Minutes of the Parish Council held on 20th February 2020.

Minute Number 1/2/20 Declarations of Interest. Councillors A Elderfield, S Carhart , N Morris and D Powell declared an interest in Planning Application number PA20/00825. Councillors M May and M Pollard declared an interest in Planning Application number PA20/0045. 2/2/20 Public Participation. Atlantic Bays Holiday Park. Mr Ingram gave a presentation of proposals for developments at the Atlantic Bays Holiday Park and answered a number of questions regarding the proposals. Speed Control Camera. A letter referring to the placement of a Speed Indicator Camera sited at Shop, and signed by eighteen residents was presented to the Council, It was felt that the site chosen for the camera was not in the most suitable location. As this is the responsibility of Cornwall Highways it was decided to pass the letter to Councillor R Buscombe. Planning Application Number PA20/10562. Lisa Solly from Situ8 outlined the changes to the previous application for the Garden House, Bay, and answered a number of questions. Planning Application Number PA20/00663 The applicant provided details of the proposed development. Planning Application Number PA20/00445. Mr J Brewer gave a brief history of the proposed development and the reason for applying for a Certificate of Lawfulness. Tennis and Basketball Court. Mrs Sarah Cowling asked for the support of the Council to provide a multi use Astroturf surface on the existing court. She indicated that she would help to raise funds to create a mixed use court. She was thanked by the Chairman and supported by the Council. 3/2/20 Minutes. Resolved that the Minutes of the meeting held on 16th January 2020 be approved and signed by the Chairman. 4/2/20 Neighbourhood Plan. Mr A Elderfield reported that the results of the public survey will take some time to collate, and the work is ongoing. 5/2/20 Planning. Following consideration of plans received the following responses be sent to :- PA20/00257 – 7 Crossroads Close, St Merryn – Supported. PA20/00308 – Wuthering Heights, Tregella Lane, St Merryn – Supported. PA20/00445 – Certificate of Lawfulness, Trevorrick Cottage, St Merryn – The Council is aware that the development commenced over 20 years ago. PA20/00718 – Meadow Cottage, Bay Road, Harlyn – Supported. PA20/00820 – Lowlands, – Supported. PA20/00825 – Mortham, St Merryn - Supported. PA20/00663 – Land South of House, Porthcothan = Supported. PA20/10562 – The Garden House, Constantine Bay – Supported.

Page 376 PA20/00911 – Land North of Ocean View, St Merryn – Supported subject to confirmation from the Planning Officer that the development does not exceed the 1000m2 permitted for development of 5 dwellings in a DRA. If the 1000m2 is exceeded will the development trigger the requirement for contributions for affordable housing etc. 6/2/20 Correspondence. Coast Path The Council declined to undertake maintenance of this path. Parish Paths Partnership. It was decided to again renew the agreement with Cornwall Council. Trading at Constantine Bay. A request to site a mobile sampling van at Constantine was received from Warburtons. Due to the existing Licences it was not felt possible to allow further trading in the Car Park. Water meter. Confirmation that the old water meter in the Playing Field was redundant was sought from S W Water. It was agreed to take details from both meters and to inform SW Water. 7/2/20 Climate Change Policy. It was proposed by Mr M Pollard that the Council prepares a Climate Change Policy which could also be integrated with the Local Development Plan, and to evolve over time, this was seconded by Mr A Elderfield and all agreed. 8/2/20 Risk Assessment. The Annual Risk Assessment of the Councils’ administration was completed. 9/2/20 ASP & Playing Field. A price for a wifi connection was obtained from BT, it was proposed by Miss J Duffy and seconded by Mr A Elderfield that this be approved. Mr N Morris to make the arrangements. It was proposed by Mr N Morris and seconded by Mr M Pollard That the blinds be purchased from Blinds, all agreed. It was agreed to inform The St Merryn AFC that the rental charge for the use of the field would be as the previously agreed price of £1,000 per calendar year. Mrs S Carhart agreed to obtain a price for the repair of the storm damage to the car park fence. 10/2/20 Financial. Footpath at Porthcothan. There was an enquiry regarding the possibility of establishing a link with a neighbouring path. As this had previously been explored it was decided to take no further action. Village entrance sign. There was a request to place flowering plants adjacent to the village sign, Cornwall Highways to be consulted.
