is recognized that this will be the first such Plan for this Municipal District since the local elections in May 2019. This has necessitated changes to the existing Engineering Areas to align them as best as possible to the new Local Electoral Areas / Municipal Districts. The impacts of these changes have been taken into account in preparing the budgetary provisions and the proposed work programme as presented in this plan.

This Plan is, in effect, a plan of maintenance and repair works that prioritizes and apportions the use, within the Municipal District, of the funding provided in the 2020 Budget, which was adopted by Council on the 18th November 2019 for particular purposes.

Castleisland-Corca Dhuibhne MD Meeting 20 11th March 2020 After the report briefing, Director of Services Mr. C. O’Sullivan reminded Councillors that their individual Allocation is €27,000, the same per Councillor as in 2019, and he recommended the MD Works Plan to the Members to be adopted. This is first Municipal District Works Plan for the newly created Castleisland & Corca Dhuibhne Area.

Members briefed on the main parts of the MD Works plan being the Restoration Improvement and Restoration Maintenance Programmes. Mr. C. O’Sullivan stated that the largest part of the plan is Restoration Improvement for 2019-21.

The Cathaoirleach B. Fitzgerald commended the work of the Roads, Transportation & Marine Staff for producing such a comprehensive works plan and he had no issue in recommending the plan for both Castleisland and Corca Dhuibhne.

Cllr. C. Farrelly welcomed the MD Works Plan but had a few queries in relation to the €60,000 for Footpath funding; of which it feels quite small for the whole Municipal District area; also, he hoped that potholes could be repaired in a more quicker fashion, and villages cleaned more than 4 times in the year.

SEE Mr. J. Kennelly stated that the Roads Department have their aim to repair potholes in the MD as quickly as possible.

Cllr. F. Fitzgerald welcomed the preparation of the MD Works Plan for the Municipal District, commended the work that is planned for the year ahead and gave it his full unwavering support. He did, however, query the small drop in the Discretionary Grant but was happy to see the Drainage Grant remain the same for the area. His hope was that smaller villages within the Municipal District such as Cordal, Brosna, Scartaglen and Knocknagoshel would be cleaned by the Council. It is important he feels that the Kerry County Council Community Department liaise with the Tidy Towns Groups in these areas.

Cllr. J. Healy-Rae welcomed the MD Works Plan and praised the work involved in its creation. He had a few observations, however. There is a need for clarity given on the status of Local Authority Properties – as in who is responsible for the interior, and exterior of the property? The Councillor was pleased to see over €1m pledged for the Roads Improvement. His belief was that the €60,000 allocated to the Footpath funds be split equally between both Castleisland & Corca Dhuibhne MD Areas. He hoped that there would be commitment given that the Road Sweeper would visit Castleisland once a month.

Cllr. S. Cosaí Fitzgerald welcomed the Plan for the MD Area and gave it his support. He queried whether Upper Main Street Dingle should be included in the Works Plan Report?

In reply, EE Ms. B. Mulryan stated that by 2022, Kerry County Council will aim to include Upper Main Street into the Roads Programme.

Cllr. M. O’Shea welcomed the MD Works Plan and echoed the sentiments of his fellow Councillors in supporting it. He had two major concerns; (1) After Hedgerows

Castleisland-Corca Dhuibhne MD Meeting 21 11th March 2020 are cut, afterward the drains and gullies are blocked by the cut branches and the debris and overflow (2) Milltown has to be added to the Towns and Villages that are listed for Street Cleaning.

Director of Services Mr. C. O’Sullivan stated that pothole repairs are based on the traffic problems that are reported, in relation to the local roads. He clarified that the Durapatcher is run at a cost of €2,500 per day and that the machine is owned by Kerry County Council.

Cllr. J. Healy-Rae queried a cost of a machine that is doing the work for the Local Authority. Mr. C. O’Sullivan, in reply, stated the cost of the machine is related to material costs such as tarmacadam and other chipping materials. In addition, Ms. B. Mulryan reiterated that there is the cost to be factored in such as the labour generated.

SEE Mr. J. Kennelly informed the Members that funds for drainage are also included in the Roads Improvement Scheme. In relation to street cleaning in villages like Brosna, Cordal and Knocknagoshel, there is a Community Employment Scheme that caters for this regard. With regards to Hedgecutting, he informed the Members that it is hoped that the Roads Enforcement Officer will visit each road in the Municipal District Area over the next 6 Months. It is the aim of Kerry County Council that all Piers & Harbours in the Municipal District Area be cleaned periodically.

EE Ms. B. Mulryan informed the Members that Kerry County Council have a target of 3 days in which to repair potholes on main roads. The aim is to repair potholes on Regional Roads within one week. Those less travelled roads will be given due attention within the 4-week period.

After discussing, the Members agreed to split the €60,000 work budged for Footpath Improvements and divide the amount 50/50 equally to Castleisland & Dingle. The Members agreed that Castleisland Town should have their work completed initially from their €30,000 share from the MD Area.

Members were given clarification on the Community Improvement Scheme, which is the same as Community Involvement Scheme, except using a different title.

A vote was taken on the proposed MD Works Plan which resulted as follows:

Emergency Motion – Coronavirus Pandemic

(Note that this Municipal District Meeting was held prior to the announcements made by An Taoiseach on 12th & 17th March and the subsequent closure measures by the NPHET)

Cllr B. Fitzgerald urged that anyone displaying symptoms of the virus to self-isolate as per the HSE guidance. The Cathaoirleach hoped that the HSE would open the 6 extra beds at Dingle Hospital for local patients if so required. The Hospital has a 60- bed capacity but currently it is noted that only 43 beds were available for patients in early March.

As a Matter of Resolution carried by the Members, Correspondence was to be issued to the Department of Health requesting an increase in the current capacity at Dingle Hospital.

MD Manager Mr John Breen advised the Members that Kerry County Council are acting based on the advice and guidance provided by the HSE. Kerry County Council will implement and activate the Business Continuity Plan for their departments whenever necessary, and the safety and wellbeing of all employees, and the general public will be of paramount importance.

Cllr. J. Healy-Rae stated there should be a meeting with the HSE for a full briefing on the Virus. Critical of HSE in reporting on who has the virus and in what region. He felt that rumours and misinformation is abound. A lack of communication leads to false rumours spreading. He felt that Cheltenham should not have gone ahead, and Irish people should have been discouraged from attending the Festival. Sacrifices need to be made in terms of self-isolating and recovering if needed and there should be containment put in place for this unprecedented time for any suspected cases.

Cllr F. Fitzgerald stated that it is the time to show good leadership and the HSE have a huge role to play in this situation. Individuals have to take responsibility and show self-sacrifice in not breaking the guidelines of the HSE. Cllr. M. O’Shea commended the work of the HSE in addressing the Coronavirus issue. He encouraged people to shop local to help local businesses, stay in their localities and maintain their social distance when out in public.

Cllr. C. Farrelly stated that he would not like mass hysteria to develop as it would lead to rumours and misinformation. Recently 80,000 people from were allowed to travel to the Cheltenham Racing Festival, and Italian fans were allowed to travel to for the Six Nations Rugby game despite the match itself being postponed. He felt the wrong message was relayed in some parts. The Councillor commended the HSE and front-line workers on their efforts in dealing with the Coronavirus. He suggested that the Members could request of the HSE that if we have an outbreak in Kerry that 3 Pop Up Testing stations be set up in Castleisland, Milltown and Dingle, where people can go and have swab tests for coronavirus taken and results sent for analysis.

Castleisland-Corca Dhuibhne MD Meeting 23 11th March 2020 In reply, MD Manager Mr J. Breen stated that Kerry County Council are being guided by the HSE; and as such we are not the authority in making decisions for the general public. All of the other Members agreed to abide by the advice and direction disseminated from the HSE.

Business Support Unit (LEO)

Budgets Enterprise Ireland is currently finalising budgets and agreed performance targets for 2020 with Kerry LEO as part of the Service Level Agreement. The office has six projects for consideration for the February Evaluation Meeting.

The TAME (Technical Assistance for Micro-Exporters) is a grant of up to €2,500 available to businesses who wish to exhibit at overseas trade fairs. Two businesses have been approved supports.

Interest in the Trading Online Voucher Scheme remains strong with a seminar in in January attended by 38 attendees. The office is scheduling another Trading Online Voucher Seminar for in March.

Training Kerry Local Enterprise Office week runs from 2nd to 6th March. The office will be rolling out a number of free seminars and workshops. Bookings are being taken on our website. Two “Start Your Own Business programmes” are presently running and a further course is available for booking.

Demand for Digital Marketing and Social Media training around the county continues to be strong. The office also has a Brand Development Workshop running over two full days in March with bookings being taken on the website.

Community Development

Community Support Fund 2020 The Community Support Fund, (CSF) is now in its 6th year. The CSF is facilitated through the Local Property Tax, through the decision of the Elected Council. The Fund provides flexible financial support to community groups and local organisations to undertake proposed projects in 2020 - grants cannot be awarded retrospectively. This year, a total of 348 applications were received – 82 within the Castleisland– Corca Dhuibhne District and 21 Countywide applications. Special Municipal District Meetings were scheduled for Friday February 28th to consider the applications received and 67 projects were awarded funding of over €60,000 to community groups and organisations in the Castleisland–Corca Dhuibhne District. Details of the grants awarded are on Kerry County Council’s website.

Community Awards 2020 The objective of the Kerry Community Awards is to recognise work of the community and voluntary sector that has already been undertaken and/or continues to be undertaken to seek to improve the Social, Economic, Cultural and Environmental quality of life in our local communities, both urban and rural. Application to the Kerry Community Awards is in recognition of good practice models of community projects already implemented. The 2020 Annual Recognition Awards Ceremony will be held on Thursday 7th May 2020. The top ten entries (Gold Winners) and next ten (Silver Winners) will receive a monetary prize and plaque. The Overall Winner will receive an overall monetary prize and Trophy. On the recommendation of the 2019 Adjudicating Panel, the Community Awards Committee expanded the criteria for eligibility for an award in 2020 so that eligible groups may not have been a Gold Winner or Overall Winner in the previous 2 years. This is to allow for new groups to come through and progress. The closing date for receipt of applications was 7th February 2020 and 53 no. applications have been received.

Update on Kerry PPN Workshops were held in each MD during January/February. The workshops served as a consultative forum for the development of a Community Wellbeing Vision for both at Municipal District level and at County Level. To date 754 community and voluntary groups have registered with the Kerry PPN, 140 in the Castleisland – Corca Dhuibhne MD.

Castleisland-Corca Dhuibhne MD Meeting 25 11th March 2020 Healthy Ireland Update Healthy Ireland Fund Round 3 (1st July 2019 – 30th June 2021) An addendum to the Healthy Ireland grant agreement was issued by Pobal on behalf of the Department of Health and provides funding of €246,050 under Round 3 of the Fund to fund the following:

1. Building Healthy Communities, 2. Grass Roots Workplace Wellbeing Initiatives, 3. Review of Health and Wellbeing Policy Frameworks, 4. Physical Activity – Older People and 5. Urban and Rural Social Prescribing for Health and Wellbeing

Funding has also been made available to fund: • Community Mental Health Action – Rural Men’s Outreach Project, • a CMHF Small Grants Scheme, Community Engagement activity and • a Healthy Ireland Coordinator

Building Healthy Communities The Healthy Communities initiative will be developed by drawing on information gathered through the Kerry PPN Community Wellbeing Vision workshops. Kerry PPN will generate a Community Wellbeing Vision per MD and countywide.

Kerry’s Play and Leisure Policy Update Targeted stakeholder consultation workshops were held on Tuesday 3rd December 2019 to commence the development of Kerry’s Play and Leisure Policy. Dr Carol Barron, Chairperson of Súgradh and national children’s play researcher at Dublin City University, facilitated these workshops and provided a summary document based on feedback received.

Further consultations will be held in the coming months (March-May) with children and young people in a variety of settings (e.g. play schools, primary schools, secondary schools) to further develop Kerry’s Play and Leisure Policy.

Kerry Age Friendly Programme Update Age Friendly Parking - Age Friendly Parking has been included as an element in the proposed Parking Strategy for the County. The consultation is at an early stage. Older Peoples Council: As part of the development of the Older Peoples Council/Forum a Registration process was agreed at the Older People’s Council meeting. Subsequently, discussions took place with the PPN in relation to registration and possible linkages in work programmes. The Older People’s Council is due to meet again in March.

Castleisland-Corca Dhuibhne MD Meeting 26 11th March 2020 LEADER Programme A meeting of the Kerry LCDC led Local Action Group (LAG) was held on the 11th February 2020. A total of 7 no. projects supported by North East & West Kerry Development CLG (NEWKD) were presented for approval at the meeting. Following a detailed consideration of the information received, all 7 projects were approved for funding with a cumulative total of €91,870.79. In total 310 projects in Kerry with a monetary value of €6,651,801.91 have been approved for funding under the LEADER 2014-2020 programme to date

Social Inclusion Community Activity Programme 2018 – 2022 (SICAP) A meeting of the Kerry LCDC was also held on 11th February 2020 at which the Local Development Companies (who are the implementers of SICAP in Kerry, i.e. PIs) made a presentation to the LCDC in relation to their end of Year Reports for 2019 and Annual Plans for 2020. SICAP End of Year Review: The purpose of the End of Year Review is to capture and describe progress on the delivery of the programme in 2019. Castleisland-Corca Dhuibhne MD Meeting 27 11th March 2020 The excellent progress that the PIs have made in 2019 in delivering SICAP is evidenced by the year end performance where the targets set against both KP1s were met in all cases and over-achieved in certain areas. SICAP Annual Planning Process The annual planning process was approved in principle by the LCDC at the February 2020 meeting. The annual plan covers a 12- month period and details the actions to be delivered by the PIs under both SICAP goals, including targets for service delivery, outcomes and costs. The 2020 budget reflects a 3% increase on the 2019 budget and the targets set under each of the Key performance Indicators remain the same.

Kerry Recreation & Sports Partnership (KRSP) Update A Sports Development Officer (SDO), Patrice Diggin and a Sports Inclusion Development Officer (SIDO) Gearoid Doherty have recently taken up positions within the Community Department to strengthen the team engaged in the delivery of the Sports Partnership Work Programme. The work programmes currently being developed include the following:

Sports Development Officer: • Pickleball is a new and growing sport popular amongst the older adult populations. KRSP, in partnership with Listowel Community Centre and Killarney Leisure centre, are hosting a six - week pickleball programme in both venues with the aim of a blitz between the 2 on the last week. This begun on Thursday the 20th of February 2020. • Target areas and groups have been identified and tailored programmes are currently being developed to be implemented in cooperation with the Local Development Companies. • Contact has been made with the National Governing Bodies for Rowing and Badminton in relation to rolling out school programmes and introducing Orienteering. • Tutors are being recruited to rollout programmes countywide on behalf of KRSP.

Sports Inclusion Development Officer: Since Gearóid commenced employment as the Sports Inclusion Development Officer, he has liaised with relevant stakeholders in the area of sports inclusion, i.e. Killarney Leisure Centre, Listowel Community Centre, Nano Nagle Special School, Kerry Intervention Disability Services (KIDS), Cara (Sport Inclusion Ireland), IT Tralee, Kerry Sports Academy, Irish Surfing, Cappanalea National Outdoor Education Centre, Kerry Orienteering, National Council for The Blind of Ireland (NCBI) etc. The proposed programme of works to be initiated are summarised as follows:

• Camp Abilities Date: 5-10th April (First week of Easter)

Kids and volunteers travel from all over Ireland and beyond to be part of this fantastic national initiative here in Kerry. • Fit For All Week Date: 4th - 10th May 2020 Description: Support and promote activities and sessions available within Leisure centres, gyms and leisure/fitness providers in Kerry. This is a National initiative coordinated by Cara (Sport Inclusion Ireland). Each Centre that participates receives an equipment bag with specialised equipment for adapting exercises and maximising potential usage for existing equipment and resources. • Irish Surfing Training Pilot Date: September (exact date to be confirmed) Venue: Inch Beach Description: Irish surfing to run a pilot training programme for surf instructors to upskill them to be able to run and assist Surf programmes for people with disabilities in Kerry. KRSP to link in with local disability services to send participants to avail of the surfing opportunity. The benefit of having this piloted in Kerry is that local surf instructors will be invited on to the training, thus building capacity to deliver inclusive surf sessions in Kerry. Also, there will be an opportunity for participants for Disability Services and group to participate and get surf lessons on the day.

• Kerry Sports Ability Date: To be confirmed - in Quarter 3 Venue: Kerry Sports Academy, IT Tralee (TBC) Description: The coordination of an event that showcases inclusive sports and physical activity opportunities for people with disabilities in Kerry. There will be information stands for people to get further information on the activity as well as key note speakers and showcases of some of the sports and activities available. This will then become an annual event and grow year on year.

It would be proposed that this group would meet 4 times a year.

• Sports Ability Booklet Date: Quarter 3 Description: The compilation of a booklet with information on activities and sports currently available for people with disabilities to take part in in Kerry. Within this booklet there will be a description of the activity, membership info, details of where and when it takes place, who it would suit or be accessible for, as well as a direct contact for that activity.

Tourism Development

NEW TO KERRY ROUTE - INDUSTRY WORKSHOP Following the announcement of a new twice-weekly Manchester – Kerry route that will commence in March 2020, in association with its tourism partners, Kerry County Council, Tourism Ireland, Failte Ireland and hosted a series of Industry Workshops around the county recently. The Dingle workshop took place in the Skellig Hotel and was well attended by members of the tourism industry from the town and the Dingle Peninsula and provided key information about the route, advice on how best to capitalise on the route and insightful information about the UK market.

(b) Notices of Motion

1. Cllr. B. Fitzgerald: With the new route to Manchester at Kerry Airport any marketing campaign conducted by Kerry County Council must ensure that attractions and activities in the Castleisland & Corca Dhuibhne are to the fore.

REPLY: Castleisland and Corca Dhuibhne attractions and activities will be included with other Kerry attractions and activities in forthcoming marketing campaigns associated with the new Manchester Kerry route.

Cllr. B. Fitzgerald noted the reply, but he wished to state his concern that Castleisland was not one of the areas where workshops were held. MD Manager Mr. J. Breen stated that he shall discuss the matter with Kerry Airport Representatives at the earliest opportunity.

2. Cllr. J. Healy-Rae: That the Business Incentive Scheme that started in the Tralee MD be extended to the Castleisland-Corca Dhuibhne MD in a bid to encourage business in our town centre and could a detailed report please be provided on the results of the scheme in Tralee.

REPLY: The Business Incentive Scheme is in a Pilot Phase in Tralee, and once evaluated will be considered for extension countywide.

Noting the reply, Cllr. J. Healy-Rae stated that he would like to see the figures from when the scheme is up and running. Cllr. C. Farrelly seconded the Motion. MD Manager Mr. J. Breen stated that there will be more figures available at the next Municipal District Meeting for the Members.

(c) Questions

1. Cllr. S. Cosaí Fitzgerald: Can Kerry County Council give a report on the progress of the upgrade works along the ?

REPLY: Stages 1 to 6 are now practically complete. Work on the final stage, Más an Tiompáin, which is the most inaccessible section of the project, is due to commence later this month.

Cllr. S. Cosaí Fitzgerald welcomed the response.

2. Cllr. B. Fitzgerald: How many LIS applications from the Castleisland - Corca Dhuibhne MD by the LEA?

REPLY: There were 225 applications were received for the Local Improvement Scheme within the Castleisland & Corca Dhuibhne Municipal District. Out of the total of 225,219 applications qualified and are included on the priority list. The applications were entered in the database per Municipal District only therefore a breakdown does not exit currently per Local Electoral Area.

Cllr. B. Fitzgerald noted the response and called on extra funding to be made possible in the future for a scheme in the Gaeltacht Area.

1) Tidy Towns Seminar and County Clean Up Day

The annual Tidy Towns seminar will take place in the Ballygarry House Hotel on 10th March and will be preceded by the launch of the 2020 County Clean Up Day.

The Kerry County Clean Up day will take place on Saturday March 28th. Individuals and groups can register for the clean-up at www.kwd.ie. Now in its 9th year it continues to grow with over 6,000 volunteers taking part in last year’s event. Local Community Groups, including Tidy Towns, Kerry GAA, Kerry IFA, Kerry ICMSA, Diocese of Kerry, Church of Ireland and the Kerry Islamic Community will call on their members to join the clean-up and anti-litter initiative on the day as they did last year.

It is hoped that this year more businesses will get involved in promoting the day and encourage their staff and customers to get involved.

The organisation of Kerry County Clean Up is supported by a collaborative committee including KWD Recycling, Killarney Chambers of Commerce & Tourism and Kerry Co. Council.

Saturday, 29 February [the Leap Day 2020] was designated as the Open Day for libraries nationally, when members of the public will be invited into libraries to view the services that are on offer.

All Kerry Libraries are open from 10.00a.m. – 5.00p.m. each Saturday and staff will be on hand to meet and greet new or returning members on that day with some events [see separate list] and induction tours taking place at each library. The main message is to welcome the public to come in, look and discover the wide range of services libraries offer.

This initiative is part of a Libraries national promotion campaign which runs from January - March 2020 and which is funded by the Department of Rural and Community Development. The campaign, which is designed by the advertising and media agencies Ogilvy and GroupM, features radio advertising, cinemas, websites, social media, etc.

• Library Statistics 2019

The no. of items borrowed from Kerry Libraries during 2019 was 501,488. This was a 23% increase on the 2018 figure. This figure relates to each individual loan. Nationally the methodology for counting the number of items borrowed has been changed, with book renewals no longer being counted.

The no. of individual visits to libraries increased by 8% to 485,203, while Kerry’s libraries were open for a combined total of 20,403 hours during 2019.

The growth of library e-services continues across libraries nationwide. The total no. of usages of the online sources by Kerry Library members during 2019 was 120,991, a 22% increase. All library members have access, either on library premises or remotely, to a wide range of e-books, e-magazines, e-audiobooks, e-newspapers, e- training courses and e-languages. All are available free of charge via the website www.kerrylibrary.ie Kerry Library also provides free access at libraries to the genealogical website www.findmypast.ie.

Across the Kerry library service, 52,099 free internet & Wi-Fi sessions were availed of (a 7% increase) during 2019.

• Historian in Residence

Historian in Residence, Tom Dillon, has taken up a 3-month contract position with Kerry County Council for the period 20 January until 10 April 2020. This contract position is funded under the Historian in Residence Grant Scheme 2019 as part of the Kerry County Council Decade of Centenaries programme.

The Historian is based at Kerry Library Headquarters, Tralee and is working under the direction of Kerry Library staff. As part of the Residency, the Historian will hold a number of engagement sessions with community and historical groups in each of the 5 Municipal Districts. The aim of these sessions will be to advise on the historical sources available to support the commemoration of events associated with the Decade of Centenaries throughout county Kerry:

Funding Priorities for Capital Projects Irish Water has indicated that it will prioritize funding for capital projects based on the key issues to be addressed: In Water, priority will be given to any Scheme to which a Boil Water Notice (BWN) applies and to any Scheme on the EPA Remedial Action List (RAL) and/or on a legal Direction from the EPA. In Wastewater, priority will be given to towns (agglomerations) to which ECJ Rulings apply, and on meeting the requirements of the EPA Discharge Licences.

THE RURAL WATER PROGRAMME The administration and development of the Group Scheme sector continues to be a function of the Local Authorities under the guidance and supervision of the Department Of Housing, Planning and Local Government. Irish Water has no authority, responsibility or involvement. The national Rural Water Programme 2019 – 2021 was published by the DoHP&LG in October.

Substantial funding has been allocated for Upgrade-Prior-To-Takeover Works (mains’ replacement etc) at Brosna, Lyreacrompane, Fahaduff-Laccamore and Shanahill Middle Group Water Supply Schemes.

Castleisland-Corca Dhuibhne MD Meeting 41 11th March 2020 Takeover of Group Schemes Responsibility for the Takeover of Group Schemes has transferred to Irish Water since its inception, and KCC is no longer in a position take over Group schemes. Irish Water has developed a protocol to facilitate the Takeover of Group Schemes.

FIND and FIX PROGRAMME The Find and Fix Programme is a specially funded, countywide, capital project which was set up to search for leaks in the public water pipes and repair them. The project was commenced in January 2018 and involves the deployment of three new Kerry County Council van crews comprising one ‘Find’ van crew and two ‘Fix’ van crews. There is also the current deployment of one van crew from Coffey Northumbrian Limited, the Irish Water appointed contractor whose ‘Find’ van crew is helping in building a repository of potential leak locations for follow-on investigation and repair by the Fix van crews. Tralee Town has been the initial focus area of the Find and Fix Programme in Kerry. Work, some at night, on this county–wide project has been ongoing over the Summer and Autumn at Dingle and Castleisland.

NEW RESERVOIRS PROGRAMME The provision of ten new reservoirs throughout the county, to improve security of water supply, is planned. Castlegregory and Baile An Fheirtéaraigh are included and it is intended that Planning applications for new reservoirs beside the water treatment plants in Stradbally and Baile An Fheirtéaraigh will be lodged in early 2020. The provision of these reservoirs will ensure 24-hour storages for these WSSs.

Members welcomed the report from Kerry County Council and all were delighted to see the Membership increases for the Libraries across the County.

(b) Notices of Motion

1. Cllr. C. Farrelly: I am asking that Kerry County Council make a better effort to eradicate the illegal dumping that is taking place on properties adjacent to the roadway that passes up by Castleisland Co-Op Mart. REPLY: Kerry County Council is very active in the pursuit and prosecution of those who litter our countryside and urban areas and take a very serious view of such activity. No complaints of illegal dumping have been received at this location. Having investigated the matter, it appears that the rubbish has been dumped on private property. Under current legislation, where illegal dumping and littering occurs, ultimate responsibility for dealing with the matter rests with the landowner/occupier of the property concerned. We would encourage landowners to take steps, where possible, to secure their properties in order to prevent illegal dumping and to contact us where dumping occurs. The Waste Enforcement Unit will follow up with the property owners at this location.

Castleisland-Corca Dhuibhne MD Meeting 42 11th March 2020 Cllr. C. Farrelly asked if it is possible that Public Cameras could be put in place along the road near the Co-Op Mart. His Motion was seconded by Cllr. J. Healy – Rae, who felt that there should be a more proactive role in dealing with illegal dumping in Castleisland.

MD Manager Mr J. Breen reminded the Members that Kerry County Council do take a proactive manner in dealing with the matter of illegal dumping and any incidents are regrettable. There is the whole matter of General Data Protection Regulation (GDPR) to be considered when looking at installing CCTV at areas such as Castleisland Co-Op Mart.

2. Cllr. J. Healy-Rae: That Kerry County Council seek an urgent meeting with Irish Water in relation to the serious health and safety issue around the fact that villages in this MD for example Scartaglin and Currow still do not have the most basic of infrastructure such as a sewage scheme.

REPLY: The following is Irish Water’s response to the specific Motion:

Smaller unserviced areas that do not have Irish Water assets are challenging because of high costs and generally lower environmental impact, relative to the deficiencies in the larger currently serviced areas. The current priorities do not allow us the opportunity to tackle these.

As such the provision of facilities in areas with no existing treatment will need to be underpinned by economic, social and environmental justification, along with a suitable funding mechanism and a sustainable operation and maintenance model.

Irish Water is supportive of initiatives to provide drainage and treatment systems in smaller development centres that are currently unserviced, and are engaging with the Department of Housing, Planning, Community & Local Government, who have the lead role in this area, and other stakeholders including Local Authorities, in identifying a suitable funding mechanism and a sustainable operation and maintenance model.

Some small unserviced rural communities with no collection systems are not classified as ‘small agglomerations’ and therefore at present the only option for developing wastewater infrastructure in these situations is through the Department’s Rural Water Programme. Where such schemes are funded by the Rural Water Programme, Irish Water is willing to take them in charge on the meeting of satisfactory completion Standards.

Cllr. J. Healy-Rae queried whether Irish Water have they the necessary finance to complete the work, or are they going to ignore the request from the Members for regular updates? In his opinion he felt it would be better if Irish Water was controlled by Kerry County Council as he felt that Water Services are not being funded or cared for enough, and this is resulting in issues such as this.

The motion was supported by Cllr. B. Fitzgerald.

MD Manager Mr. J. Breen stated that the issue is raised consistently with Irish Water and Kerry County Council have made several submissions in relation to the Villages of the Municipal District Area.

1. Cllr. C. Farrelly: What action has been taken regarding the farmyard effluent that has been identified as entering a roadside drain in Bawnaglana, Currow?

REPLY: Inspections have been undertaken by the Environment Department at the location in question. Contact has been made with the relevant property owner and measures are being undertaken to address any environmental issues identified.

Cllr. C. Farrelly noted the reply. He accepts that there needs to be communication with the owner prior to any action being taken.

5 Maintenance/Improvement of Housing Stock

Since 1st January, 2020, 150 requests for repairs have been received for the Castleisland / Corca Dhuibhne Municipal District.

6 Housing Adaptation /Housing Aid for Older People Grants

Since 1st January 2020, 25 grants have been allocated in the Castleisland / Corca Dhuibhne Municipal District.

7 Bedroom Extensions Since 1st January 2020, no bedroom extensions have been allocated in the Castleisland / Corca Dhuibhne Municipal District.

Commenting on the report, Cllr. M. O’Shea praised the construction of houses in Milltown. He had one query, however. There are no chimneys on the houses, thus having no facilities for open fires. He hoped that this facility will be in place in future builds.

Cllr. J. Healy-Rae commented on the refusal rates; 28% of houses that were offered were refused. 12% of the overall refusals were reasonable refusals. He further added that in his opinion, (a) Tenants should be grateful that they have received a house from the Local Authority (b) He would be equally disappointed with the Housing Department in offering a house that is clearly not suitable. Why were they offered such a property in the first place? He also felt that the figure of 14% for unreasonable refusals as being very poor.

(b) Notices of Motion

1. Cllr. B. Fitzgerald: That Kerry County Council develop a Sheltered Housing for Senior Citizens & Elderly Scheme for people in the Dingle Peninsula.

REPLY: Sheltered Housing Schemes for qualified Housing applicants are suited to Approved Housing Bodies, who can provide the on-site specialised management services needed for such a scheme. National Capital Schemes have specifically been designed to accommodate these types of schemes. Kerry County Council works closely with all of the Approved Housing Bodies and offers its support when requested whenever the housing need is justified. However, at this time there are no such proposals in the current programmes.

2. Cllr. J. Healy-Rae: Bearing in mind the crisis we have with housing in the county at present, what are Kerry County Council’s housing targets for the Castleisland-Corca Dhuibhne MD for the next 5 years, be it building, purchasing or leasing.

REPLY: The Housing delivery targets for 2020 and out to the current National Housing Plan end date of 2021 have not yet been clarified and we would expect further clarification in this area following formation of a new Government new programme for government.

In the current programme the following activity areas are on-going. Kerry County Council recently completed a scheme of 8 houses (4 by 2 bed & 4 by 3 bed) in Milltown which are currently being allocated. We have further lands at Miles Lane in Milltown which are currently being examined. We also are examining our lands at Cahereens in Castleisland, but these will be post 2021 delivery and subject to the continuation of the Government’s current action plan 2017 to 2021 Rebuilding Ireland. An Approved Housing Body acquired 9 units in An Daingean in December, 2019 and is acquiring a further 5 units which are due to be delivered in March, 2020. 20 units are currently under construction in An Daingean and a further 14 units are due to commence in Castleisland for an Approved Housing Body. Lands are being examined with a view to purchasing same in An Daingean and discussions have commenced in relation to the provision of Turnkey units in the town also.

Going forward there will be very little if any purchase activity across the County. Kerry County Council actively seek leasing arrangements throughout the County and a recent call for expressions of interest for leasing and other schemes is currently being evaluated.

Cllr. J. Healy-Rae noted the reply but was disappointed with the totals for Castleisland, which he felt, made for very grim reading. He stated his concern that there is very little housing activity. He felt that there is no encouragement within the report regarding the purchase of vacant properties by prospective tenants.

3. Cllr. F. Fitzgerald: A media campaign is to be launched to support The Repair and Leasing Scheme under the Rebuilding Ireland Action Plan for Housing and Homelessness. Has it been successful to date and are many private homeowners taking up the scheme or expressing an interest in it?

REPLY: The Repair and Leasing scheme is a government incentive to actively encourage vacant /derelict property owners to bring the properties back into residential use. It provides financial support to the owner to assist with the refurbishment costs and in turn, the owner enters a medium to long term lease during which, the financial costs are recouped back to Kerry County Council. Full details of this scheme and other similar incentives are included in the DHPLG “Bringing Back Homes” manual which was launched mid-2019.

To assist vacant homeowners who might be interested in this scheme, a dedicated Vacant Homes Officer was appointed mid 2019 by Kerry County Council and since that time, has engaged with over 30 vacant property owners with a view to signing as many as possible up to the scheme. However, many times the refurbishment cost estimates have far exceeded the max €40,000 per unit allowable financial support. Another factor is the location as there must be an established housing need in the area of the property. A recent expression of interest for the scheme was advertised by Kerry County Council and the results of same are currently being evaluated.

Cllr. F. Fitzgerald noted the detailed reply from Housing. AO for Housing Mr. T. Brosnan stated that there are 14 units on the Pound Road with an imminent starting date for building to complete.

(c) Questions

1. Cllr. J. Healy-Rae: Following a previous motion in relation to holding an information evening in the MD with regard to vacant houses, we were informed such an event would take place in February, nothing has happened, when will it happen?

REPLY: As outlined to members we intend to hold this information an event in the Library in Castleisland in mid-April. We had indeed indicated that it would, take place in February but key personnel were unavailable at that time. It is interned that this evening event will provide information to property owners on supports that are available to assist in bringing, particularly town centre, properties back in to use. Information on building control matters, the Derelict Sites Act, listed buildings and the various incentive schemes which as repair and lease will be available at this information evening. It is hope that by providing property owners with practical information as to what they can do with their properties that many will be encouraged to bring their properties back into use.

Kerry County Council recently advertised for expressions of interest from vacant property owners interested in the “repair and lease” scheme whereby

Castleisland-Corca Dhuibhne MD Meeting 48 11th March 2020 up to €40,000 per unit can be advanced to the owner to upgrade the property and the money is recouped over the life of a long term lease with Kerry County Council. The results of this are currently being evaluated. The management of the Castleisland/Corca Dhuibhne Municipal District are currently organising an information session for a date in April to highlight the various options/legislation available in relation to derelict /Vacant properties.

The detailed reply was welcomed by Cllr. J. Healy-Rae and he looked forward to the Meeting.

2. Cllr. J. Healy-Rae: How many houses allocated by Kerry County Council in 2019 were subsequently turned down by the applicant?

REPLY: There were 374 offers of social housing by Kerry County Council in 2019. The total number of refusals was 102. Refused properties were subsequently offered to the next qualified applicant in accordance with the scheme of letting priorities.

Refusals are regarded as Reasonable or Unreasonable. The 102 refusals in 2019 were classed as 55 unreasonable and 47 reasonable.

Cllr. J. Healy-Rae noted the reply, and added he felt the refusal rate as being atrocious for the Municipal District area.

The OPW has approved funding to carry out Coastal Flood and Erosion Risk Management (CFERM) Studies at ( to Brandon Point) and Dingle Harbour East (Inch/Castlemaine//Rossbeigh).

The Tralee Bay Study is underway by Malachy Walsh and Partners with Final Report expected end 2020.

The Dingle Harbour East (Castlemaine Harbour) has been commenced by RPS Consulting and this study will take approx. 12 months to complete (end 2020).

The above studies are required by the OPW ahead of any proposed extensive coastal and flood intervention works in these Coastal cell areas. The studies will identify any appropriate measures to alleviate flooding and/or erosion for which funding can then be sought.

1. Cllr. M. O’Shea: To ask Kerry County Council to assist the residents of Callinafercy they are requesting a light or two to be erected at the junction where the old N70 meets the new road at Kennedys cross as this is a blind junction.

REPLY: The new N70 Kilderry road has been constructed to standard and both TII Policy for the Provision of Lighting on the National Road Network and TII Standards (DN-LHT-03038 Design of Road Lighting for the National Road Network) advise that Single Carriageway Priority Junctions outside urban areas shall remain unlit. Accordingly, proposals to introduce lighting at Kennedy’s Cross are not likely to be funded by the TII.

2. Cllr. M. O’Shea: To ask Kerry County Council to write to Bus Eireann to put in place a bus shelter in Lispole, as many residents have requested same.

REPLY: Kerry County Council will contact Bus Eireann and request that a bus shelter be put in place in Lispole.

A Letter to the NTA to be sent on behalf of the Members as advised.

3. Cllr. M. O’Shea: To ask Kerry County Council and the HSE would they provide signage to indicate where the two defibrillators are located at Inch Beach so that all patrons can locate them if needed. Often the case the defibrillators can’t be found when needed.

REPLY: The provision of defibrillators in the community are generally organised by the local community concerned. Kerry County Council will work with the Inch local group as required in relation to siting and size of signs permitted, however funding for provision of such signs is not a matter for Kerry County Council.

EE Ms. B. Mulryan stated that such grant aid is not permitted via Councillor Allocation. However, if the Community did directly approach Kerry Count Council for funding for defibrillator signage it will be considered. Cllr. M. O’Shea requested that the Disabled Parking Zone be cleared as it is covered with sand after the recent storms.

4. Cllr. M. O’Shea: To ask Kerry County Council to write to the OPW on behalf of [Details with Directorate] to seek more rock armour to extend the works done in 2019 eastwards for the landholder. This is extremely urgent as mentioned embankments are very weak.

REPLY: The OPW are responsible for this embankment in Callinafercy. This is a matter for resolution by the Members.

A Letter is to be sent to the OPW as a resolution by the Members.

5. Cllr. C. Farrelly: I am calling on Kerry County Council to secure funding for a pedestrian bridge at Barrack Street, Castleisland. This matter has become a huge health and safety issue with the number of children using the 3.5-ton narrow road bridge that exists at present to use the playground facility.

REPLY: The feasibility of the provision of a pedestrian bridge at Barrack Street, Castleisland will be examined. However, there is currently no funding for such works, but the project can be kept under consideration for any future suitable funding streams that may become available such as ORIS funding by the Department of Rural and Community Development.

Cllr. C. Farrelly asked this motion to be considered for funding as a matter of extreme urgency, could Kerry County Council ask for funding for a footbridge. On one occasion, the Councillor counted 7 heavy goods vehicles using the bridge. His motion was seconded by Cllr. F. Fitzgerald.

SEE Ms B. Mulryan informed the Councillor that unsuitable traffic using this bridge is a matter for the Gardaí to police in Castleisland. Kerry County Council will bring this matter to the attention of the local Gardaí for their response.

6. Cllr. C. Farrelly: I am calling on Kerry County Council to carry out repair work on a section of footpath at Castleview, Castleisland L-2032-0 adjacent to the monument. This footpath has become hazardous to walk on and needs replacing.

REPLY: The estimated cost of repair works to this section of public footpath at Castleview, Castleisland is €7,000, there is currently no funding available, however it will be considered for inclusion in any future footpath programmes, alternatively it is suitable for funding by means of County Councillors Allocations.

7. Cllr. C. Farrelly: I am requesting that Kerry County Council clear the underground drainage pipe at Bawnaglana on the adjacent road to [Details with Directorate]. This underground pipe takes water across the road but has been blocked for some time.

REPLY: The Municipal District Enforcement Officer is currently investigating the drainage issue at Bawnaglana with a view to resolving the matter.

8. Cllr. C. Farrelly: I am requesting that Kerry County Council introduce traffic calming measures adjacent to Tobar na Bhfionn Graveyard in Cordal. This stretch of road has become so dangerous since the speed limit was increased last year.

REPLY: Kerry County Council will carry out a speed survey on the roadway adjacent to Tobar na Bhfionn Graveyard in Cordal. with a view to deciding what traffic calming measures are required at the location.

Reply noted by Cllr. C. Farrelly, who informed the meeting that he counted 70-80 cars every hour speeding at the location. Over 120 locals signed a Deputation in October 2019 urging Kerry County Council to consider introducing Traffic Calming measures adjacent to the Graveyard in Cordal. EE Ms. B. Mulryan stated that Kerry County Council will carry out a Speed Survey at this location to determine the next course of action.

9. Cllr. S. Cosai Fitzgerald: That Kerry County Council consider taking in charge the following three roads, (a) L12072- 0 to R500. (b) L12071 - 0 to Móin a Ceapa and Cuilleniagh and (c) R550- 65 to R 550- 74.

REPLY: Kerry County Council currently has 3,924km of local roads. In previous reports presented to full Council the condition of the road network was outlined along with the significant cost that would be required to bring these roads up to standard. Currently over 50% of secondary and tertiary roads are classified as being in poor or very poor condition. Furthermore, given the rural nature of the county, the length of the road network per head of population is approximately 50% above the national average. The issue of taking roads in charge previously arose around 2012 and it was agreed in principle that where such roads serve community and public facilities that some consideration may be given to requests for taking in charge. However, in accordance with statutory provisions the financial implications will need to be considered by members if the road is to be taken in charge.

The Local Improvement Scheme is in place as an option to fund the improvements that may be needed on the private section of the roads :- (a)

10. Cllr. S. Cosaí Fitzgerald: That the TII give an update report on the next stage of the proposed development works on the N86 from Banoge South to Annascaul village?

REPLY: Topographical Surveying, Archaeological Testing and Ground Investigations Contracts are underway will be carried out in coming months. The information obtained from these Contracts will be used to inform the Detailed Design. It is anticipated that the Tender Documents will be prepared by Q3 2020 at which point approval will be sought from TII to publish the Tender Notice.

11. Cllr. S. Cosaí Fitzgerald: When does Kerry County Council envisage commencing the construction of the new car park at Green Street, Dingle?

REPLY: Kerry County Council propose to extend the carpark adjacent to Green Street Dingle by 75 spaces to provide a total of 91 car parking spaces. The land agreement and planning are in place and project is ready to move to the construction phase. The Council have applied for Category 2 funding under the Rural Regeneration and Development Fund to construct the carpark in 2018 and 2019 but on both occasions were unsuccessful. Alternative funding mechanisms are currently being examined.

REPLY: This project is identified as a medium-term action in the County Kerry Tourism Strategy and Action Plan 2016 – 2022. The OPW is the lead agency as an Blascaód Mór is a National Historic Park. Following discussion with the OPW, the Council undertook a detailed re-examination of the project early in 2017 that included updating of the working cost estimate which is currently €7m. The funding of a project of this scale would require significant contributions to the overall budget from possibly all the partners involved as identified in the strategy. This includes the OPW, Kerry County Council, Fáilte Ireland and the relevant Government Departments. However, it has not proved possible to achieve any certainty regarding funding for the project over the last number of years. This included an application in September 2018 by the OPW on behalf of the project partners for Category 2 funding under the Rural Regeneration and Development Fund which did not result in a RRDF grant. Notwithstanding the position regarding funding, the OPW have indicated that a Review is being finalised regarding visitor management that will further inform any future decisions regarding this project.

REPLY: The provision of a public footpath and lighting from Ventry village to Sears Cross is being examined as part of the bigger project to ease congestion on Slea Head Drive. A design consultant has been appointed to the project by Fáilte Ireland who carrying out preliminary design works.

14. Cllr. B. Fitzgerald: That Kerry County Council explore the possibility of widening the road and adding a footpath to the Conor Pass Road from the Old Creamery up along the road as the amount of traffic has increased making it very unsafe for children and people living along this road to walk into Dingle Town.

Castleisland-Corca Dhuibhne MD Meeting 58 11th March 2020 REPLY: In order to facilitate the houses on Conor Pass Road from the Old Creamery the length of the proposed footpath scheme would have to be approximately 1km in length and would cost in excess of €200,000. Footpath improvement and maintenance works are funded from both the Department of Transport, Tourism and Sport Restoration Improvement Grant and the Discretionary Grant. The Restoration Improvement Grant provides funding for the restoration of the road surface or existing adjacent footpath only, the programme does not allow for the creation of substantial lengths of new footpaths. The Discretionary Grant works for footpaths that are included in this year’s programme involve maintenance of the existing network and not the provision of new footpaths. Also, Land Acquisition by agreement would be required to advance the footpath link. Based on the above it is not feasible to provide this scheme.

Cllr. B. Fitzgerald noted the reply.

15. Cllr. B. Fitzgerald: With all of the recent stormy weather the issue of falling trees on and beside our roads is a very big safety concern, Kerry County Council should make every effort to remove dangerous trees along our roads before any damage is done and a tree planting policy created to promote the planting of trees within the County.

REPLY: There have been four significant weather events in Kerry so far in 2020. Fallen Trees as result of these events have been generally dealt with within a 24hr period. On an ongoing basis the Roads Enforcement Officer deals with any dangerous roadside trees reported and now the Municipal District Enforcement Officer is also available to address the matter.

The creation of a tree planting policy to promote the planting of trees within Kerry will be referred to the Environment, Climate Change and Emergency Planning SPC for consideration and policy development.

16. Cllr. J. Healy-Rae: That the surface of the road after Raemore Cross be reinstated, water and past work has left the verge of the road in a deplorable condition.

REPLY: Repair works will be carried out on the roadway after Raemore Cross in quarter 2 of 2020.

17. Cllr. J. Healy-Rae: That black and amber arrows be erected on the road before the access to Coolegreen Windfarm, Brosna. At night-time it is very deceiving for drivers who often follow the road down leaving the main road.

Castleisland-Corca Dhuibhne MD Meeting 59 11th March 2020 REPLY: This location before the access to Coolegreen Windfarm, Brosna has been examined and the erection of chevron signs would obstruct sightlines at this junction, therefore the installation of roadside delineator posts will be carried out in quarter 2 of 2020.

Cllr. J. Healy-Rae welcomed the reply that the work will be completed in the 2nd quarter 2020.

18. Cllr. F. Fitzgerald: Can Kerry County Council consider salting the L-2017- 0 and L-2017-36 during cold and frosty conditions. The gradient on this road is high. Knockanes School is at the high point of the road and it is unsafe for parents, teachers, special needs assistants and all staff to get to school in time during cold weather when ice is on the roads.

REPLY: Kerry County Council has identified the priority routes for salting for the current winter season, having regard to the resources available. Priority will be given to the routes with the highest traffic volumes which will predominantly be national routes. Should weather conditions deteriorate to a point where further routes require treatment, an assessment will be made, however priority is given to roads with higher traffic volumes such as regional routes in the first instance and less trafficked local routes are considered thereafter depending on resources.

Welcoming the reply, Cllr. F. Fitzgerald informed the Members and Executive that the location referred to is Curranes NS, Castleisland.

19. Cllr. F. Fitzgerald: That Kerry County Council can consider cleaning back residual earth along the L-2054-0 in . There is a hard shoulder along the western end of this road that has almost disappeared or become covered over.

REPLY: Skirting works will be carried out on roadway at this location on the L- 2054 in Ballymacelligott in quarter 2 of 2020.

20. Cllr. F. Fitzgerald: That Anti-Dumping warning signs be erected on the L- 6517-0 between Raemore Cross and Rathanny Cross. This area has suffered from illegal dumping over the years.

REPLY: Signs were erected recently at that location on the L-6517-0 between Raemore Cross and Rathanny Cross.

The reply was welcomed by Cllr. F. Fitzgerald.

21. Cllr. B. O’Connell: That Kerry County Council immediately cooperate with the TII to provide a sign for Clogher on the N21 at Ballymacelligott.

Castleisland-Corca Dhuibhne MD Meeting 60 11th March 2020 REPLY: A request will be made to the TII Signage Division to install a suitable sign for Clogher/Clogher National School at the N21/L2021 junction will be sought from the TII Signage Division.

Motion 21 was moved with Question 17 as per request.

(c) Questions

1. Cllr. M. O’Shea: To ask Kerry County Council to provide toilet facilities at Minard Castle so that these services will be available for families who frequent the very popular Minard Beach & the many people who walk along the West Kerry Walkway. An adjoining landowner has offered up a site on his property.

REPLY: In general toilet facilities are only provided in urban centres and blue flag/green flag beaches. There is no funding currently available to provide toilet facilities at Minard Beach, however, Kerry County Council will look at the practicality and feasibility of providing toilets at Minard Castle.

2. Cllr. M. O’Shea: Can Kerry County Council erect signs along the walkway from the car park at Kilderry wood to the viewing area on top to inform walkers to keep their dogs on a leash?

REPLY: This request for suitable relevant signage will be examined.

3. Cllr. M. O’Shea: To ask the Area engineer to improve sight distance on the L12140 where is meets the R560 as this is an extremely blind junction. A similar design as has been on the L5012 linking to the R560 at Kilcummin Cross.

REPLY: A topographical survey will be carried out at this junction where the L12140 where is meets the R560.The junction layout will be examined with view to improving the sight distance; however, any proposed works will be subject to funding.

4. Cllr. C. Farrelly: What is the update on the streetlights that I requested for Scartaglin Village?

Castleisland-Corca Dhuibhne MD Meeting 61 11th March 2020 REPLY: The provision of an additional light at the junction of the graveyard complies with Kerry County Council’s Public Lighting Policy and would be suitable for funding under the Councillor Specific Municipal District Operational Fund, however the available locations for the proposed public light is extremely restricted because of the overhead high voltage ESB Network lines and associated clearance zone. To provide the requested public light in the only available location would cost €4,550.

The cost estimate from ESB has been forwarded to the Councillor.

Cllr. C. Farrelly welcomed the response. He stated that in the future there may be a deputation from Scartaglin in relation to the issue.

5. Cllr. S. Cosaí Fitzgerald: Will Kerry County Council resurface the road leading into the Cloosguire Housing estate in Castlegregory which was recently been taken in charge?

REPLY: There is no funding currently available to carry out resurfacing works on the road leading into the Cloosguire Housing estate in Castlegregory. The roadway would be suitable for funding under the can the Department of Transport, Tourism and Sport Community Involvement Scheme Programme or the Restoration Improvement Programme. This roadway can be considered for inclusion in above programmes the next time that Kerry County Council are requested by the Department to make these programmes. Meanwhile the roadway will be maintained as far as funds allow.

6. Cllr. S. Cosaí Fitzgerald: When does Kerry County Council envisage starting works on putting in traffic calming measures on a section of Street from Mara Beo to Brian de Staic's at the Wood, Dingle?

REPLY: A topographical survey and design for safety works will be carried out for the location, from Mara Beo to Brian de Staic's at the Wood, Dingle, so that it can be considered for inclusion in the 2021 Safety Improvement Scheme Programme funded by the Department of Transport, Tourism and Sport.

7. Cllr. S. Cosaí Fitzgerald: Any progress by Kerry County Council on alleviating the shortage of parking spaces at Upper Faha in an Clochán?

REPLY: The landowner has been contacted and the Council expect to carry out a topographical survey in the next week or so. Also, the AA and EIS screening is currently being carried out.

8. Cllr. S. Cosaí Fitzgerald: Will Kerry County Council consider making a request to Minister Brendan Griffin to provide funding to commence the design and layout of the 5th phase of the Dingle Inner Relief Road?

REPLY: Kerry County Council have informed the Department of Transport, Tourism and that the Council intend to prepare a Preliminary Appraisal Report for the next Phase of the Dingle Inner Relief Road to make the link through to the R559. This report will be prepared for Q4 2020 and will submitted to the Department.

9. Cllr. B. Fitzgerald: Can improvement work be carried out on the surface of the road and footpaths in Marian Park Dingle as they are in a bad state of repairs?

REPLY: There is no funding currently available to carry out improvement works on the roads and footpaths in Marian Park Dingle. The roadway would be suitable for funding under the Department of Transport, Tourism and Sport Community Involvement Scheme Programme or the Restoration Improvement Programme. 10. Cllr. B. Fitzgerald: The road surface from the old CBS Hall on John Street all the way up along Main Street to the Holy Stone is in a very bad state of repairs, when will work be carried out to improve these Streets in Dingle town?

REPLY: Road resurfacing works to the value of €205,862 are due to be carried out in John Street Dingle and Strand Street under the 2020 Restoration Improvement Programme.

11. Cllr. B. Fitzgerald: When will work be carried out on the very bad dip in the N86 Dingle Tralee Road just by the West Kerry Recycling Centre as it is causing a lot of concern for people?

REPLY: Pavement Improvement Works are currently being planned for this section of the N86 and it is expected that TII funding can be secured to carry out overlay works in 2021. In the mean-time funding will be requested from TII to carry out localised repairs on the dips.

12. Cllr. B. Fitzgerald: Can Kerry County Council look at cleaning and removing any old, unused and rotting fishing gear and rubbish from Ballydavid Pier?

REPLY: The Pier at Ballydavid is currently being investigated by our MD Enforcement Officer.

13. Cllr. J. Healy-Rae: That the white line at Ballyaukeen, Kielduff be extended above Scariff House, this work had previously been agreed to, but never carried out.

REPLY: The centre line at Ballyaukeen Roadway Kielduff will be extended above Scariff House in Q2 of 2020.

14. Cllr. J. Healy-Rae: Have this MD any update on plans to make the 4-cross junction in Ballyfinnane safer, there has been further crashes at this junction in recent weeks and it cannot be allowed to continue.

REPLY: The Department of Transport, Tourism and Sport provided an allocation of €30,000 last year to carry out safety engineering measures at this junction. Surfacing and lining works were carried out in Q4 2019 and further works to improve the definition of the junction including the provision of anti-skid surfacing will be carried out within the next number of weeks. The completion of this work is weather dependent.

15. Cllr. J. Healy-Rae: When will work start in this MD in relation to the switching of our public lighting to LED lighting.

REPLY: The Public Lighting Energy Retrofit Project which involves changing out all outdated public light fitting to a more energy efficient LED fitting is being rolled out nationally. Kerry County Council are in the Southern Region along with County Council, Clare County Council, City & County Council and Waterford City & County Council. The Southern Region is the first Region to be rolled out.

The current programme is to tender for the works by mid-2020 and the estimated timeline for delivery of the project is 2 years. At this stage in the programme no start dates have been agreed. Cllr. J. Healy-Rae noted the response and looked forward to the rolling out of the project.

16. Cllr. F. Fitzgerald: The signs on the roads around Firies are in need of cleaning due to the amount of traffic on the roads up to this point. Could Kerry

17. Cllr. F. Fitzgerald: On the N-22-18 there is a junction for the L-6544-10 which leads to Ballymacelligott GAA Pitches. There are direction signs at this junction for Ballydwyer 'Baile Uí Dhuibhir Ballydwyer 3Km L6544'. The safest way to Ballydwyer would be to travel to Ballycarthy Roundabout and travel the N21 towards Castleisland until one reached Ballydwyer. Could the sign for Ballydwyer at the junction at the L-6544-10 be removed in order to reduce traffic on this road?

However, that figure does not include hedges cut as result of the most recent Formal Notices and Advisory letters issued by Kerry County Council as these locations are currently being investigated for compliance so have not yet been added to the data base.

1. Cllr. M. O’Shea: To ask Kerry County Council to write to Comreg regarding the disastrous mobile phone coverage in Keel. The coverage there is extremely poor.

3. Cllr. M. O’Shea: To ask Kerry County Council how often the defibrillators are serviced and what company services them. Would it be a possibility to erect Directional signage to these said defibrillators at each location?

REPLY: The provision of defibrillators in the community are generally organised by the local community concerned. The PPN are currently carrying out a mapping exercise at a County level.

4. Cllr. B. Fitzgerald: That Kerry County Council write to the Minister for Education and Bus Éireann to extend the existing school bus service from Inch Church to Annascaul Village for children who are travelling to Milltown/Killorglin Secondary Schools as it currently makes no sense not to travel the last few miles.

5. Cllr. F. Fitzgerald: Is there any time frame for the Public Lighting Energy Retrofit Project being rolled out nationally this year. 1. Letter dated 23rd January 2020 from Mr Graham Lennox, Private Secretary to the Minister for Agriculture, Food and The Marine in relation to the charges that are imposed on the Fishing Community in Dingle.

2. Email dated 12th February from NTA Oireachtas Liaison Officer. The NTA has undertaken an extensive planning process in relation to enhancing existing public transport services on the Dingle Peninsula.

Both Deputations were approved by the Members for the May 2020 Meeting.

The March meeting was the last Municipal District Meeting to be chaired by Meetings Administrator Ms Joan McCarthy, who is retiring from Kerry County Council after a long and distinguished service with the Local Authority.

Cllr. M. O’Shea personally thanked Mrs. J. McCarthy for her dedication and professionalism throughout her long years of sterling service. He appreciated her wit, kindness and genuine warmth and for “rolling up the sleeves” and getting work done in all of her roles she represented in Local Authority. The local people in Milltown will never forget the role she played in the Housing Department when signing over County Council owned land for the provision of a fantastic childcare facility that continues to provide a well needed service for the Mid-Kerry Town over the past twenty years and for many more.

Castleisland-Corca Dhuibhne MD Meeting 68 11th March 2020 Cllr. C. Farrelly wished to be associated with all the sentiments above and thanked Ms J. McCarthy for her dedicated service and work for the Local Authority. Cllr. F. Fitzgerald appreciated the welcome afforded to him as a new Councillor and thanked Ms J. McCarthy for her years of long and dedicated service.

Cllr. J. Healy-Rae thanked Ms J. McCarthy for her years of hard work on not only his behalf, but also on the behalf of the extended Healy-Rae family who commend Ms J. McCarthy’s dedication, warmth and diligence throughout all of her years on the Local Authority.
