Legislative Assembly was constituted on 2-5-2015 and following functions were assigned to it: 1. To ensure online information sharing by all Government Departments with e-Vidhan application as required by H.P. Vidhan Sabha Secretariat and Hon'ble Members. 2. To ensure up-to-date information to be made available by all Government Departments in the e-Vidhan application. 3. To suggest Government Departments for creating database in prescribed formats for smooth information sharing with e-Vidhan application. 4. To suggest Government Departments for usage of IT tools in order to bring efficiency and improvements in organizations. 5. To monitor fund utilization of e-Governance User Charges being collected by various departments in the State 6. Filed visits to monitor the activities being carried out relating to e-Governance. 7. To undertake study tours to examine best practices of e-Governance in other States. Special Report of e-Governance-cum-General-Purposes Committee (2017-2018) Page 5 As per the directions of the Hon'ble Speaker, to monitor and assess the working of e-Vidhan System in H.P. Legislative Assembly, particularly management of the House (Computerization and Modernization by providing better facilities to MLA's and Officers) and e-Governance projects being run by the different departments in the Pradesh, an adhoc Committee i.e. e-Governance-cum-General Purposes Committee shall be constituted under the Rule-209 of the Vidhan Sabha Rules of Procedure and Conduct of Business. The execution of e-Vidhan System in H.P. Legislative Assembly and different e-Governance projects being run in Pradesh will be monitored by the Committee. There has been already a provision in the Rules of the Procedure and Conduct of the Business where Departmental Related Standing Committee have been constituted under which one of the Committee i.e. Rural Planning Committee which looks after the Demand No.-18, the Information and Technology Department. However, the department of Information and Technology has informed that IT Department is not responsible for all IT Projects being implemented in the State. The funding for such projects is from different sources and the projects are set-up/implemented in different modes by diverse agencies. The Department of IT was made the Nodal Department for this Committee to receive correspondence from the Vidhan Sabha on IT related matters. Therefore keeping in view the all facts explained above, the e-Governance-cum-General Purposes Committee was constituted to monitor the process of implementation of e-Vidhan Project in H.P. Legislative Assembly on 2 nd May, 2015 and also other e-Governance Projects being run in the State. The Hon'ble Members agreed to the functions and internal Working Rules of the Committee in the Committee Meeting held on 24.08.2015. The Committee decided that ACS/Secretary (IT) to the Government of Himachal Pradesh will be the Nodal Officer to get the information from all the departments and responsible to reply before the Committee. It was also decided to hold the meeting to the Committee every month on 28th and in case of holiday the meeting can be preponed or postponed. As per Internal Working Rules of the Committee, it was decided in Meeting held on 24.08.2015 to notify Shri Dharmesh Special Report of e-Governance-cum-General-Purposes Committee (2017-2018) Page 6 Kumar, Director (IT) to the Hon'ble Speaker as Advisor to the Committee. The Members were apprised about the e-Vidhan Project in the Meeting held on 24.08.2015. The Committee in its Meeting held on 28.08.2015 decided that Department of Information Technology, Government of Himachal Pradesh will also take up the matter with the concerned government departments/Agency for updating details of Administrative Secretaries, HODs, DCs, SPs and SDMs on official website of H.P Vidhan Sabha (http://evidhan.nic.in) as and when officers are changed. Presentation was given to the Hon'ble Members of the Committee about the proposed e-Constituency Management in the Committee Meeting held on 24.08.2015 The Committee appreciated the proposal. The Committee in its Meeting held on 28.08.2015 desired that the Department of Information Technology, Government of Himachal Pradesh should co-ordinate the e-Vidhan training camps which are to be organised at the level of SDMs who are required to make all necessary arrangements for these trainings to be held in their respective sub-divisions. Trainings and further technical support related to e-Vidhan for various departments in the sub-divisions will be provided by the staff from e-Vidhan Wing of H.P Vidhan Sabha Secretariat. Hon’ble MLAs of respective constituencies in the sub-divisions will also be invited in the trainings. The Additional Chief Secretary (Information Technology) indicated that the details of the e-Constituency Management were required to be understood by the Department/ Government. She requested the committee that the Advisor to the committee should make presentations of e-Constituency Management to Department of IT and further to all Administrative Secretaries as the content of the e-Constituency Management was not under the control of the IT Department but was held and managed by other Departments/ organisations in the Government. It was decided that the Advisor will make presentations on e-Constituency Management to the IT Department and also to Government Departments in a meeting to be chaired by the Chief Secretary. It was discussed that there will be mainly four dimensions in the e-Constituency Management for Hon'ble Special Report of e-Governance-cum-General-Purposes Committee (2017-2018) Page 7 Members in the Mobile App such as public grievances, public works, offices/institutions and CM references. In this system, security should be implemented for viewing information so that Hon'ble Members can monitor their respective constituency only. There should be a provision for querying different types of works in the constituency for the Hon'ble Members and knowing current status of works such as DPR status, completed, pending for clearance at level etc. The progress may also be depicted using photographs of the site. The minutes of the meeting held on 16.09.2015 held under the Chairmanship of Shri P. Mitra, Chief Secretary to the Government of Himachal Pradesh regarding e-Constituency Management were discussed by the Committee. The Committee desired in its Meeting held on 28.09.2015 that department of I.T. Government of Himachal Pradesh may submit the report regarding enhancing the websites of departments and integrating with e-Constituency for the following services:- a) Public Grievances b) Public Works c) Offices and institutions d) Correspondences The Committee approved that the e-Vidhan Wing of H.P. Vidhan Sabha Secretariat will provide trainings/front-end technical support to the MLAs and officials relating to their constituencies for updating data in the websites of departments in connection with e-Constituency system. MLAs and public may be educated by the e-Vidhan Wing for sending grievances, not the demands through e-Constituency. The Committee desired that the SDMs will be the nodal officers for e-Constituency Management but the ultimate responsibility lies with the Administrative Secretaries of the respective departments. In this regard, necessary action may be taken by Department of Information Technology, Government of Himachal Pradesh. It was decided in the Committee Meeting held on 26.11.2015 that the directions for updating the website according to the guideline should be given to the department through the Additional Chief Secretary (IT). Special Report of e-Governance-cum-General-Purposes Committee (2017-2018) Page 8 The Department of IT apprised the Committee that Middle Layer Software for e-Constituency will be required and this software will connect the Government departments with e- Constituency. As this software is a new requirement and not covered under e-Vidhan Project, therefore, the expenditure will be borne by the H.P. Government for developing this software. The Committee asked the Director, IT govt. of HP to expedite the work of developing the Middle Layer software and complete the same at the earliest. Director, IT assured the committee that the work to develop this software will be started as and when the budget is made available. Final Feasibility study report submitted by the Department of Information Technology, Govt. of HP was discussed in detail. In this report the Department has mentioned at page No.- 4 that there will be expected saving of Rs. 15 cores for HP Government in total due to implementation of e-Vidhan Project. But the Members were of the view that the saving will be much more than Rs.

    Pushpendra Rajput, IAS Chief Electoral Officer, Himachal Pradesh FROM THE DESK OF CHIEF ELECTORAL OFFICER The General Election for constitution of 13th State Legislative Assembly was announced by the Election Commission of India on 12th October, 2017 and the same was concluded on the 20th December, 2017. The Election machinery of the state was fully prepared for the conduct of free, fair and peaceful election. It was certainly a great pleasure and hounour to conduct this election in the capacity of the Chief Electoral Officer, under the superintendence and guidance of the Election Commission of India. Himachal Pradesh has 68 Assembly Constituencies. The EPIC coverage and PER in the State is 100 percent. The totall number of polling station during Vidhan Sabha Election - 2017 were 7525 (46 auxiliary polling stations). Every election is a new experience. These elections were special on account of the fact that Systematic Voters’ Education and Electoral Participation Programme (SVEEP) was implemented extensively for motivationg and facilitating eligible citizens to enroll and subseqquently caste their vote voluntarily. Targeted interventions made under SVEEP bore fruitful results, not only in terms of enhanced E.P. ration of 676 (close to the 18+ census of 704), gender ratio of 971 against 972 of census ratio and registration of 18-19 years age group of as high as 1.84 percent, but also in terms of the highest voter turnouts in the state ever which stands at 75 percent. This document is an attempt to present some of the highlights of the SVEEP interventions made in the state during Vidhan Sabha Election - 2017 , which resulted in some fabulous achievements.
