Lost in the definition Environmental displacement in Salgar, Colombia Laura Gamez Lost in the Definition: Environmental Displacement in Salgar, Colombia n the early hours of the morning in the municipality of Salgar, Colombia, Ion 18 May 2015, heavy rainfall and flooding resulted in a landslide that marked one of the country’s deadliest single-environmental disasters since 1999. In the immediate aftermath it was reported that the landslide in Salgar had left more than 93 people dead and 300 to 7821 people displaced (“Falsa alarma sobre nueva avalancha causó pánico en Salgar, Antioquia,” 2015). The event was not only a shock in terms of the loss of life, but reignited fierce debate about appropriate humanitarian response, legal challenges of land rights, and more importantly how to suitably address displacement caused by environmental disasters. Colombia, after all, is a country that often faces environmental challenges in part because of its topography and climate, as well as high disaster risks due to settlements in environmentally vulnerable zones. Furthermore, as of 2014, Colombia has one of the highest levels of forced migration and internal displacement in the world (second only to Syria) due to political violence and strife (COHA, 2015). Howe- ver in Colombia, policies and responses to environmental migration have varied over the years. In light of the country’s civil strife, a policy narra- tive has emerged whereby environmental induced-displacement is seen as a temporary and often short-term effect that is not necessarily addressed in the same way as conflict-induced displacement. Noting the events that took place, the humanitarian response, the policy narrative, and the legal challenges regarding return, the case of Salgar provides interesting insight into how a government with experience in forced migration addresses a different type of migration—environmentally induced displacement. -

OFFERING MEMORANDUM Ps.965,745,000,000 7.625% Senior Notes due 2024 Empresas Públicas de Medellín E.S.P. (an Empresa Industrial y Comercial del Estado organized under the laws of the Republic of Colombia) The 7.625% senior notes due 2024 (the ‘‘Notes’’) are being offered by Empresas Públicas de Medellín E.S.P., an Empresa Industrial y Comercial del Estado (industrial and commercial government-owned company) organized under the laws of the Republic of Colombia (‘‘EPM’’). The Notes will be the senior, unconditional, unsecured and unsubordinated obligations of EPM and will rank equally with all of EPM’s existing and future senior unsecured External Indebtedness (defined herein) and senior to EPM’s existing and future debt that by its terms is junior and subordinated in right of payment to the Notes. The Notes will bear interest at the rate of 7.625% per year and will be payable annually in arrears on September 10 of each year, commencing on September 10, 2015. The Notes will mature on September 10, 2024. Payment of principal, interest and any other amounts in respect of the Notes will be made in U.S. dollars, as calculated by the Calculation Agent by converting the Colombian peso amounts due into U.S. dollars at the Settlement Rate on the applicable Rate Calculation Date. See ‘‘Description of the Notes — The Notes and the Indenture.’’ EPM has applied to list the Notes on the Official List of the Luxembourg Stock Exchange and to trade the Notes on the Euro MTF Market of such exchange. José Miguel Marin Directoras de Tesis: University of Guelph, 2017 Profesoras: Roberta Rice & Gordana Yovanovich Esta investigación apunta a entender el conflicto colombiano desde la perspectiva de los colonos- campesinos quienes han sido uno de los principales grupos sociales víctimas de diversos conflictos sociales y guerras en Colombia. Estos conflictos sociales y guerras se intensificaron desde la conformación del partido Conservador y Liberal en 1848. Estos dos partidos políticos se sumergieron en unas series de guerras que hicieron que la vida colono-campesino estuviera dominada por momentos de extrema violencia como participantes obligados de estas guerras o como víctimas directas. A esto se le suma el constante despojo de tierras, que ellos colonizaron, por medios violentos o injustos. Estos despojos masivos convirtieron la tierra colonizada en lugares de memoria (Lieux de Mémoire) que perduraría en el tiempo para estos colonos- campesinos. Por otra parte, la violencia generó traumas colectivos que se amplificaron en las nuevas generaciones de colonos que recibieron estos traumas de sus padres y a su vez tuvieron que vivir hechos traumatizantes similares. Por lo tanto se plantea una continuidad histórica entre lo vivido por varias generaciones de colonos campesinos y los origines de las FARC. -

It draws upon the results of a comparative OECD survey of investor and company perceptions of the costs and benefits of participating in these six markets, and the state of their regulatory frameworks and corporate governance practices. The report was developed as part of the work of the Equity Market Development Task Force of the Latin American Roundtable on Corporate Governance, and was presented at the Task Force and Roundtable meetings held in June, 2018 in Buenos Aires. The report benefited from input received during discussions at the meetings and written comments received from Task Force participants. It has subsequently been updated to take account of more recent developments and available data. -

Estos medios dominantes están en un afán por migrar sus contenidos a la red, ya sea para ofrecer un servicio complementario o para crear una simbiosis de convergencia mediática, en la cual se generen nuevos modelos de comunicación y de actuación del comunicador y del periodista. Para comprender estos nuevos paradigmas mediáticos, se analizó la transformación de la radio comercial análoga a digital a partir de las categorías: empresarial, tecnológica, informativa, diseño web, audiencias y tendencias profesionales y laborales. Para este propósito, se realizó una investigación teórica y aplicada de carácter documental, descriptivo y correlacional de cinco emisoras comerciales de seis cadenas radiales que existen en Colombia, con mayor audiencia y cobertura informativa a nivel nacional. Se identicó que, en la transformación de estas emisoras, se presentan nuevos escenarios para migrar e instalarse en canales digitales, los cuales están creando otro ecosistema de la comunicación más horizontal entre medios y audiencias que implica hacer cambios en el panorama mediático, en los formatos de recepción y en el desarrollo de nuevas mediaciones entre usuarios y contenidos de acuerdo a cada plataforma mediática.
